Muhammad Abrar Khan is recommended for a senior officer position in community mobilization and building community partnerships. Data Driven Governance Project in ChandrapurActionroom
Data Driven Governance was a unique project for microplanning of village development plans. The data for the overall development of the village was captured by tab based survey where 1000 volunteers worked with community to gather data and dashboard was created to monitor the progress of development in villages. The project provided very good platform for district administration to monitor the development in villages and also to track the budget expenditure with latest project updates. The project was appreciated at national level and United Nations selected it as a model project to showcase across India. This project then helped us to work on "Action Room to Reduce Poverty" policy initiative.
Universal Provision of Public Services, Mandwai Block, West Tripura.NITI Aayog
The Department of Administrative Reforms & Public Grievances, Government of India, organized the 2nd 'District Collectors Conference', which took place on the 6th & 7th of September in New Delhi. Over 30 district collectors participated, making presentations on best practices to overcome challenges faced in the sectors of rural development, education, urban development, law & order, and disaster management.
The Planning Commission is providing these presentations for the public to see examples of the good work being done by young IAS officers in the field, and to promote cross-learning and innovation.

Letter of Recommendation: Muhammad Abrar Khan.
I am pleased to recommend Mr. Muhammad Abrar Khan for employment as a Senior Officer,
Community Mobilization and Building Community Partnerships. Abrar Khan served as a
Community Coordination Officer and, subsequently, Senior Community Coordination Officer
with the USAID funded Primary Healthcare Revitalization, Integration and Decentralization in
Earthquake–affected areas (PRIDE) project from the 10th April 2007 to the completion of his
project assignment on the 30th June 2010.
Muhammad Abrar Khan is a professional community mobilization practitioner and supervisor.
He successfully applies community mobilization theory, strategies and standards. Abrar Khan is
an effective planner and develops, and implements and monitors community mobilization action
plans. Abrar Khan has successfully facilitated the coordination of small grants to improve health
and health services in District Bagh. Abrar is effective and efficient in managing the inputs of
implementing partner organizations for community mobilization, and in facilitating the PRIDE
district community mobilization staff team. Abrar is collaborative and decisive. Abrar Khan has
demonstrated ability to lead community mobilization for health.
As Senior Community Coordination Officer, he was responsible to work in close coordination
with the Community Mobilization Implementing Partner (IP) organizations of The PRIDE Project
to ensure the quality of the community mobilization activities in support of better health and to
monitor and support the implementation of IP project activities. Specific responsibilities were to:
• support and supervise CCOs to ensure that activities planned by the implementing
partners in their operational area at village, union council & Sub-district/Teshil levels are
in accordance with the PRIDE community mobilization strategy and standards and use
information derived from social assessments, the Knowledge, Behavior and Practice
(KPC) Survey and other relevant research;
• Work with the CCOs and the IPs to ensure that activities are aligned with Annual
Implementation Plan (AIP) of PRIDE project and meet the implementing partner's
performance delivery targets.
• Support and guide the CCOs to ensure that Village Health Action Plans (VHAP) are
prepared in accordance with the Community Mobilization standards of the PRIDE project
and are verified by the full membership of the Village organization and confirmed by the
community.
2. • Guide the CCOs to ensure that health committees at the village, health facility, and
health forums at the Union Council and Teshil Council levels function in accordance with
PRIDE community mobilization standards;
• Actively represent PRIDE in health cluster meetings and coordination meetings
convened by the local government, meetings convened within the district with elected
and appointed representatives of federal, provincial, and local governments, donors,
NGOs and projects, and in community forums;
• Coordinate with USAID partner projects other health and development projects operating
within the district and with the implementing partners to build synergy and avoid
duplication.
• serve as a member of the PRIDE integrated program teams of health services health
systems and community mobilization at district and Teshil levels;
• ensure that CCOs facilitate, as required, health rights & health services awareness
programs, Lady Health Worker (LHW) capacity development and coverage improvement
programs, the Behavior Change Communication (BCC) program and Small Grants
program;
• Guide the CCOs to support capacity building of the implementing partner organization's
staff. The Senior CCO will work with CCOs and the IPs to ensure appropriate community
representation in PRIDE training programs
• guide and develop the capacity of CCOs working at the community level, to support the
IPs efforts to build community capacity for sustained health improvement and community
development;
• in close collaboration with the PRIDE Research Evaluation and Learning staff, ensure
and guide CCOs to monitor the program activities of the implementing partners including
participatory social assessment, village organization formation or reactivation, village
health action planning, Small Grants Proposal Development, Health Management
Committee development and facilitation, operation of Union and Tehsil Health Forums;
• based on the monitoring, meet with CCOs and the IP counterparts to review progress,
identify areas where support is needed, and provide constructive feedback regarding the
standards of the work undertaken, and the measures needed to improve it;
• review and assess the quarterly reports submitted by the IPs, and recommend their
acceptance or amendment;
• Maintain a daily record of program activities, and lead and facilitate ongoing program
reporting.

supervision and leadership of community mobilization and community
partnership-building programs and activities.
