Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Agriculture sector is the mainstay of Indian economy.
It has mutually beneficial interface with the industry sector.
Considerable efforts are needed to find strategies to accelerate
development through research, transfer of solutions to the
masses and skill development as well as adequate skill up

There are 61 AU’s
One Central Agriculture University and
Four research institutes in agriculture and allied sciences.
In all, more than 436 colleges in the country including
383 in SAU’s, 53 colleges in 25 other universities.
Annual intake capacity of about 35,000 graduates
Produce about 24,000 in agriculture and allied sciences.
There are 13 disciplines at undergraduate level.
More than 95 subjects at postgraduate level
Two-year diploma and short duration certificate courses are 5
also offered by some agricultural universities.

outturn levels will grow at the same growth rate as observed
during the last five years (i.e., 9.7 per cent during 2006-10), the

Forecast of human capital requirement in agriculture and allied
sectors were made using system dynamics model with different
policy scenarios and suggest prospective human resource
development strategies.
Policy Scenarios
Policy -1: with the intake frozen at 2009-10 levels and at
4 per cent sector growth.
Policy -2: with 50 per cent increase in the intakes from 2009-
10 and 4 per cent sector growth.
Policy -3: with 50 per cent growth in the intakes from 2009-
10 and 3 per cent sector growth.

45. Additional Colleges to be Established
The demand of professional at PG and PhD level would be
met through increase in number of sanctioned seats in existing
colleges.
At UG level, considering the current intake capacity and
large gap in demand – supply, there is a need to establish
about 150 new colleges.
The new colleges would also require adequate
infrastructure and qualified teachers to ensure quality of
education.

47. Educational Planning
The study Recommends:
2-3 times increase in UG intake and strengthening research as a
precursor to expand intake in PG/PhD programmes in existing
colleges.
Pro-active policies to encourage private sector in agriculture
education.
Initiatives may be taken to improve the current outturn ratio.
Dual and integrated degree programmes may be explored.

48. Attempt may be made to make courses attractive and demand
driven.
Initiatives to ensure proper matching of skills & job
requirements.
Diploma and UG level should be left to private sector or in
public-private partnership mode, for quality assurance system.

There is a need of at least six institutes with the sole training

Extension services in the country should be strengthened.
Specific budget provision to be made to support SAUs on
regular basis for infrastructure development.
Agriculture should be introduced at school-level.

51. Conclusion
The result from the system dynamics model are in conformity
with the overall trend of manpower supply- demand scenario
from other forecasting techniques.
In the assumed scenario, 50 per cent increase in intake of
graduates would not be sufficient to meet the demand for low
level of sector growth of 3 per cent in
Agriculture, Horticulture, Veterinary, Dairy and Fishery sectors.
Where as in Forestry, Agricultural biotechnology and
Agricultural engineering, with 10 per cent increase in intake
would be sufficient to meet the required demand in 2020.
On the whole, special efforts, therefore, are necessary to
sustain the growth in Agriculture sector with improvements in the
intakes as well as in the out-turn ratios.
