This document proposes a recycling program on the Upper East Side of New York City. The program would encourage residents, shops, and restaurants to collect more recyclables by working with local recyclers. Recyclers would pick up the additional recyclables and generate revenue from advertisements on their collection carts, helping to financially sustain the program. The goal is to reduce waste and increase recycling in the neighborhood for a cleaner environment.
