Certain health care interventions generate greater positive outcomes than others, which in turn lead to improvements in a country’s poverty, disease, or inequity burden. Once policymakers define priority services, they also must ensure that the services are available to all who need them.
Governments employ different mechanisms to define priority services and ensure that the services are available to all who need them. One mechanism is through an essential package of health services (EPHS). A second mechanism is through a publicly funded health benefit plan (HBP), such as a social health insurance scheme. An EPHS represents a broad policy statement, while an HBP specifies an explicit set of services and the cost sharing requirements for beneficiaries to access those services. Both mechanisms can be considered incremental measures to move towards universal health coverage. However, further investigation is needed to determine the extent to which EPHS's and HBP's align and how they are formulated, modified, and implemented.
This study was performed in two parts. The first part involved an analysis of EPHS's in the 24 Ending Preventable Child and Maternal Deaths (EPCMD) countries, resulting in 24 country snapshots, each of which serves as a resource to policymakers, researchers, and the international community at large. The second part of the study involved a comparison of the EPHS and the major HBP(s) in each of the 24 countries, where relevant. These comparisons are presented in briefs for 17 countries. The cross-country analytic report above compares how different governments define and use an EPHS and related policies and programs to improve the breadth and depth of health service coverage.

Policy Report: Implementing Pro-Poor Universal Health Coverage – Lessons from...
Universal health coverage (UHC)—ensuring that everyone has access to quality, affordable health services when needed—can be a vehicle for improved equity, health, financial well-being, and economic development. In its 2013 report, Global Health 2035, the Commission on Investing in Health (CIH) made the case that progressive (“pro-poor”) pathways towards UHC, which target the poor from the outset, are the most efficient way to achieve both improved health outcomes and increased financial protection (FP). Countries worldwide are now embarking on health system changes to move closer to achieving UHC, often with a clear pro-poor intent. While they can draw on guidance related to the technical aspects of UHC (the “what” of UHC), such as on service package design, there is less information on the “how” of UHC—that is, on how to maximize the chances of successful implementation.
Motivated by a shared interest in helping to close this information gap, a diverse international group of 21 practitioners and academics, including ministry of health officials and representatives of global health agencies and foundations, convened at The Rockefeller Foundation’s Bellagio Center for a three-day workshop from July 7–9, 2015. The participants shared their experiences of implementing UHC and discussed the limited evidence on how to implement UHC, focusing on a set of seven key “how” questions from across five domains of UHC.

This brief highlights the key questions and findings behind HFG’s technical report, “Domestic Innovative Financing for Health: Learning from Country Experience.” The report provides a framework for analyzing innovative options for raising additional revenue for health and reviews different countries’ experiences with each option. In the context of this report, “innovative” options are those that are new for a country and generate additional resources for the health sector. The successes and failures of these approaches provide food for thought as policymakers seek to leverage more resources for health. In this Discussion, you will identify examples of promotion for social change in your community and analyze whether the promotion benefits the community, the organization, or both.

Evidence is scarce, scattered, and not widely disseminated on how interventions to strengthen health system performance contribute to sustained improvements in health status, particularly toward ending preventable child and maternal deaths and fostering an AIDS-free generation. Without this evidence, decision-makers lack a sound basis for investing scarce health funds in health system strengthening (HSS) interventions in an environment of competing investment options. This evidence gap impedes support for HSS from numerous stakeholders, both within and outside of USAID. This study will help address this evidence gap by exploring the dynamics of successful HSS interventions in low-income countries. The study seeks to address four key questions:
How were a range of successful HSS interventions implemented in different countries?
What factors facilitated and constrained the successful implementation and documented outcomes of the interventions?
What were important factors about implementation that emerged across the different cases?
What are the implications of this study for implementing future HSS interventions?
The study will comprise three main activities:
Six qualitative, retrospective case studies of successful USAID-supported HSS interventions to explore what factors contributed to successful implementation
Qualitative cross-case analysis to identify patterns of policy processes, circumstances, relationships, and characteristics that may be associated with successful HSS reforms

Understanding the Dynamics of Successful Health System Strengthening Interven...
Evidence is scarce, scattered, and not widely disseminated on how interventions to strengthen health system performance contribute to sustained improvements in health status, particularly toward ending preventable child and maternal deaths and fostering an AIDS-free generation. Without this evidence, decision-makers lack a sound basis for investing scarce health funds in health system strengthening (HSS) interventions in an environment of competing investment options. This evidence gap impedes support for HSS from numerous stakeholders, both within and outside of USAID. This study will help address this evidence gap by exploring the dynamics of successful HSS interventions in low-income countries. The study seeks to address four key questions:
How were a range of successful HSS interventions implemented in different countries?
What factors facilitated and constrained the successful implementation and documented outcomes of the interventions?
What were important factors about implementation that emerged across the different cases?
What are the implications of this study for implementing future HSS interventions?
The study will comprise three main activities:
Six qualitative, retrospective case studies of successful USAID-supported HSS interventions to explore what factors contributed to successful implementation
Qualitative cross-case analysis to identify patterns of policy processes, circumstances, relationships, and characteristics that may be associated with successful HSS reforms
Develop and propose a set of strategic recommendations for introducing and sustaining HSS reforms in low-income countries

Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
