The paper reveals the structure and trends within Belarus government elites in the period between 1994 and 2017. Belarus remains one of the least free and under-reformed post-Soviet countries yet it seems to have a strong functional bureaucracy. Seventy-еight percent of ministers and state committee chairs are employed according to their professional career background. The share of appointees with specialized education rose from 71.9% to 86% during Lukashenka’s presidency. So the author assume, that in case of unrest or political transition, a bureaucratic apparatus composed of specialized professionals could play a stabilizing role. This research also shows slight indigenization and westernization of Nomenklatura. The number of officials born in Belarus increased from 71.9% to 81.4%, and those from western Horadnia region increased from 4% to 20%. At the same time, the research revealed, that the Government continues to have an inadequate representation of women (<5%), parties (<11%); meanwhile, it has an increasing presence of professional military (from 15% to 20%).
(en) I had a chance to speak at the Digital Transformation Forum in #Bucharest organized by Digital Communication Network. I changed a topic of my speech at the very last moment. Instead of speaking how technologies help to build democracies, I have shown how the digital helps dictatorships to strengthen their power: by disorganizing, surveilling, threatening or discrediting their opponents. I also mentioned that such things like cryptocurrency or encrypted messengers help dictators to protect themselves. And if we, freedom dreamers, want to win, we should embrace the technologies and be twice faster than ”bad guys”.

інтэрвію аўтар сказаў, што кнігу прызначае для моладзі. І, каб
прыцягнуць увагу моладзі ня проста да мастацкага твора, але да
сур’ёзнага культуралягічнага тэксту, аўтары роліка, з пэўнай
доляй гумару паказваюць моладзевую вечарынку, куды
выпадкова зазірнуў аўтар кнігі. Нечакана ён разумее, што яго ня
толькі пазнаюць, але нават ведаюць ягоныя думкі і выказваньні.
Зразумела, гэта ня ёсьць сёньняшняй рэальнасьцю, але, хто
ведае, ці ня будзе менавіта так праз колькі гадоў.
