3. EVENTS BEFORE 1940
• ESTABLISHMENT OF ‘BENGAL CHEMICAL AND
PHARMACEUTICAL’ at Calcutta (1901) by P.C ROY.
• There were no control over the export and import of
drugs.
• The drugs are lacking of the API.
• The quality of drugs is spurious and Indian market get
filled of the adulterated and spurious drugs .
• The great quinine fraud .
• The control of drugs realized by the leaders ,merchants
and common people that for drugs rule and regulations
are needed.
4. 1927
• Sir Haroon Zaffer moved a resolution on march 9,1927 in
the Council of State recommending to governor general to
take immediate steps to controls the craze of medicinal
drug by legislation for standardization of the preparation
and sale of drugs.
5. DRUG ENQUIRY COMMITTEE OR
CHOPRA COMMITTEE
• Drug Enquiry committee (also known as Chopra
committee) under the chairmanship of col.R.N Chopra
and Dr.B.Mukherjee as its assistant secretary.
• Later Dr.B.Mukherjee appointed as the
• Director of Central Drug Laboratory (CDL) .
• NOW IT IS CDRI,LUCKNOW.
• The committee have the following points
6. CHOPRA COMMITEE
• To enquire into the extent to which the drugs and
chemicals of impure strength particularly those
recognized by the B.P were imported ,manufactured or
sold in British India .
• To enquire into the necessity of legislation to restrict the
profession of pharmacy to qualified person and to make
recommendations.
7. FINAL RECOMMENDATION OF
COMMITTEE
• Central legislation to control drugs and pharmacy .
• Setting up of testing laboratories in all states to control the
quality of production of drugs and pharmaceuticals.
• Appointment of an advisory board to advise the
government in making rules to carry out the objects of the
act.
• Setting up of course for training in pharmacy and
prescribing minimum qualification for registration as a
pharmacist .
• Registration of every patent and proprietary medicine of
undisclosed formula manufactured in India.
• Treatment should be under the control.
8. Other points
• Drug industry should be settled down in India.
• Steps should be taken to compile “pharmacopoeia”.
• Cinchona department should cultivate cinchona.
• Medical stores depot be gradually reduced.
• FIRST DEPARTMENT OF PHARMACEUTICALS AT BHU
IN 1932.
• INDIAN PHARMACEUTICAL ASSOCIATION (IPA) HAS IT
ORIGIN IN U.P IN 1935.
• BUT THIS REPORT GOT NO ACTIONS AND DRUG ACT
COMES IN 1940.
