At least 16 units will be reserved for homeless veterans. The remaining apartments are intended for homeless young adults and the disabled.
According to the 2016 Thurston County Homeless Census (2016), volunteers have already counted 579 homeless individuals either roaming the streets, housed in shelters, or living in transitional nonpermanent housing.
Homeless people, especially those with mental illness or substance abuse problems are often the most marginalized group in society.
Many people believe that those who are homeless are so, because they are lazy, unmotivated, and/or mentally ill or addicts who do not wish to seek help.
The voices of Olympia have been neglecting the positive outcomes regarding the resources and services that are offered, because many people believe that encouraging the homeless backfires encouraging crime, and substance abuse.
Although the stigma is that homeless people bring crime, Olympia is actually one of the least violent, correlating with homelessness.
However, to the average individual, each of these factors produces an uninviting and uncomforting atmosphere in Olympia
You're average community member does not help on an individual basis. It takes a group, or a out reach program to encourage helping.
Every time there is a new “solution” to the problem, someone complains, ruining it, ends in funds, closing services which creates this instability for those who are homeless.
The stigmas and stereotypes bring this theme of horror and uneasiness.
The city feels that our streets are being “taken over” by homeless people, due to the increase of appealing services paired with criminal incidents.
The homeless is constantly being blamed for scaring away tourists and community members because of, the garbage built up within allies including handmade beds and evidence of “living” situations in the dark corners of buildings, syringe needles found in admired parks, as well as public intoxication, drug dealing and openly using heroin, theft incidents, and disturbing mentally ill outbreaks that cause a scene.
The issues regarding crime and substance abuse are clearly scaring away the town members, as well as future visitors. Families are continuing to steer away from bringing their kids and friends downtown Olympia. The legendary parks, the Capital Theatre, small businesses, popular restaurants, and even participating in city events have been avoided because of the homeless scare.
Which, of course this does not look inviting, yet those who are ignoring the fact that homeless people need housing, result in having to deal with situations like this…
The impact of the lacking community members of trying to overcome homelessness is a huge issue.
Although many resources and services are provided for the homeless in Olympia, rarely do we see the services working together in trying to beat the homeless cycle (Hobbs, 2014).
for example housing programs don’t necessarily mean that they will not be homeless forever. Abuse programs do not always have the money to encourage sobriety. Social service programs often work in partners, however the communication and overbearing workload, decreases staff motivation (Hobbs, 2014). Many outreach events are scheduled to bring together the community to help clean up, feed the homeless, donate clothes, provide hygiene supplies etc. however, the consistency needed, never continues. This pattern affects the individual, the community and society and will continue until people work together and communicate properly.
According to Finley and Barton (2003) If our community services are not educating the homeless, or the community, we are looking at a social failure as well. Telling one to “go get a job” does not fix the issues regarding homelessness.
Neal & Stevenson: goal was to explore the relationships of homeless drug and alcohol users who live in shelters in order to ascertain the nature and extent of their social and recovery capital.
Three shelters were in this study and based on the interviews, they found that homeless people values those relationships involved with family members, professionals other shelter residents, friends outside the shelters' current and former partners and enemies.
Shelter residents who use drugs/alcohol welcome and valued interaction with and assistance from the shelter staff.
This pretty much just sums up into the fact that building relationships with people in shelters, staff or an outsider, is very important to them and their chances of recovery. It brought light to supporting each other and seeing that they have similar values. If they are building a social capitol, then that will enhance their recovery capital.
Shinn, Samuels, Fischer, Thompkins, Fowler, 2015 Compared effects of a Family Critical Time Intervention to usual care for children in 200 newly homeless families in which mothers had a mental illness or suffered from substance abuse.
The family critical time intervention is looking at the time between being in shelters, to subsidized or permanent housing.
Results that those entering a shelter with their families, children were noticed in having higher levels of emotional and behavioral problems. Mothers in both groups reported that once becoming homeless, their children immediately suffered from a lack in motivation. Academic achievement soon decreased, along with an increase of absences in school. The study shows the benefits of permanent housing, where as once a family is forced into subsidize housing or shelters; it’s a drastic adjustment for all.
The inconsistencies surrounding housing for the homeless are very unreliable and misleading, especially if that person suffers from mentally illness or addiction.
So thinking about the fact that these mothers are either mentally ill or addicts, the housing issues complicate their chance of recovery. In which we can see that the child suffers the most.
The first step to overcoming homelessness is being housed (Lutze et al., 2014).
A home provides a place of consistency and control in order to engage in daily routines.
By housing homeless individuals and/or families, building social networks and establishing an identity of self-worth become easier and more meaningful.
Studies have shown that by being housed and developing a sense of well-being, residential stability provides the motivation to seek employment, focus on treatment, and establish a social network within the community.
Proving stable housing is known to reduce exposure to deviant peers, social stigma, and violations of public order related to living and working on the street.
Homeless people who do not have a stable place to live are greeted with the cycling issues surrounding living in poverty and managing the deficits caused by the lack of education, unemployment, substance abuse and or mental health problems.
We need individual people to start dropping the stereotypes, stigmas, in order to want to help.
Education about the benefits to helping those who are homeless get homes…
We need funding for housing or treatment services, both together would be most beneficial.
We need consistent community involvement and staff members from social service programs.
& we should all be a little more compassionate for those who are suffering.
