The Government of Kerala issued a notification amending the Special Rules for the Kerala Labour Subordinate Service of 1991. The amendment changes the ratio of appointments for Assistant Labour Officer Grade II from a 3:1 ratio between qualified UD Clerks and direct recruits, to a 2:1 ratio. This change is intended to energize the Labour Department with more qualified officers to address current challenges in the state's labour sector, and provide statutory validity to an earlier order issued in 2016.

S.R.O. No......../2018.- In exercise of the powers conferred by sub -
section (1) of section 2 of the Kerala Public Services Act, 1968 (19 of
1968), the Government of Kerala hereby make the following rules, further
to amend the Special Rules for the Kerala Labour Subordinate Service
1991 issued by notification under G.O (P) No. 68/91/LBR dated 29th
August, 1991 and published as S.R.O. No. 1116/91 in the Kerala Gazette
Extra ordinary No. 1048 dated 2nd September 1991, namely :-
RULES
1. Short title and commencement .- (1) These rules may be called
the Kerala Labour Subordinate Service (Amendment) Special Rules, 2018.
(2) They shall come into force at once.
2. Amendment of the rules .- In the Special Rules for the Kerala Labour
Subordinate Service 1991, in rule 3, for Note 1, the following Note shall
be substituted, namely:-
“ Note – 1. All the posts in the cadre of Assistant Labour Officer Grade II
arising from the date of this notification shall be apportioned in the ratio of
2:1 between qualified U.D Clerks and direct recruits. The first two
vacancies shall be filled by transfer from qualified U.D Clerks and the
third shall be filled by direct recruit and so on."

2. Explanatory Note
( This does not form part of the notification, but is intended to indicate its
general purport.)
As per the Special Rules for the Kerala Labour Subordinate Service,
1991, appointments to the post of Assistant Labour Officer Grade -II were
made in the ratio 3:1 between qualified UD Clerks in the Department and
direct recruits. Now in order to energise the Department with qualified
officers to deal with the present challenges in the labour sector of the
State, and to give statutory validity to G.O(P) No. 54/2016/LBR, dated
29.02.2016. Government have decided to amend the Special Rules for the
Kerala Labour Subordinate Service 1991, by modifying the above ratio
from 3:1 to 2:1.
The notification is intended to achieve the above object.
