POTENCY AND PROBLEMS OF REGIONAL GROWTH IN REGENCY
MUNA OF SOUTH-EAST SULAWESI PROVINCE

ABSTRACT
Regency Muna region consist of upstate Island Muna and upstate Island Buton and also the
isles around and administratively represent the part of South-East Sulawesi Province. At area
autonomous in UU No. 32 Year 2004 bringing development structural change in Regency Muna.
Factors profiting from area autonomy are management and development trouble-shooting expected by
more responsible and opening of opportunity to manage potency endogen and eksogen regional
strength. Problems of regional Growth in regency are: (1) Less exploit related potency with
phenomenon of regional growth in past; (2) Conflict of region in space settlement; (3) The weakness of
strength endogen, in the form of limitation of infrastructure, natural resources, tourism, human
resources and labour; (4) Economic and Social.; (5)Local political situation; (7) Geographical
position; (8) Globalization and technological. Pursuant to the problems, in this research wish to know:
" What is going on and how phenomenon of regional growth in Regency Muna."
To reply Research Question and to know potency endogen and eksogen of regional growth,
hence was done a stages; analyse potency and problem of regional growth in Regency Muna pursuant
to history phenomenon; analyse potency and region problem; analyse potency and problems of
regional endogen; analyse potency and economics problem; analyse local political problem and
potency to regional growth in Regency Muna. Method of Analysis used were town order, the minimum
distance and time through to center of service to identify potency and region problem; sector role,
structure of economics and support of agriculture farm to identify potency and economics problem of
Regency Muna. At entirety analyse also use method of potency mapping.
Pursuant to result analyse regional growth problem and potency in Regency Muna, as a whole
Regency Muna less expand especially upstate Island Buton and the primary factor its cause by local
political condition. Political policy of development during the time not yet maximal in pushing regional
growth. Such political condition cause regional strength endogen and eksogen which must represent
especial capital development is not exploited better. Phenomenon that happened relate to political
policy of development which less orient regional strength endogen and eksogen in Regency Muna are;
(1) Potency integrate or the regional federating at era empire of Muna, tend to become problem by
nature of primordialisme; (2) Determination center service in Set Of the Development Region (SWP),
so the society service is not optimal; (3) infrastructure disparitas development between Island Buton
and Muna; (4) Potency of natural resources and the tourism not yet been managed and exploited; (5)
exporting best commodity contribution of Regency Muna to regional growth very less because
generally in the form of raw material.
Some strategy to minnimize problems of regional growth in Regency Muna: (1) Decentralize
regionalisation with model of cooperation usher regency/city constituted by initiative and agreement to
develop region; (2) Elementary matter require to be done by government of Muna Regency to regional
development in North Buton are build infrastructure of roadway, build infrastructure of education
especially building of SLTP and SLTA, build Puskesmas of facility take care of to lodge and also add
doctor, build network of clean water, electrics, telecommunications and build office of governmental
service one roof; (3) Revise return determination of center service in SWP; (4) To increase value added
commodity of especial exporting in Regency Muna, hence need industrial development processing of
commodity jambu mete and optimalisasi of processing of teak supported with investment policy that is
watered down; (5) The most important Matter and very required of regional development in Regency
Muna is level of high integrity and supported by professionalism of all policy determinant. Shall in
determining development priority, always relate at importance socialize in the effort regional
development in order to target of development to increase prosperity of people can be reached. From
other side the strategy, perhaps there is other strategy which need further development and research
