In this presentation the authors (Hug March, David Suarí, David Suarí) explore the shift towards desalination as an alternative to other water supply options such as river regulation or inter-basin water transfers. Desalination has been seen as the cure for everything that dams and inter-basin water transfers
were unable to solve, including droughts, scarcities, social conflicts, environmental impacts, and political rivalries among the different Spanish regions. Desalination also means a new and powerful element in water planning and management that could provide water for the continuous expansion of the urban and tourism growth machine in Mediterranean Spain and thus relax possible water constraints on this growth. However, by 2012 most new desalination plants along the Mediterranean coast remained almost idle. Focusing on the case of the Mancomunidad de los Canales del Taibillla in south-eastern Spain, the authors objective is to develop a critical, integrated and reflexive perspective on the use of desalination as a source of water for urban and regional growth.

Water is a natural resource of great importance to all living beings, acquiring social, economic and political relevance to the global society. Though, its quantitative distribution is not homogeneous and the maintenance of its quality to meet the different demands has been compromised by the uses and inefficiency of water management systems. In the case of transboundary waters, the problem is even greater, since they require exclusive legal treatment, since they are located in two or more countries, with consequences for all those who share it, as is the case in South America, the area privileged in terms of water availability. In this context, this article takes as a case study the La Plata Basin, one of the main South American river basins, to discuss its management and to analyze some of the conflicts that have occurred related to the use of water resources. To fulfill the proposed objectives, the work approach is multidisciplinary, permeating concepts of geography, international relations, law, geopolitics and environment.

Nature does not respect political boundaries. Rivers flows into different states, oceans are shared between nations, wildlife spreads into various territories. These are just some examples that demonstrates that natural resources can be shared across international borders. As these resources flows into different states, they are subject to distinct legislations and regimes. Also, they can be under divergent interests. Sometimes, these law, policies and institutions are incompatible, causing significant impacts in the governance of transboundary natural resources (TNR). These differences not only affect countries abilities to manage TNR, but their abilities to promote coordination and cooperation, and to assure a safe, clean, health and sustainable environment to their population. Considering this, this paper focus on transboundary natural resources governance, aiming to answer the following question: (1) What are the challenges and opportunities to improve TNR governance considering the states existing legal frameworks. To answer this question, the La Plata Basin is taken as a study case to present its management and protection of the environment. The La Plata Basin is an international river basin located in South America, being shared between Argentina, Brazil, Bolivia, Paraguay and Uruguay. Covering more than 3.1 million km², the Basin is famous not only for its water quantity, but also for others natural resources reserves that straddle two or more jurisdictions. The methodology used is data collection through the research and analysis of legal norms related to environmental legislation, aiming at the legal basis related to the theme.

This article reports on the project "Design and development of water and gas P.L. measurement devices in the housing: an approach to sustainable consumption in Mexico", prepared at the Metropolitan Autonomous University in the Department of the Environment, whose objective was to develop a device to measure water consumption in the housing, which allows users to know their spending and can make decisions in favor of efficiency through the reduction of water use in household activities. The meter is made up of open source, programmable or reconfigurable software, which receives the signal from a water flow sensor and a casing designed to contain the hardware and facilitate the user's installation. Both the hardware and the casing can be purchased, downloaded, manufactured and assembled at home (Do It Yourself). As specific results were obtained: hardware programming and housing design and as a final result: the assembly of the functional prototype with which measurements of water consumption were made in a housing in Mexico. With this work we conclude that through the development of new accessible and common measurement technologies for the users of a house, it will be possible to promote efficiency in the use of natural resources in cities, increasing availability and promoting a more sustainable urban development.

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

Conforme a la reglamentación en vigor, los Consejos de Cuenca tienen la siguiente estructura: (Click 1) Son presididos por el Director General de la Comisión Nacional del Agua, quién cuenta con voz y voto de calidad. Participan con voz y voto los Titulares de los Gobiernos Estatales que forman parte del territorio de cada cuenca en que se ha constituído un Consejo. Participan cuando menos en igual número que los vocales gubernamentales, con voz y voto, un representante de los distintos usos del agua que son elegidos previamente en Asambleas de Usuarios. Forman parte de los Consejos invitados con voz, pero sin voto, que son los representantes de las ONG·s, Instituciones Académicas, Asociaciones y Colegios de Profesionales y otros representantes que pueden contribuir a la solución de los problemas que se analizan en cada cuenca. El Consejo cuenta con un secretario Técnico, designado por el Presidente del Consejo, con voz, pero sin voto. (Click 2) Los Consejos de Cuenca para ser operativos descansan en varios grupos con funciones especificadas que se encuentran señaladas en unas Reglas Generales de organización y Funcionamiento. El Grupo más importante es el de Seguimiento y Evaluación porque en él se encuentran representadas todas las partes, sesiona regularmente mensual o bimestralmente y es el responsable de reunir las informaciones necesarias, analizarlas y proponer al Consejo las decisiones y acuerdos ejecutivos que debe de tomar. También existen grupos especializados y Comités de Usuarios, tanto regionales como estatales que son los encargados de transmitir a sus representados las decisiones y las informaciones del Consejo de Cuenca. En el futuro cada Consejo de Cuenca tendrá un Centro de Información y de Consulta del Agua que tendrá la misión de resolver las necesidades de datos e informaciones que son necesarias para darle sentido a la participación social.
