Understanding Context: Evaluation and Measurement in Not-for-Profit Sectors

Many individuals associated with community agencies, health care, public workforce development, and similar not-for-profit organizations view program evaluation akin to a visit to the dentist’s office. It’s painful, but at some point it cannot be avoided. A major reason for this perspective is that evaluation is seen as taking money away from program activities that perform good for others, that is, intruding on valuable resources that are intended for delivering the “real” services of the organization (Kopczynski & Pritchard, 2004). A major reason for this logic is that since there are limited funds available to serve the public good, why must a portion of program delivery be allocated to something other than serving people in need? This is not an unreasonable point and one that program managers in not-for-profits face on a continuing basis.
The focus of evaluation in not-for-profit organization has shifted in recent years from administrative data to outcome measurement, impact evaluation, and sustainability (Aspen Institute, 2000), thus a shift from short-term to long-term effects of interventions. Evaluators in the not-for-profit sector view their world as the combination of technical knowledge, communication skills, and political savvy that can make or break the utility and value of the program under consideration. Evaluation in not-for-profit settings tends to value the importance of teamwork, collaboration, and generally working together. This chapter is meant to provide a glimpse at a minor portion of the evaluation efforts that take place in the not-for-profit sector. It excludes, for example, the efforts in public education, but does provide some context for workforce development efforts.
CONTRAST OF CONTEXTS
Evaluation in not-for-profit settings tends to have different criteria for the judgment of its worth than is typically found in corporate and similar settings. Such criteria are likely to include the following:
How useful is the evaluation?
Is the evaluation feasible and practical?
Does the evaluation hold high ethical principles?
Does the evaluation measure the right things, and is it accurate?
Using criteria such as the above seems a far cry from concepts of return on investment that are of vital importance in the profit sector. Even the cause of transfer of training can sometimes be of secondary importance to assuring that the program is described accurately. Another difference is the pressure of time. Programs offered by not-for-profit organizations, such as an alcohol recovery program, take a long time to see the effects and, by the time results are viewable, the organization has moved on to the next program. The practice knowledge and skills for program planning and evaluation are not static. They are
dynamic, evolving, and always changing. This chapter will highlight some of these practice
knowledge and know-how. Specifically, it will discuss implications of planning and evaluation for
funding institutions and human service providers.
This chapter also aims to serve as a springboard for readers to start taking stock of how they
can be effective and reflective practitioners. It is this ongoing self-assessment and improvement
that help to improve our professional competency and service quality.
Practical Considerations and Implications for Funding Institutions
An administrator of a state human services department reflected that, when developing the
Request for Proposal, she knew that it was important to explain the mission and goals of the
funding opportunity, and to include a detailed description of the program application require-
ments. She also required program applicants to budget for and explain how the proposed pro-
grams evaluate their services. However, no details were provided in the Request for Proposal
regarding the expectations and guidelines in conducting the evaluation. After reviewing many
grant proposals, several programs were identified and funded. Several months into the imple-
mentation of program services, the state director still wondering, “What should I expect from
programs on evaluation? How should I monitor the programs’ evaluation efforts?”
When county, state, or federal departments release funds for competitive bid—or when pri-
vate sources, such as foundations, provide funding for projects—program officers or program
analysts are assigned to work with grantees. Program administrators and program officers of
funding institutions come from a variety of backgrounds, including human services. Their
knowledge and experience in program evaluation vary. They are, however, the liaisons and rep-
resentatives of the funding institutions or organizations in monitoring and facilitating the ser-
vice delivery efforts of programs that were granted the awards. The responsibilities of these
monitors or program officers include verifying that the programs are doing what they said they

Increasingly, there is a stronger push for programs to demonstrate the differences their program

RA 1: Human Service Needs Assessment Report
Over the past two decades, the terms "accountability" and "program evaluation" have become the focus
within the human services arena. Due to budgetary constraints and decrease in availability of public
funding, the competition for scarce resources has increased. This increased competition has subjected
human services agencies to an intense examination where requests for resources are scrutinized carefully.
The first step to conducting a program evaluation is to conduct a needs assessment to determine and justify
the reason for carrying out the evaluation of a particular program. A need can be defined as the gap
between what is and what should be and can be experienced by an individual, a group, or an entire
community.
Tasks:
Using at least 3–5 scholarly resources from the professional literature, research human service needs
assessment. The literature may include the Argosy University online library resources, relevant textbooks,
peer-reviewed journal articles, and websites created by professional organizations, agencies, or institutions
(.edu, .org, or .gov).
Create a 7- to 9-page report in a Microsoft Word document, including the following:
Identify a program at a social agency or other human services program to which you have access
and provide a description of the organizational context including the mission and objectives of the
program and why an evaluation is being considered.
Conduct a needs assessment using concepts presented previously to confirm and explain the
scope of the problem, the perceived versus actual gap in service, the affected population, whether
the need is changing, and in what manner the need may be changing.
Identify possible resources to meet the perceived needs. Discuss what existing resources can be
used, what additional information would be needed, and what sources for obtaining data you would
use.
Identify the stakeholders who need to be included in the assessment and subsequent evaluation.
Analyze the interpersonal, political, and ethical considerations of interacting with decision makers
and stakeholders who may have conflicting priorities and determine strategies for reconciling those
priorities.

The final assignment in this course is a written Program Proposal. A program proposal is a document demonstrating an intent to create a clinical, educational, or community project. The Program Proposal will define a contemporary problem or issue and propose a potential solution for a contemporary issue in a manner that will persuade experts and decision makers to support the proposal. Within the proposal, developmental theory and research will be applied to policy, community agency, and major themes of development. A specific program, intended to provide individual or group services to address an identified area of need, will be introduced and outlined.
Beginning the Proposal Process
Choose an area of interest. Teen Pregnancy Students will choose a general track and define a specific issue within the track that is of interest to them and presents a contemporary problem to be solved. Please see the Program Proposal Tracks and Topics in Developmental Psychology document to view the tracks (Community,Clinical/Counseling, and Education) and suggested issues within each track for the proposal. Once the track and issue have been chosen, specific criteria will need to be identified.
Identify the target population. High School Regardless of the track and issue chosen, a target population must be identified for the proposal. Identify the target population associated with the chosen issue. Within the target population, choose the developmental stage that will act as the focus for the proposal. Many programs may directly and/or indirectly influence people in different stages; however, it is important to select the stage that is most applicable to the specific program being proposed. For example, in a program for adults who are caring for their elderly parents, the focus is on the adults (likely in middle adulthood) so a middle adulthood focus would be most appropriate for that program.
Identify the geographic location where the program will be deployed. Programming will be directly influenced by the location in which it will take place. For example, a child safety program in a rural farming community will likely have different objectives and needs than a child safety program in a large metropolitan city.
Research a minimum of five peer-reviewed articles on the chosen. All sources utilized for the Program Proposal must have been published within the last 10 years.

Program proposals take on many forms and styles. Creativity is encouraged because it not only tests the boundaries of what is possible for solutions to various issues, but also typically increases the chances for funding. public policies generate programs and services that are intended to implement the policy and meet the public good; the outcomes from the programs and

In this course, you assess the perspectives, relevance, and usefulness of public policies in a dynamic political setting. For your final project, you will prepare a
program review report, which is a specific type of report designed to critically and objectively examine a program from inception to implementation. The report
will analyze the political framework of the policy that precipitated the program; describe the stakeholders, including the advocates and critics of the policy; and
assess the program effectiveness. Your report should be comprehensive enough that it could be a deliverable to a public agency.
In coordination with your instructor, select a public policy and corresponding program of interest to you. The policy you select should be robust enough that you
can find resources to inform the context in which the policy was conceived through to its actual implementation. The program can be at the federal, state, or

In recent years there has been a significant increase in the number of evidence‐
based programs designed to reduce individual and family problems and
promote healthy development. Because each program has undergone rigorous
testing and evaluation, program practitioners can reassure potential program
sponsors that the program is likely to be effective under the right conditions, with
the appropriate audience and with the proper implementation. However, knowing
which program is the “right” one for a particular setting and audience is not always
easy to determine. When selecting a program, it is important to move beyond current
fads or what the latest salesperson is selling and consider whether a program fits with
the local agency’s goals and values, the community setting and the needs of the
targeted audience. The long‐term success of a program depends on the program being
not only a good one, but also the right one.
Unfortunately, there is currently little research on how to best go about the process of
selecting an evidence‐based program. Consequently, the guidelines we present in this brief
are based primarily on our experiences working with community‐based organizations, the
experiences of practitioners, and common sense. We have identified a number of factors that
we believe should be considered when deciding which program is the most appropriate for a
particular audience and sponsoring organization. These factors can be grouped into three
general categories: program match, program quality and organizational resources. In order to
assist with the process of program selection, we have developed a set of questions to consider

Many individuals associated with community agencies, health care, public workforce development, and similar not-for-profit organizations view program evaluation akin to a visit to the dentist’s office. It’s painful, but at some point it cannot be avoided. A major reason for this perspective is that evaluation is seen as taking money away from program activities that perform good for others, that is, intruding on valuable resources that are intended for delivering the “real” services of the organization (Kopczynski & Pritchard, 2004). A major reason for this logic is that since there are limited funds available to serve the public good, why must a portion of program delivery be allocated to something other than serving people in need? This is not an unreasonable point and one that program managers in not-for-profits face on a continuing basis.
The focus of evaluation in not-for-profit organization has shifted in recent years from administrative data to outcome measurement, impact evaluation, and sustainability (Aspen Institute, 2000), thus a shift from short-term to long-term effects of interventions. Evaluators in the not-for-profit sector view their world as the combination of technical knowledge, communication skills, and political savvy that can make or break the utility and value of the program under consideration. Evaluation in not-for-profit settings tends to value the importance of teamwork, collaboration, and generally working together. This chapter is meant to provide a glimpse at a minor portion of the evaluation efforts that take place in the not-for-profit sector. It excludes, for example, the efforts in public education, but does provide some context for workforce development efforts.
CONTRAST OF CONTEXTS
Evaluation in not-for-profit settings tends to have different criteria for the judgment of its worth than is typically found in corporate and similar settings. Such criteria are likely to include the following:
How useful is the evaluation?
Is the evaluation feasible and practical?
Does the evaluation hold high ethical principles?
Does the evaluation measure the right things, and is it accurate?
Using criteria such as the above seems a far cry from concepts of return on investment that are of vital importance in the profit sector. Even the cause of transfer of training can sometimes be of secondary importance to assuring that the program is described accurately. Another difference is the pressure of time. Programs offered by not-for-profit organizations, such as an alcohol recovery program, take a long time to see the effects and, by the time results are viewable, the organization has moved on to the next program. knowledge and know-how. Specifically, it will discuss implications of planning and evaluation for
funding institutions and human service providers.
This chapter also aims to serve as a springboard for readers to start taking stock of how they
can be effective and reflective practitioners. It is this ongoing self-assessment and improvement
that help to improve our professional competency and service quality.
Practical Considerations and Implications for Funding Institutions
An administrator of a state human services department reflected that, when developing the
Request for Proposal, she knew that it was important to explain the mission and goals of the
funding opportunity, and to include a detailed description of the program application require-
ments. She also required program applicants to budget for and explain how the proposed pro-
grams evaluate their services. However, no details were provided in the Request for Proposal
regarding the expectations and guidelines in conducting the evaluation. After reviewing many
grant proposals, several programs were identified and funded. Several months into the imple-
mentation of program services, the state director still wondering, “What should I expect from
programs on evaluation? How should I monitor the programs’ evaluation efforts?”
When county, state, or federal departments release funds for competitive bid—or when pri-
vate sources, such as foundations, provide funding for projects—program officers or program
analysts are assigned to work with grantees. Program administrators and program officers of
funding institutions come from a variety of backgrounds, including human services. Their
knowledge and experience in program evaluation vary. They are, however, the liaisons and rep-
resentatives of the funding institutions or organizations in monitoring and facilitating the ser-
vice delivery efforts of programs that were granted the awards. The responsibilities of these
monitors or program officers include verifying that the programs are doing what they said they
were going to do (i.e., process evaluation), and assessing proper budget management.
Increasingly, there is a stronger push for programs to demonstrate the differences their program
services have made because of the services they offered (i.e., outcome evaluation). Program offi-
cers are not only the inspectors who audit programs, but also the advocates who help programs
succeed. They are also the ones who want to have monthly statistics, quarterly summaries, annu-
al reports, and many other types of documentation. These efforts are time consuming, tedious,

RA 1: Human Service Needs Assessment Report
Over the past two decades, the terms "accountability" and "program evaluation" have become the focus
within the human services arena. Due to budgetary constraints and decrease in availability of public
funding, the competition for scarce resources has increased. This increased competition has subjected
human services agencies to an intense examination where requests for resources are scrutinized carefully.
The first step to conducting a program evaluation is to conduct a needs assessment to determine and justify
the reason for carrying out the evaluation of a particular program. A need can be defined as the gap
between what is and what should be and can be experienced by an individual, a group, or an entire
community.
Tasks:
Using at least 3–5 scholarly resources from the professional literature, research human service needs
assessment. The literature may include the Argosy University online library resources, relevant textbooks,
peer-reviewed journal articles, and websites created by professional organizations, agencies, or institutions
(.edu, .org, or .gov).
Create a 7- to 9-page report in a Microsoft Word document, including the following:
Identify a program at a social agency or other human services program to which you have access
and provide a description of the organizational context including the mission and objectives of the
program and why an evaluation is being considered.
Conduct a needs assessment using concepts presented previously to confirm and explain the
scope of the problem, the perceived versus actual gap in service, the affected population, whether
the need is changing, and in what manner the need may be changing.
Identify possible resources to meet the perceived needs. Discuss what existing resources can be
used, what additional information would be needed, and what sources for obtaining data you would
use.
Identify the stakeholders who need to be included in the assessment and subsequent evaluation.
Analyze the interpersonal, political, and ethical considerations of interacting with decision makers
and stakeholders who may have conflicting priorities and determine strategies for reconciling those
priorities.

Within the proposal, developmental theory and research will be applied to policy, community agency, and major themes of development. Beginning the Proposal Process

Once the track and issue have been chosen, specific criteria will need to be identified.
Identify the target population. High School Regardless of the track and issue chosen, a target population must be identified for the proposal. Identify the target population associated with the chosen issue. Within the target population, choose the developmental stage that will act as the focus for the proposal. Many programs may directly and/or indirectly influence people in different stages; however, it is important to select the stage that is most applicable to the specific program being proposed. For example, in a program for adults who are caring for their elderly parents, the focus is on the adults (likely in middle adulthood) so a middle adulthood focus would be most appropriate for that program.
Identify the geographic location where the program will be deployed. Programming will be directly influenced by the location in which it will take place. For example, a child safety program in a rural farming community will likely have different objectives and needs than a child safety program in a large metropolitan city.
Research a minimum of five peer-reviewed articles on the chosen. All sources utilized for the Program Proposal must have been published within the last 10 years.

Creativity is encouraged because it not only tests the boundaries of what is possible for solutions to various issues, but also typically increases the chances for funding. Public policy establishes the framework for public programs and services. Policies are formulated in a complex environment with competing interests. These
public policies generate programs and services that are intended to implement the policy and meet the public good; the outcomes from the programs and
services should demonstrate public value.
In this course, you assess the perspectives, relevance, and usefulness of public policies in a dynamic political setting. For your final project, you will prepare a
program review report, which is a specific type of report designed to critically and objectively examine a program from inception to implementation. The report
will analyze the political framework of the policy that precipitated the program; describe the stakeholders, including the advocates and critics of the policy; and
assess the program effectiveness. Your report should be comprehensive enough that it could be a deliverable to a public agency.
In coordination with your instructor, select a public policy and corresponding program of interest to you. The policy you select should be robust enough that you
can find resources to inform the context in which the policy was conceived through to its actual implementation. The program can be at the federal, state, or
local level (and it is not unusual for a state policy to have influences at both the federal and the local level). The focus of your program review report will be
where you see the implementation of the program having the most impact. The project is divided into three milestones, which will be submitted at various

In recent years there has been a significant increase in the number of evidence‐
based programs designed to reduce individual and family problems and
promote healthy development. Because each program has undergone rigorous
testing and evaluation, program practitioners can reassure potential program
sponsors that the program is likely to be effective under the right conditions, with
the appropriate audience and with the proper implementation. However, knowing
which program is the “right” one for a particular setting and audience is not always
easy to determine. When selecting a program, it is important to move beyond current
fads or what the latest salesperson is selling and consider whether a program fits with
the local agency’s goals and values, the community setting and the needs of the
targeted audience. The long‐term success of a program depends on the program being
not only a good one, but also the right one.
Unfortunately, there is currently little research on how to best go about the process of
selecting an evidence‐based program. Consequently, the guidelines we present in this brief
are based primarily on our experiences working with community‐based organizations, the
experiences of practitioners, and common sense. We have identified a number of factors that
we believe should be considered when deciding which program is the most appropriate for a
particular audience and sponsoring organization. These factors can be grouped into three
general categories: program match, program quality and organizational resources. In order to
assist with the process of program selection, we have developed a set of questions to consider
when selecting an evidence‐based program for your particular agency and audience.

Note that the concept of program evaluation can include a wide variety of methods to evaluate many aspects of programs in nonprofit or for-profit organizations. There are numerous books and other materials that provide in-depth analysis of evaluations, their designs, methods, combination of methods and techniques of analysis. However, personnel do not have to be experts in these topics to carry out a useful program evaluation. The "20-80" rule applies here, that 20% of effort generates 80% of the needed results. It's better to do what might turn out to be an average effort at evaluation than to do no evaluation at all.
