Our Minnesota Model
Investing in
Transformational
Solutions

Driving a
Common
Agenda

Catalyzing
Collective
Action

Creating Shared
Performance
Measurement

Changing the
trajectory of
hunger-relief in
Minnesota

Building shared
understanding
of the problem
and a collective
approach for
solving it

Cross-sector
stakeholders
undertake
specific
activities that
are supported
and coordinated
under an
overarching
plan of action

All goals and
activities are
measured and
reported with one
metric = meals

Redefining
Hunger as a
Solvable
Problem

Through
education,
awareness, and
data

Supporting Backbone
Org Structure

Dedicated team
to
drive
leadership,
coordinate
activities, and
raise new funds

13
Investing in Transformational Solutions
Investment Approach

• Within our Action Plan parameters, and by working closely with other
public and private funders, we focus our investments in three areas:
1. Targeted statewide initiatives to increase the # of meals provided for hungerrelief
2. Fostering community innovation using data-driven and collaborative methods
to create new meals
3. Promising models enabling greater access to meals
4. Redefine the conversation around hunger: it’s a solvable problem

14
Driving a Common Agenda
Data-driven methods

Data-driven
methods help us:
1. Build a better
understanding of our
problems
2. Identify highly
effective and
transformational
solutions

15
School Breakfast Program
EXAMPLE: Performance Analysis by School District
13.1M Missing Meals
162 School Districts

25 school districts have at least 100k
missing meals. Moving these districts to below
40% of missing meals nets 3.0M meals

  • 14. Investing in Transformational Solutions Investment Approach • Within our Action Plan parameters, and by working closely with other public and private funders, we focus our investments in three areas: 1. Targeted statewide initiatives to increase the # of meals provided for hungerrelief 2. Fostering community innovation using data-driven and collaborative methods to create new meals 3. Promising models enabling greater access to meals 4. Redefine the conversation around hunger: it’s a solvable problem 14

Editor's Notes

  1. To get a sense for how to solve the problem, the first step is to understand its magnitude.
  2. U of M Missing Meals study61% own pockets22% SNAP/gov food programs5% EFS12% missing meals gap
  3. Missing meals
  4. No one should go hungry for the lack of an available meal
  5. No one should go hungry for the lack of an available mealWon’t close the gap the entire way – but it’ll make a big dent in it.
  6. As we looked across the universe of possibilities for filling the 100 million meal gap, our team developed a list of approximately 26 specific ideas. Each idea was carefully evaluated to assess the initiative's potential – in terms of the total number of meals it might provide when fully ramped up. We then used a grading scheme to assess the feasibility of bringing the initiative to fruition. This was converted to a discount factor, that we then used to come up with an "expected value"
  7. Arrived at 8 initiatives that would have the highest and best impact
  8. It’s starts with leadership, on both the corporate and community levels.
  9. In addition to increasing donations, we examined a huge and underutilized program: the Supplemental Nutrition Assistance Plan (SNAP) – formerly known as food stamps. This is a USDA program that is funded from general tax revenue, with eligibility criteria set out by the feds. In MN, our participation rate (i.e., participation as a % of eligible population) is the nation's 7th worst. Only ~40% of eligible Minnesotans participate – for 4 main reasons:Awareness – Especially true among working poor and seniors, but generally true across all groupsActivation – We make it hard. You have to appear for an in-person interview. There's a stigma attached to it.Application and Verification – Relatively few lost hereWe looked at specific initiatives to improve MN participation rates and came up with 6 broad suggestions. If implemented, we would expect to move from 4th quartile participation to top quartile – which would add another 40M meals and bring an estimated $210M positive impact to the local economy
  10. We are guiding collective action with entities that have experience with federally reimbursable meal programs
