Editor's Notes

  1. First California legislation passes, authorizing the gifted education program for Mentally Gifted Minors. In the Spring of 1962, a few leaders in gifted education met to share successes, problems, needs, and curriculum ideas for newly implemented programs for the gifted. The group included Jeanne Delp, Sandy Williams, Eleanor Manning, Gertrude Wood, Ruth Martinson, and Jean Wiener. Dr. Martinson had been the director of the 3-year state study on Programs for the Gifted which resulted in the original legislation for gifted education. Dr. Wiener was responsible for much of the organizational work of developing a constitution for CAG, and setting up legal contacts with state and federal agencies. In addition, she was the first president of CAG. We have come a long way since that first gathering of 75 people. Revisit the journey with us.
  2. First CAG conference is held in Long Beach State College with about 75 people attending. Dr. Jean Wiener elected president
  3. Group officially becomes the California Association for the Gifted
  4. CAG bylaws are developed under the leadership of Dr. Jean Wiener
  5. Dr. Jean Wiener first president elected under the new bylaws
  6. Marland Report, requested by U.S. Congress, established definition and rationale for gifted programs.
  7. Congress establishes a federal office of gifted and talented and research grants with the leadership of Senator Jacob Javits
  8. State GATE Advisory Committee established. They meet monthly and receive updates from the California State Department of Education (Consultants Seig, Efkin, Jack Mosier, Paul Plowman).
  9. State Parent Council is formed under the leadership of Ruth Fenton. Each parent member acts as a contact in his or her home region and also as a resource on advocacy matters.
  10. AB 1040 replaces the Mentally Gifted Minor program bill with Gifted and Talented Education program (GATE). CAG drafts much of the language for the bill under Assemblyman Dennis Mangers ’ leadership. AB 1040 broadens the program to include gifted and talented students, requires districts to use multiple identification criteria, changes the funding structure, and eliminates the use of GATE money for field trips unless authorized by the state superintendent.
  11. CAG PAC is organized under the leadership of Betty Ann Tetzke. The original CAG PAC members are Allyn Arnold, Lorraine Bostick, Jeanne Delp, David Hermanson, Carolyn Lee, Kenneth Schotz, and Janet Ward.
  12. The May V. Seagoe Scholarship is established. Grants are given to individuals pursuing research or graduate studies in the area of the gifted.
  13. February 24, GATE Day in Sacramento, is organized to protest the governor ’s proposal to eliminate the GATE program. Over 2,000 students, parents, and educators gather on the steps of the Capitol to point out the need for special programs for the gifted. Funds are restored.
  14. Federal legislation, the Jacob K. Javits Gifted and Talented Students Education Act, passes re-establishing the National Office for Gifted and Talented and competitive grants and contracts in the field. The law also provided for a center for research and development in the education of gifted and talented children and youth.
  15. CAG sponsors the “At Risk Conference” in October. The conference provides an opportunity for parents and educators to better understand the social and emotional factors of giftedness. Keynote Speaker: Randy Davis, Licensed Psychologist.
  16. The annual CAG conference has over 2,000 attendees. Educators and parents, not only from the United States, but also Mexico, Russia, Peru, Germany, Argentina, and the Philippines, constitute the membership of CAG.
  17. AB 2313 enacted (effective January 1, 2001). Provisions of AB 2313 implement a series of reforms regarding GATE programs and simplify the funding process. AB 2313 (Senator Lou Correa)        * No longer had to request approval to use GATE funds for field trips        * GATE programs must be integrated within the regular school curriculum        * Issue of teacher quality is of critical importance        * Parent involvement must be a central part of the local program including both program development and evaluation        * District GATE application must focus on pupil assessment and program evaluation

  20. Meeting the Standards: A Guide to Developing Services for Gifted Students handbook introduced at CAG conference. The impact of the standards and the guidebook are shown in the applications for GATE programs.
