This document defines human resource management and discusses its functions and goals. It provides three definitions of HRM from different sources that describe it as a comprehensive approach to employing and developing people to achieve organizational objectives. It then lists six key functions of HRM: staffing, performance management, human resource development, compensation, employee and labor relations, and safety and health. Finally, it identifies five entities that perform HRM tasks - HRM professionals, line managers, outsourcing firms, professional employer organizations, and shared service centers. The goals of HRM are outlined as supporting business strategy, developing a high-performance culture, ensuring the organization has needed talent, creating positive employment relationships, and encouraging ethical people management.
