After four years’ leading Fiji’s national university, which lies at the heart of the Fiji Government’s ambition to transform Fiji into a highly-skilled advanced economy, this presentation reflects on the lessons learned and the challenges and opportunities for both the University and the wider Fijian higher education sector in the years ahead. The world is being reshaped by digital technology, man-made climate change and unprecedented demographic trends. Higher education, now one of the most important economic sectors on the planet with 225m enrolled students, will be profoundly affected by these changes. This presentation asks: are we ready for the changes to come?

The 2014/2015 Results for Learning Report: Basic Education at Risk examines the progress achieved by GPE partner developing countries over the period 2008-2012. Universal primary education has never been so close, yet there are still 58 million children of primary school age who do not go to school around the world, and 41 million of them are in partner developing countries. The report cautions that if progress and investments are not maintained, the hard-won achievements could be reversed.

Emergency education refers to education for populations affected by emergency situations (Sinclair, 2001; UNESCO, 2017). These situations could be man-made or natural disasters that disrupt radically the usual conditions of life, care, and education facilities for children, causing an inability to attain the right to education (Rights of The Child to Education in Emergencies, 2008). Education in emergencies started around the 1990s as one of the elements of humanitarian responses to emergencies (Burde et al., 2017), but it was not till the 2000s that education was separated from developmental activities in humanitarian responses to emergencies due to the efforts of a group of educators (Burde et al., 2011). and now it is regarded as one of the pillars of humanitarian actions in emergencies. This is due to the fact that it is reported that education is usually neglected during the early response to emergencies (Muñoz, 2010), and during which many rights to education violations occur (Nicolai et al., 2015). The special case of education in times of emergencies arises from the challenges that face the learning process in these situations. Being in the center of a conflict zone or facing a devastating natural disaster could lead to an impairment of students’ learning abilities (Tauson, & Stannard, 2018). It has been reported that trauma impacts the cognitive and executive functions of the brain which in its turn hinders learning abilities (Tauson, 2016; Mougrabi-Large, & Zhou , 2020). In the case of national health emergencies, trauma could cause anxiety and stress for children and adults (NCTSN, n.d). Hence, special care needs to be given to education in times of emergencies. Education could provide a safe space for students during a crisis (Nicolai, 2015), giving the much needed psychosocial support for development, as well as, hope, stability, and a sense of security (UNSECO, 2017). But more importantly, especially during Covid-19 penadamic, is that maintaining a good level of quality education during crisis will act as the backbone for the reconstruction and restoration phase after the crisis is over UNSECO, 2017).

Over 1,600 participants from 160 countries, including over 120 Ministers, heads and members of delegations, heads of agencies and officials of multilateral and bilateral organizations, and representatives of civil society, the teaching profession, youth and the private sector, adopted the Incheon Declaration for Education 2030, which sets out a new vision for education for the next fifteen years.

Since the outbreak of the COVID-19 pandemic in 2020, most governments worldwide have implemented policies to contain the disease's spread. While incurring high economic costs, restrictive procedures such as schools' closures and the changes of learning methods risk hindering effective learning during the pandemic and the progress made towards achieving Sustainable Development Goal 4 (SDG 4). The Survey of National Education Responses to COVID-19, jointly conducted by UNESCO, UNICEF, the World Bank, and most recently the OECD, has collected information on this shifting education landscape through two iterations in 2020 which was captured in an initial report. Responses to the third iteration in February-April 2021 are captured in the current joint report. The survey is coordinated and administered by the UNESCO Institute of Statistics. Up-to-date information on the impacts of policy interventions and responses at the global level is needed to support subsequent educational planning and programming to deploy effective learning strategies This webinar aims to present the report of the latest results obtained during the most recent data collection. We invite you for an in-depth discussion of the findings that highlight the latest snapshot of the COVID-19 impact on education systems as well as the policies implemented to assess and remediate them, including strategies to ensure equity and safe reopening of schools for all. This 120-minute webinar includes panelists from UNESCO, UNICEF, OECD, and the World Bank. A moderator facilitates the discussion, and a Q&A session follows.

The COVID-19 pandemic has shaken long-accepted beliefs about education, showing that learning can occur anywhere, at any time, and that education systems are not too heavy to move. When surveyed in May 2020, only around one-fifth of OECD education systems aimed to reinstate the status quo. Policy makers must therefore maintain the momentum of collective emergency action to drive education into a new and better normal. This Handbook provides practical guidance to support them to do just that. It presents the current state-of-play in over 40 education systems, and efforts to improve pedagogical practices in the midst of the pandemic. It proposes three key lessons and related policy pointers for the current academic term and beyond. Drawing on concrete examples of COVID-19 policy responses from primary to tertiary, as well as impactful pre-crisis policies, it addresses the policy areas of flexible learning, educator skills, and student equity. The Handbook has been prepared with evidence from the Education Policy Outlook series – the OECD’s analytical observatory of education policy. As such, it benefits from a decade of policy analysis, outcomes from the Education Policy Reform Dialogues 2020, and the development of an actionable Framework for Responsiveness and Resilience in education.

We welcomed Dr Jeanette Botha (University of South Africa) to the Centre to conduct a presentation and a discussion on issues around the ‘digital divide’ within South Africa (something likely to be an issue in other countries around the world). The main thrust of the talk was: “Who are we teaching?” Dr Botha alluded to the issue of technology driving education vs education driving technology and highlighted numerous concerns of developing world ODL practitioners and students, contextualizing ODEL in South Africa in the current socio-economic framework, with reference to Unisa. The argument was made for the pragmatic consideration of the acquisition and use of appropriate technologies in line with these “real world” considerations.

Making it happen: teaching the technology generation

This is a copy of my presentation to the JISC Regional Support Centre for Yorkshire & Humber on June 10th at Bradford University. The sub-title of the presentation was Beyond \"no significant difference\", on the basis that, in education, we use technology to do things the same way as we have always done rather than use it to do things differently. The theme of the presentation was that we, the teachers, rather than our students, are the technology generation. Because the use of digital technology has been completely normalised and fully integrated by our students, they don\'t see it as technology. They are the \"no technology generation\", and it is us who need to be taught how to use it in ways that engage our students and make their education relevant.

With the 2015 target date for the Millennium Development Goals and Education For All fast approaching, the issue of out-of-school children is more important than ever for countries in West and Central Africa. Since 2000, the number of out-of-school children was on a downward trend, however, since 2008 these figures have not moved; the burden for countries in the region has increased dramatically for they are now home to more than a third of the world’s out-of-school children. Based on the latest household surveys from 21 countries in the region, this study reports that there are nearly 32 million children of official school age who are not attending either primary or lower secondary school. A further 17 million school children who are at risk of dropping out could be added to this figure. These statistics, which show the magnitude of the situation, fail to take into account the hardships associated with this situation for families and the huge loss for the region and society as a whole. This study aims to shed some light on the scale and mechanisms of exclusion in the region, and to bring to the fore a number of tools and resources that are available to promote the educational inclusion of all children. To enable all children, even the most marginalized, to have access to basic quality education, we need to think creatively and make use of all the resources at our disposal. It is imperative that the fight against all forms of exclusion is coordinated and concerted. Indeed, without mass mobilization of all stakeholders and a comprehensive strategy, it will not be possible to effectively address all forms of school exclusion. However, only a truly inclusive education system has the capacity to build a knowledge-based society, which the region urgently needs for its future. The international community has a decisive role to play in supporting the efforts of these countries to develop an inclusive education system. The United Nations Children’s Fund (UNICEF) has a specific responsibility to encourage and help all children deprived of education. The main priority, in collaboration with all stakeholders, remains the enrolment of all out-of-school children as quickly as possible. There are just two years left for us to achieve the collective commitments to which we agreed in 2000; we must therefore have the strength and determination to take the most appropriate actions that will enable all children to fully exercise their right to a quality education.

Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation. This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or unwillingness to rectify this violation through action requires accountability. Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots. The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee. • The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act. • The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence. The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth. Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration. The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority. Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages. Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.
