Abstract: Health Technology Assessment (HTA) is the process by which evidence on the clinical effectiveness and the costs and benefits, long term as well as short term, of transferring the technology into clinical practice is systematically evaluated and recommendations generated as to the best approach.
Information specialists or librarians are usually involved in the Health Technology Assessment process. They help their patrons in writing the search question, search the appropriate bibliographic databases with all their knowledge in order to retrieve the most pertinent citations, and provide support in the management of the references. They may also assess the results by themselves or take part to the writing of the report. In some case, the Information Specialist teaches and advises experimented scientists who lead the literature searching.
At the Belgian Health Care Knowledge Centre (KCE – Belgium), the information specialist organises the transfer of information literacy skills to the scientists. Those trainings are provided by the information specialist or by scientists experimented in Evidence-Based Medicine (EBM) and Health Technology Assessment (HTA). The scientists are then independent in their work process and the project planning is not dependant on the availability of the information specialist.
In this paper, we will present how we organize this skills transfer, the first results and the planned improvement.

This workshop exposes participants to different ways of designing and utilising a taxonomy to enhance their job efficiency, as well as to impart key folder structure design principles for a usable, maintainable and effective taxonomy.

I am the sole Primary Care Facilitator in Orkney providing a service to clinicians and non-
clinicians dispersed across the mainland and islands of Orkney. There are significant
geographical and communication challenges.
I manage concurrent projects of varying scale – inevitably they are complex with multiple
dependencies. Recent projects include:
Merging of 4 separate GP Practices to 1 main Practice.
Implementation of electronic death certification reporting by GPs via SCI Gateway to
National Records Scotland.
Introduction of SPIRE (Scottish Primary Care Information Resource) to GP Practices.
Introducing Police Adastra for use by OOH GPs.
Investigation of non-delivery of lab test results – to clarify exposure to risk for CMT.
Implementation of iGPR – electronic processing of insurance reports.

Where appropriate, I use standard project management templates such as Action Plan,
Issues/Ideas Register, Communication Plan, Risk Register, Highlight Report, etc. Whilst
seconded to Orkney Islands Council I developed a comprehensive PRINCE2 based project
management handbook. This was aimed at staff who do not manage projects as their
primary occupation; rather it was aimed at staff who are involved in projects from time to
time.
I have experience of various process mapping techniques – using whatever is contextually
appropriate to establish a clear “as-is” understanding prior to identifying opportunities for
improvement.
I have extensive experience of core Microsoft Office products (Word, Excel, etc) and
increasingly of the Office 365 collaborative platform (including Sharepoint). I am called on to
provide guidance and support to other users. I have comprehensive knowledge of many
eHealth systems including; SCI Gateway, SCI Store, CHI24, InPS Vision, Docman, QOF
Calculator, ECS and Datix. I am familiar with many more systems. I frequently use WebEx,
Jabber and traditional VC.
Almost all my work is self directed. My work plan develops from the need to implement local
and national eHealth initiatives and improve the effectiveness of existing systems and
infrastructure. I use my own initiative to prioritise workload to meet deadlines. I do not have
staff line management responsibility so success often relies on my reputation, ability to
engage and influence and ability to manage delegated responsibility – often remotely given
geographical constraints.
2. I have experience of identifying key people and am comfortable communicating effectively at
all levels within an organisation and by whatever means is most appropriate. I have
developed a degree of intuition and insight which helps to establish credibility and hence
access to information. I favour a relatively informal approach where possible and
appropriate.
I have a lot of experience facilitating groups and chairing meetings (including putting
together agenda and minutes).
I believe I am able to see situations from multiple viewpoints and to mediate where
necessary.
I am able to process large volumes of information and communicate only what is relevant.
I have good written, verbal and visual communication skills and frequently craft material for
work and elsewhere.
I enjoy working in, and appreciate the value of working in a team however this team does not
need to be in the same physical workspace. I am self-reliant but value and seek input from
others when appropriate. I have a service mindset meaning I will actively seek opportunities
to be of service to and to support others. This does not mean I am easily “put upon”.
I have an analytical approach to most things, stemming from my engineering training where
ability to understand complex systems and processes is essential. I enjoy gathering and
analysing information but take a pragmatic approach, i.e. it should be of demonstrable value.
I have a broad, generalist background with good knowledge and understanding of the
terminology used in a very wide range of disciplines.
I am very experienced at gathering information – through individual interview, group
discussion, the internet, etc. I am experienced in the assessment and interpretation of
