IGF 2013 Bali Narrative and Financial Report by ID-IGFID-IGF
This report describes the preparation process, the results, and the lessons learned from the 8th Internet Governance Forum (IGF) that was held in Bali, Indonesia, from October 22 to 25, 2013. The 8th IGF was organized and funded by various groups to represent the spirit of the multistakeholder approach. Moreover, to embody a transparent and accountable multistakeholder process as an aim of the 8th IGF, this report is intended to be available for the public, in general, and for donors and other relevant stakeholders in particular. This report was primarily developed from the reflections of the stakeholders involved in the organizing process of the 2013 IGF. Additionally, the report draws upon official documents from the ID-IGF and IGF websites to provide a more comprehensive picture about the 2013 IGF. The links to these documents are included in the footnotes for further reading. The 8th IGF was organized and funded by multi-stakeholder cooperation from the beginning to the end. Thus, the most valuable lessons for the 2013 IGF organizing committee came from the challenges in working with a multi-stakeholder platform. To resolve conflicts and ensure effective communication, the 2013 IGF committee members worked together to ensure the broad inclusion of stakeholders, a shared sense of stewardship, productive consensus building, and strategic engagement of media
channels. By including government, private sector, and civil society representative in its organizing process, the 2013 IGF encouraged all stakeholders to be financially and managerially transparent and accountable in order to develop a relationship of trust among each other and with the public. Overall, the 2013 IGF is aimed at enhancing Internet governance at local, regional and global levels. The organizers of the 2013 IGF wish that the multi-stakeholder
collaboration will continue to serve as a sustainable and relevant platform in the future towards transparent, accountable, professional, and egalitarian internet governance in Indonesia and globally.

Right before APrIGF 2016, some of major stakeholders (DoIT, ISOC Nepal, FDE, ISPAN and IOE) had a meeting at Department of Information Technology on conducting a full stakeholder’s meeting for wider consultation. An informal meeting with IGF MAG Chair Lynn St. Amour, and NRI’s focal Anja Genjo was held during ICANN 57 [5th November 2016] in Hyderabad, India.

Summary:
With around a third of Sri Lanka’s 21 million people using at least one type of social media, the phenomenon is no longer limited to cities or English speakers. But as social media users increase and diversify, so do various excesses and abuses on these platforms: hate speech, fake news, identity theft, cyber bullying/harassment, and privacy violations among them.
Public discourse in Sri Lanka has been focused heavily on social media abuses by a relatively small number of users. In a balanced stock taking of the overall phenomenon, the multitude of substantial benefits should also be counted. Social media has allowed ordinary Lankans to share information, collaborate around common goals, pursue entrepreneurship and mobilise communities in times of elections or disasters. In a country where the mainstream media has been captured by political and business interests, social media remains the ‘last frontier’ for citizens to discuss issues of public interest. The economic, educational, cultural benefits of social media for the Lankan society have not been scientifically quantified as yet but they are significant – and keep growing by the year.
In this talk, I caution that social media regulation in the name of curbing excesses could easily be extended to crack down on political criticism and minority views that do not conform to majority orthodoxy. An increasingly insular and unpopular government – now in its last 18 months of its 5-year term – probably fears citizen expressions on social media.
Yet the current Lankan government’s democratic claims and credentials will be tested in how they respond to social media challenges: will that be done in ways that are entirely consistent with the country’s obligations under international human rights laws that have safeguards for the right to Freedom of Expression (FOE)? This is the crucial question.

re event the 8th Annual Internet Governance Forum
is starting today, Monday 21st, October 2013, in Nusa
Dua, Bali. The IGF is a forum for multi-stakeholder
dialogue on public policy related to Internet governance
issues, such as the Internet’s sustainability, robustness,
security, stability and development. IGF was formally
announced by the United Nations Secretary-General in
July 2006. The IGF is closely tied to the declaration of
the Milennium Development Goals (MDG), Section 555/2,
in 2000, and the agreement reached upon by the World
Summit on Information Society (WSIS), Section 060.1, in
2005.
The purpose of the IGF is to maximize the
opportunity for open and inclusive dialogue and the
exchange of ideas on Internet governance related issues;
create feedback loops between the different types of
sessions; create opportunities to share best practices and
experiences; listen, dialogue and learn as well as identify
key themes that would, in the future, benefit from the multi-
stakeholder perspective of the IGF.
Deputy Chair of ID-IGF Shita Laksmi said to IGF
2013 Daily News, “The active Indonesian Internet civil
society invites the global civil society to join us in Bali for
relevant debates and dialogue that matter to all internet
users. The IGF is really important for better transparent and
accountable Internet governance, globally.” Yes globally,
becausetheparticipantswillincludemediarepresentatives,
public entities, governmental and intergovernmental
organizations, technical and academic communities,
business enterprises from other industries, information
and communication technology (ICT) companies and
various organisations from many countries.
The hope of better transparent and accountable
Internet governance is also raise today for Indonesia as
the host country. During the pre event IGF, a coalition of
Indonesian civil society groups wants the forum would
help the Indonesia government to better shape its Internet
policies. To address those issues, there are several events
that took place as our recommendations for you to attend.

This pre-event will focus on capacity building to strengthen capacity of human
rights organisations and defenders, including WHRDs and sexual rights activists,
to identify risks to internet freedoms that impact on democracy, to prevent and
respond to violations and advocate in internet policy forums, including the IGF,
within a human right framework.

What will Indonesia have in return for hosting the
IGF 2013 in Bali?
This is a momentum for us to learn and be learned
from other countries. The internet is a complicated
space that concerns not only communication, but also
economic, legal, human rights, privacy, and many
other issues. Because of this complexity, a dialogue on
internet governance requires a multi-stakeholder forum
that involves the government, the business sector, and
civil society organizations. This is a reason to host the
IGF as a forum to discuss best practices in internet
governance. And, certainly, Indonesia can learn a lot
from this event.
How important is this forum for internet users in
Indonesia?
This upcoming forum is important because everyone
has equal rights to speak up. It is a place for us to
lobby, to see what issues are crucial, and to explore
what we can do collaboratively. The forum is open to
academicians, civil society organizations, government
agencies, businesses, technical experts, and other
communities.
Everybody can participate in the dialogues and learn
from each other.
What will they get from the forum?
The network , in particular, because global decision-
makers on internet governance will be attending.
Anyone can learn from other countries about different
internet governance mechanisms and their benefits for
different communities.
What is the relevance of the forum for Indonesia?
Internet governance is an extremely complicated
subject. By joining this event, it will be much easier
for us to draw a connection from global internet
governance issues to Indonesia.
Is there any specific requirement for the
participants?
IGF is an inclusive event. There are no specific
requirements to join and it is free. All you need is to
register on the link searchable from www.igf2013.or.id.
This registration system should be approved by the IGF
Secretariat at the UN soon.
Is it aired live?
There are 150 workshops and forums open to the
public.Attending such events would be an ideal learning
experience; however, live streaming and updates are
provided via an official site (igf2013.or.id) for those who
are unable to attend in person. IGF live reports can be
tracked through its Twitter account, @igf2013, both
for its pre-event activities on October 21 and the main
event on October 22 to 25.
