According to the academic, the conflict has at least three dimensions.

In 1994 at the dawn of the post-Cold War era Marieta Velikova left Surgut, Western Siberia in the Russian Federation bound for Weippe, Idaho as a high school exchange student. She returned to Russia with her first glimpses of life in America that would be followed by graduate and doctoral studies at Mississippi State University starting in 2002. She has lived in the United States ever since and is a proud Nashvillian who travels to Siberia twice a year to visit family.
Professor Velikova has a special perspective on US-Russian relations that she will share at this Global Dialogue session including discussion of President Vladimir Putin — how is he viewed among Russians and why does that differ from the view of the West; the situations in Chechnya, Georgia, Crimea and Ukraine; and the issue of US elections.

Threats and Capabilities, thank you for the opportunity to speak about the lessons learned from
Russian influence operations in Ukraine.
Russia’s unconventional war against Ukraine has revealed a formidable toolkit of measures for
fighting in the so-called “grey zone,” from world-class cyber and electronic warfare capabilities
to sophisticated covert action and disinformation operations. Russia has used propaganda,
sabotage, assassination, bribery, proxy fronts, and false-flag operations to supplement its
considerable conventional force posture in eastern Ukraine, where several thousand Russian
military intelligence advisors, unit commanders, and flag officers exercise command and control
over a separatist force consisting of roughly 30,000-40,000 troops.
Moscow has been doing its homework. Recognizing that Russia’s conventional military
capabilities lag behind those of NATO, Russian Chief of the General Staff Valeriy Gerasimov
called in 2013 for investing in asymmetric capabilities to enable Russia to fight and win against
conventionally superior Western militaries. Gerasimov’s call for more emphasis on
unconventional warfare also coincided with a subtle but important shift in Russian foreign
policy. After Mr. Putin’s return to the Kremlin in 2012, Moscow dispensed with its post-Cold
War foreign policy of cooperating with the West where possible and competing where necessary.
Instead, the Kremlin now actively seeks to corrode the institutions of Western democracy,
undermine the transatlantic alliance, and delegitimize the liberal international order through a
continuous and sustained competition short of conflict that takes place across all domains.
However, even with Russia’s well-honed unconventional warfare capabilities, the United States
and its NATO Allies can prevail in this competition if we recognize the Kremlin’s goals for what
they are, develop smart strategies to counter them, properly align our institutional structures, and
invest in the right capabilities.
I will briefly discuss six areas where Russia has invested in significant unconventional or “new
generation warfare” capabilities, and suggest some responses the United States should consider.
All of the capabilities I will highlight were used during Russia’s invasion of Ukraine in 2014 and
remain on display as Russia continues to wage its unconventional war against the government in
Kyiv.

Introduction
THE LONGEST-RUNNING social science experiment of the twentieth century officially ended on December 25, 1991, with the resignation of Mikhail Gorbachev as president of the Soviet Union. From the Bolshevik Revolution of 1917 until Gorbachev’s resignation, the rulers of the Soviet Union had attempted to create a communist society that would be the envy of the world. Support for this goal was continual for more than 70 years, but the sense of purpose and direction began to unravel during the late 1980s. The principal cause for this shift in opinion was Gorbachev’s alternative rationale for achieving socialism. Although his ideas were a radical departure from some of the basic tenets of Leninism, Gorbachev generally favored implementing them incrementally. Nevertheless, disaffection with these ideas became quite pronounced among devoted communists, which led to the attempted coup of August 1991. This was followed by Gorbachev’s resignation and the formal dissolution of the country by year’s end.
The Soviet Union had been composed of 15 republics: Armenia, Azerbaijan, Byelorussia, Estonia, Georgia, Kazakhstan, Kirghizistan, Latvia, Lithuania, Moldavia, Russia, Tadzhikistan, Turkmenistan, Ukraine, and Uzbekistan. Russia was not only the largest republic in terms of territory and population, but it also dominated the policies of the Soviet Union—so much so that the words Russian and Soviet were often used interchangeably when referring to the foreign and domestic policies of the Soviet Union. Today, Russia is the largest country in the world, almost twice the size of the United States. It encompasses more than 6.5 million square miles that stretch from Eastern Europe through the northern half of Asia. The population of about 139 million has become more urban over the past 50 years. In fact, it has reached about 80 percent of the population— almost an exact reversal of the urban and rural ratio at the time of the 1917 Revolution (see Figure 5.1).
Russia is a federation consisting of six categories of administrative units. These include 21 republics, nine territories, 46 provinces, two federal cities, one autonomous republic, and four autonomous regions. Among these administrative units, the republics have the greatest claim to self-government. Although Russians comprise more than 80 percent of the country’s population, there are some 126 national ...
The causes of the crisis in Ukraine are mainly geopolitical and strategic. What is at stake is not, in fact, Ukraine's accession to the European Union because this has very little to offer in promoting the country's development. Ukraine only has to lose. Many industries will no longer operate or will be dominated by European multinationals and small farmers will be ruined. But what the United States intends through the incorporation of Ukraine to the European Union is, above all, allow NATO forces are stationed on the border of Russia. The most likely future scenario for the outcome of the political crisis in Ukraine is the division of the country, with the Crimea already incorporated into Russia and the transformation of eastern, central-eastern and southern Ukraine in an autonomous region of Kiev government if it is held the agreement of the European Union and Ukraine or occur its annexation to Russia if NATO forces are stationed in Ukraine. The civil war that has started in Ukraine can turn into a military conflict involving NATO forces and Russia to unpredictable consequences.

The paper reveals the structure and trends within Belarus government elites in the period between 1994 and 2017. Belarus remains one of the least free and under-reformed post-Soviet countries yet it seems to have a strong functional bureaucracy. Seventy-еight percent of ministers and state committee chairs are employed according to their professional career background. The share of appointees with specialized education rose from 71.9% to 86% during Lukashenka’s presidency. So the author assume, that in case of unrest or political transition, a bureaucratic apparatus composed of specialized professionals could play a stabilizing role. This research also shows slight indigenization and westernization of Nomenklatura. The number of officials born in Belarus increased from 71.9% to 81.4%, and those from western Horadnia region increased from 4% to 20%. At the same time, the research revealed, that the Government continues to have an inadequate representation of women (<5%), parties (<11%); meanwhile, it has an increasing presence of professional military (from 15% to 20%).
