This document discusses how cloud computing can empower and improve the lives of people with physical disabilities by bringing them back into normal social participation. It notes statistics on disability prevalence and types, describes the current fragmented state of support systems, and proposes an engagement platform to better understand disability needs, enhance existing government resources, and facilitate co-creation between stakeholders to inform new legislation. The goal is to leverage cloud technology to create an environment where the disabled can better access services and communities through an integrated system of government agencies, non-profits, and public participation.

The asset-based and community-driven approach to development espouses the belief that communities can take the lead in identifying and managing their own priorities; empowering communities to genuinely take ownership of their development. Put simply, the approach argues that less is achieved by identifying 'needs', and rather the emphasis should be on the 'assets' in any given community.
