As Japan’s labor force decline, Japan is increasingly facing labor shortages. To what extent can foreign labor help Japan’s economy? To address this question, Giovanni Ganelli and Naoko Miake of the International Montary Fund recently published a paper Foreign Help Wanted: Easing Japan’s Labor Shortages (https://www.imf.org/external/pubs/ft/wp/2015/wp15181.pdf). They will discuss their report and engage a discussion with the audience on the results of their research. (They will be speaking in a private capacity, not on behalf of the IMF or any other organization).

2.  Why does labor shortage matter?
 Declining working-age population will bring down
medium term potential growth
 If employers cannot find sufficient number and
quality of workers, the effectiveness in business
activities will be negatively affected
 Effectiveness of the monetary and fiscal stimulus
will be reduced

11.  The requirements for highly skilled foreign
professionals to work in Japan (e.g. in terms
of salary level and research achievements)
have been relaxed (in December 2013)

period of stay has been created for such
