This document discusses the development of a training model for managers of community learning centres in Indonesia that provide training to workers seeking foreign employment. It notes that existing community learning centres have not adequately prepared workers with the necessary job skills. The proposed training model aims to improve managers' competencies in organizing effective training programs. It reviews concepts of training and program management. The research questions examine the current state of community learning centres, a conceptual training model to develop managers' skills, and how well a developed model could improve skills for training job-seeking workers going abroad.
