    MoST  China   • MOST  takes  the  lead  in  drawing  up  S&T  development  plans  and  policies,   dracing  related  laws,  regula5ons  and  department  rules,  and  guaranteeing  the   implementa5on.   •  MOST  is  responsible  for  dracing  the  Na5onal  Basic  Research  Program,  the   Na5onal  High-­‐tech  R&D  Program  and  the  S&T  Enabling  Program.  MOST  aims   to  serve  socio-­‐economic  growth  by  coordina5ng  basic  research,  fron5er   technology  research,  research  on  social  service,  key  technology  and  common   technology.   •  MOST  teams  up  with  other  organiza5ons  in  scheme  demonstra5on,   assessment,  acceptance  and  policy  making  of  major  S&T  special  projects,   and  provides  advice  on  big  changes.     •  MOST  compiles  and  implements  plans  on  na5onal  laboratories,  innova1ve   bases,  na5onal  S&T  programs,  and  research  condi5ons  so  as  to  promote   infrastructure  construc5on  and  resource  sharing.   •  MOST  formulates  and  supervises  S&T  plans  according  to  policies,  dracs   policies  on  hi-­‐tech  commercializa5on  with  other  departments,  and  guides  the   na5onal  high-­‐tech  industrial  development  zones.

    Information  Technology  (IT)   Informa2on  technology  (IT)  is   the  applica2on  of  computers  to   store,  retrieve,  transmit  and   manipulate  data,  oUen  in  the   context  of  a  business  or  other   enterprise.     The  term  is  commonly  used  as  a   synonym  for  computers  and   computer  networks,  but  also   encompasses  other  informa2on   distribu2on  technologies  such  as   television  and  telephones.

    Innovation   Innova1on  simply  put  is  finding  a  different  way   of  doing  something  be]er!   This  can  accomplished  through  more  effec5ve   products,  processes,  services,  technologies,  or   through  new  ideas  that  are  made  available  to   markets,  governments  and  society.     Innova1on  can  be  divided  into  two  broad   categories:   •  Evolu2onary  innova5on  (con5nuous  or   dynamic  evolu5onary  innova5on)  that  are   brought  about  by  many  incremental   advances  in  technology  or  processes     •  Revolu2onary  innova5on  (also  called   discon5nuous  innova5ons)  which  are   ocen  disrup5ve  and  new.       Innova5on  differs  from  inven2on  in  that   innova5on  refers  to  the  use  of  a  be]er  and,  as  a   result,  novel  idea  or  method,  whereas  inven5on   refers  more  directly  to  the  crea5on  of  the  idea   or  method  itself.   Innova5on  differs  from  improvement  in  that   innova5on  refers  to  the  no5on  of  doing   something  different  rather  than  doing  the  same   thing  be]er.
