Establish the grade of inspection
The grade of inspection can be visual (V), close (C) or detailed (D); Table A1 details the
specific checks required for these three grades of inspection. Visual and close inspections
can be performed with the equipment energized. Detailed inspections will generally
require the equipment to be isolated.
There are three grades of inspection identified:

remote borescope observations, audits in the field (request for inspection - RFI, on-
call and/or surveillance based) and with comprehensive review of applicable start-
to-finish technical documentation.
 Involvement in key asset integrity and reliability management program tools &
techniques such as reliability centered maintenance (RCM), quantitative risk
assessment (QRA), bad actor analysis, root cause analysis (RCA), root cause failure &
effect analysis (RCFA), risk-based inspection (RBI), identifying and/or
troubleshooting bottlenecks, etc.
 Provide Engineering Consultancy Services as independent engineering consultant
and perform the design and construction verification across the project and facilities
to verify the design and construction integrity and where any deficiencies are
identified, recommend mitigation measures in order to assure a safe and reliable
operation.
 Perform statutory / non-statutory routine, scheduled or breakdown in-service
inspection (external, on-stream and/or internal) of plant equipment such as
exchangers (air-
cooled exchanger, shell and tube exchanger, reboiler, plate and frame exchanger, cooling
tower, etc.); vessels (reactor, column, tower, drum, hopper, silo, etc.); tanks (atmospheric
tank, atmospheric sump and tank under positive pressure); heaters (fired heater, electrical
heater, etc.); fired boilers; relief systems (flare, pressure valves, bursting disk, etc.); pumps;
miscellaneous items (agitator, drier, filter, desuperheater, ejector, meter, silencer, packages,
etc.).
 Perform statutory / non-statutory routine, scheduled or breakdown in-service
inspection (external, corrosion-under-insulation and/or thickness measurement) of
plant piping (ISBL & OSBL) corrosion loops / process streams, piping / inspection
circuits and/or piping classes/ specifications; utilizing P&ID / isometrics markups
for scope piping systems covering associated piping components and piping
elements.
 Visual, dimensional and/or condition inspection of pressure block, control or relief
valves type such as gate, globe, plug, ball, diaphragm, butterfly, check, slide, etc.
Witness and monitor valve painting and coating activities. Review/initiate valve test
history and verify/record valve traceability details. Witness pressure testing or
retesting of valve body/assembly (leak test), valve seat (pass test) and/or valve relief
mechanism (pop test) using testing medium such as air, inert gas, water, or service
product.
 Prepare and compile comprehensive inspection work packs; elaborating possible
degradations to be identified, listing detailed inspection scope with ideal frequency /

interval, NDE methods to be utilized for integrity assessment, identifying minimum
examination points for application of NDE, markup relevant P&ID & Isometrics, etc.
 Plan, execute and monitor Nondestructive Examinations of plant equipment and
piping by optimum utilization of available NDT resources and manpower.
 Review, interpret & evaluate standard nondestructive examination methods,
techniques and/or testing reports/records such as VT (visual - direct & optical); RT
(radiography - conventional, profile & digital); PT (dye penetrant system -
fluorescent and/or visible, utilizing compatible water washable, postemulsifiable
lipophilic / hydrophilic or class 2 solvent removable for different sensitivity level
using appropriate developer form); UT (ultrasonic - spot, grid & shear scan); MT
(magnetic - WFMT), LT (leak - hydrostatic, pneumatic & process); IR (infrared -
thermography); etc.
 Review, interpret & evaluate advance and/or automated nondestructive
examination (ANDT) techniques and/or testing reports/records such as IRIS, ECT,
MFL, Phased Array UT (PAUT Groups compromising A-Scan, B-Scan, C-Scan and/or
D-Scan - Linear E-Scan & Sectorial S-Scan), TOFD, LRUT, etc.
 Witness, review & evaluate destructive testing - tensile (ultimate strength), impact
(toughness), bend (ductility), macro (metallurgy), chemical analysis (composition),
indentation (hardness), etc.
 Inspection of materials ~ MTC/MRB/CoC documentation, soft marking/labeling,
colour coding, hard stamping - low/hard stress, surface condition, dimensional
check - length, thickness & ovality and positive material identification - welds &
materials; including all consumable & non-consumable to ensure traceability.
 Qualification of EQT (electrodes), WPS, WPQ / Welders & PQR including other
welding mock-ups for one or more of the following Welding Processes - Manual
SMAW, Manual GTAW and Semiautomatic SAW.
 Shop, shop-related-yard and field inspections during fabrication, erection and/or
installation of unfired pressure vessel as per ASME Section IX Division I from plate
stage to product delivery; i.e. material verification, plate marking, cutting, plate
rolling, longitudinal and/or circular seam setup & welding, nozzle/manway setup &
welding,
NDE, loading, erection, installation, commissioning, etc.; including tasks like blasting, heat
treatment, pressure test and painting. Performed gauge plate inspection as well as final
alignment inspection.
 Review, validate and/or approve project and contractor quality documents such as
piping & instrumentation diagram (P&ID), alignment sheets, isometric drawings
(ISO), standard operating procedures (SOP), standard inspection procedures (SIP),
