Page 9, after line 16, insert the following new sub-
paragraph:
1 (C) TRANSFERS CONTINGENT ON INSPEC-
2 TOR GENERAL AUDITS.—
3 (i) IN GENERAL.—Before a transfer
4 to a participating State of the second one-
5 third or the last one-third, the Inspector
6 General of the Department of the Treasury
7 shall carry out an audit of the partici-
8 pating State’s use of amounts already re-
9 ceived.
10 (ii) PENALTY FOR MISSTATEMENT.—
11 Any participating State that is found to
12 have misstated any report issued to the
13 Secretary under the Program shall be ineli-
14 gible to receive any additional funds under
15 the Program. Funds that had been allo-
16 cated or that would otherwise have been al-
17 located to such participating State shall be
18 paid into the general fund of the Treasury
19 for reduction of the public debt.
