Tourism stands as a vital catalyst for the advancement of many towns worldwide,
fostering economic growth and fostering cultural exchange. This phenomenon isn't
unique to Sariaya, Quezon, a serene town in the Philippines. Similar to the earlier
passage, the mention of brooks, streams, and springs creates an idyllic and nature-rich
ambiance, attracting tourists to Sariaya in search of an escape from urban life. This
picturesque imagery resonates with the allure of rural tourism, emphasizing serene
landscapes and untouched environments that offer a chance for relaxation amidst
nature's beauty, serving as a source of inspiration for visitors.

residences, providing visitors with a captivating journey through history. These
architectural marvels offer an immersive experience, allowing guests to engage with the

by genuine warmth and a strong sense of community among its residents.
Lumina Homes (2022) hailed Sariaya as the Heritage Capital of Quezon, lauding its

Despite its recognition as a promising tourist hub, the Sariaya administration and
tourism board are committed to further enhancing its allure while vigilantly preserving its
natural beauty. The town's strategic budget allocation plays a pivotal role in bolstering
the tourism sector, ensuring effective marketing and development activities that drive
economic growth. This research aims to dissect the efficacy of budgetary resources and
their influence on the sustained growth of Sariaya's tourism industry, shedding light on
fiscal planning's role in fostering long-term economic and social development.

According to Ricafort, M.V. et al. (2020): the tourist has variety of reasons to travel.
They have many expectations that need to please and convince. The situation is not
always on how it suits to them but rather it should be more than to what they think.
Enough is not enough but there could be more to what they expect. It always suits to
their perception and preferences. Since the marketing strategies were being measured
in its effectiveness which has a positive response of establishment in support facilities
and services

fundamental marketing tactics and particular strategies to promote and increase tourist

research identifies significant tourism sub-sectors and associated industries, revealing
that the accommodation sector possesses the most substantial output multiplier, while

practices. Additionally, CBT focuses on preserving and promoting local heritage, history,
and culture while ensuring an equitable distribution of tourism benefits across all
segments of society, including the poorest members.
Awasthi (2018):explains that the tourism in rural areas also faces challenges. Rural
tourism in India faces a set of challenges that collectively hinder its development and
sustainability. A major obstacle is the insufficient support from the government, with rural
tourism struggling to secure the necessary funding, policies, and initiatives required for
thriving. Additionally, the scarcity of entrepreneurial skills in rural communities obstructs
the progress of tourism-related ventures. The absence of individuals possessing the
knowledge and expertise to establish and manage tourism businesses impedes the
sector's advancement.

9. Gap/s Bridged by the Present Study
With the aforementioned, the researcher felt the need to conduct this kind of study
to determine the particular effects of government spending on sustainable development
in relation to Sariaya, Quezon. While prior studies have contributed valuable insights
into financial considerations within the broader tourism sector, they have often fallen
short in delivering a comprehensive analysis tailored to the distinctive characteristics
and challenges inherent to Sariaya. As a result, this study seeks to fill the gap by diving
into the intricate features of government budget distribution in Sariaya, Quezon. The
primary goal is to examine the effectiveness of such budgetary measures, with a focus
on their role in fostering sustainable growth in the local tourist sector. As a result, the
research strives to give a more comprehensive knowledge of how governmental finance
policies might be adjusted to support and increase sustainable tourist development in
Sariaya's distinctive socioeconomic and natural settings.

17. Research Design
The research problems posed at the beginning of the study will be answered
through a qualitative and quantitative research design. Based on theory of Creswell,
J. W (2018), qualitative research is a study designed to outlines the structure and
methodology for conducting qualitative research. It involves a flexible and in-depth
exploration of a phenomenon, aiming to understand the underlying meanings,
experiences, and perspectives of participants. Quantitative research is a systematic
approach that focuses on gathering and analyzing numerical data. This method
places a strong emphasis on measurement, statistical analysis, and the potential for
generalizing findings to a larger population. Creswell, J.W. and Creswell, J.D.
(2017).

18. Population and Sampling
The researcher will be getting municipal officials in tourism department as a
respondent to provide information that will use in this research. The researcher will
use purposive sampling technique. In purposive sampling, the goal is to select
participants who possess information-rich perspectives relevant to the research
question or objectives. Patton M.Q. (2014) emphasizes that purposive sampling is
not about randomly selecting participants but about deliberately choosing individuals
or cases based on specific criteria.

Part 1 will cover the of the demographic profile of the employee respondent ( age,sex
and educational attainment )
Part 2 will cover proposals for improving government budget allocation to boost
Sariaya's tourist potential, that focuses on marketing and promotion, infrastructure
development.
Part 3 will determine the historical and current government budget allocation for
tourist development in Sariaya, Quezon.
Part 4 will identify the challenges and constraints limiting the best use of government
funding for tourist development in Sariaya, Quezon.
For the qualitative part, an interview guide was prepared. This prompted the collection
of information regarding the influence of Government Budget Allocation on
Sustainable Tourism

20. Validation of Instrument
The questionnaire will undergo face validation by a 3-member panel consisting
of experts in research, statistics, and the topic. Relying solely on their expertise and
experience, the panel will critique and evaluate the tool. Thereafter, the panels’
suggestions and recommendations will be incorporated in the final draft of the
questionnaire.

23. Ethical Consideration
The study will perform strictest confidentiality of information regarding the
participants of the study, the locale of the study, the statistical processes, and the
data analysis procedure.
Here, the participants of the study will not disclose their names, names of their
businesses, the management, and their family members. Moreover, the locale of the
study will be known as Quezon Province, and will not attempt to disclose any public
information beyond the boundary.
The statistical processes will only show the tabulations, presentations,
interpretations, and analyses of data no more no less. Data analysis procedures will
base its analyses on the supporting literature and studies and the results to be
revealed by this research study.
