12. Our Vessels
Our vessels are designed, built, equipped, maintained and operated to the highest
standards to ensure safety of our passengers, the community of recreational
boaters, canoe and paddlers, the shipping industry, and to comply with our
stewardship responsibilities and obligations to the environment, marine
ecosystems and resources of the sea.
Our vessels will be Jones Act compliant. Merchant Marine Act of 1920,
Public Law 66-261.
• The Jones Act requires registration and thereby inspection by the United
States Coast Guard. Annual inspection of our vessels by the United States
Coast Guard requires our vessels are maintained to meet and comply with
current maritime laws, rules and regulations.
• Our crews will be certificated by the United States Coast Guard to ensure they
meet experience, training and security requirements.
• Our vessels, crew and operations are required to meet the stringent
requirements of federal, state, and local laws that protect Hawaii's marine
waterways and adjacent tidal areas.

Maritime commerce is Hawaii’s lifeline.
Projected growth in TEUs.* TEUs transported
interisland by barge are reported to have been
impacted by recent slowdown in construction on the
neighbor islands. Transport of domestic goods
shipped interisland follows growth in new residents
and visitors.
Cargo transported interisland is on the increase based
on volume off-loaded at Honolulu and shipped
interisland.
* TEUSs - Twenty-foot Equivalent Units, a standardized maritime industry
measurement used when counting cargo containers.

23. OAHU COMMERCIAL HARBORS 2020 MASTER PLAN
“Hawaii depends almost entirely on the ocean shipping industry to import its
essential commodities (food, clothing, fuel, building materials, automobiles, etc.)
and export local products (pineapple, sugar, molasses, livestock, diversified
agriculture, etc.) to and from the on ocean shipping for their sustenance. neighbor
islands, the mainland, and various foreign countries. Developed island economies
are typically dependent on ocean shipping for their sustenance.
The inter-island system of cargo distribution is the principal means by which
neighbor island communities receive and export their cargo. This system has
Honolulu Harbor as its hub or point of distribution and consolidation.
Interest in the establishment of an inter-island ferry service has existed of a
number of years, it was not until about 1955 that this interest developed into
definitive studies of the possibilities. Initially, consideration was largely confined
to water transportation which would provide a faster and more frequent service
than that furnished by the existing barge lines and at rates competitive with the
airlines. Essentially, a passenger and vehicle ferry service was envisioned with the
additional possibility of carrying perishables and high-value freight.”

Passenger Market
Kahului captures a modest 59% of the total potential market (low);
Kahului captures a likely 64% of the total potential market (mid);
and, Kahului captures a more aggressive 69% of the total potential
market. These have been fairly consistent marks for Kahului over
the past five years in terms of regional capture. The introduction of
NCL’s Pride of Hawaii has been accounted for in terms of Hawaii’s
estimated FY2007 passenger capacity levels and subsequent growth.
Under this projection approach, total passenger throughput is
estimated to range from 373,000 to 436,000 passengers in 2015, and
