“The goal of TEMP is to improve unsubsidized employment outcomes by providing W-2
participants with subsidized work experience and on-the-job-training that will increase their job
skills and future potential earnings upon completion of the program. The goal of providing
stipends is to create greater incentives for NCP participation in W-2 and to assist NCPs in
finding unsubsidized employment so they can provide regular child support payments to the CP
of their children.
The pilot will assist DCF in identifying if there needs to be any modifications to the service
delivery models and what critical steps are required to achieve positive outcomes. The lessons
learned from the pilot will inform future efforts to expand TEMP and NCP services statewide”.

• Provide general and detailed information about WIA services, including access to basic
education, training opportunities, job placement and retention services, and other
supportive services.

barriers through guidance and counseling, coordinate access to services in and outside the

Workforce Investment Act Program, and facilitate group or individual session on job
readiness and employment search.
• Document participants’ progress throughout the duration of the program, collect and
enter data timely and prepare monthly reports on progress activities.
• Maintain a case management process which ensures that all programs requirements/data
are documented in various systems (i.e., ASSET, CARES, ETO, CWW and internal
tracking programs) as mandated.
• Ensure participants are enrolled in appropriate and/or allowable activities designed to
meet contract performance outcomes, including placement in education or employment,
attainment of degree or certificate, and/or gain in literacy/numeracy.
