To test the performance of this al- gorithm, we design experiment to create contiguity-based weights matrix from artificial spatial data with up to 190 million polygons using Amazon’s Hadoop framework called Elastic MapReduce. The experiment demonstrates the scal- ability of this parallel algorithm which utilizes large com- puting clusters to solve the problem of creating contiguity weights on Big data.

News Flash October 27 2014 Transitional Reinsurance Fee Counts Due By Nove...Annette Wright, GBA, GBDS
The transitional reinsurance fee is one of several different fees established by the Patient Protection and Affordable Care Act (PPACA). The enrollment count for 2014, used to calculate the reinsurance fee, is officially due by November 15, 2014, although the Department of Health and Human Services (HHS) has indicated that submissions made through November 17, 2014 will be considered timely, because November 15, 2014 falls on a Saturday. Employers with self-insured plans will need to ensure that they take the necessary steps to submit the required information and make the required payments by the applicable deadlines.

Guidance on:
1. Additional IRS Approaches to Cadillac Tax. On July 30, 2015, the IRS released a second pronouncement (IRS Notice 2015-52), which like the first, does not carry the weight of the law or regulation, but rather is an effort to test the waters to see how the law should be formulated. The new guidance expands the discussion with regard to identifying taxpayers liable for the excise tax, employer aggregation, allocation of the tax, payment of the applicable tax and determining the cost of applicable coverage.
2. Transitional Reinsurance Fee Process for 2015 Benefit Year. In preparation for reporting and paying the transitional reinsurance fees for the 2015 benefit year, the Centers for Medicare and Medicaid services released an overview of the process and procedures
3. State Innovation Waivers. The Affordable Care Act includes a provision that takes effect in 2017 which would allow a state to apply for an innovation waiver; pursuant to which the state could be relieved from certain aspects of the ACA.
4. Applicability of ACA’s Employer Shared Responsibility Provisions. On July 31, 2015, President Obama signed the Surface Transportation and Veterans Health Care Choice Improvement Act of 2015 (H.R. 3236); now Public Law 114-41). This law provides that for purposes of determining whether an employer is an applicable large employer with regard to employee enrollment in minimum essential health coverage under an eligible employer sponsored plan, individuals covered for medical care under TRICARE or the Veterans Administration are not counted. In addition, a recent lawsuit challenged the applicability of the ACA’s employer shared responsibility mandate to a Native American tribe.

Health Insurance Exchanges – Employer Coverage Tool
The Affordable Care Act (ACA) calls for the creation of state -based competitive marketplaces, known as Affordable
Health Insurance Exchanges (Exchanges), for individuals and small businesses to purchase private health
insura nce. ACA requires the Exchanges to become operational in 2014. According to the Department of Health and
Human Services (HHS), the Exchanges will allow for direct comparisons of private health insurance options based on
price, quality and other factors, and will coordinate eligibility for premium tax credits and other affordability programs.
On April 30, 2013, HHS released three simplified and shortened versions of Exchange applications that will be used by
individuals seeking to enroll in health insurance coverage through an Exchange in 2014. HHS has also included an
Employer Coverage Tool that Exchanges will use to verify employer-sponsored coverage.
• The application for individuals who are applying for affordability programs is five pages long and will
be used by single adults who are not eligible for employer-sponsored coverage.
• The application for individuals who are not applying for affordability programs is also five pages long
and can be used by anyone who is not eligible for premium tax credits, cost-sharing reductions, Medicaid or
CHIP coverage.
• A longer, 12-page application for those who are applying for affordability programs is also available
for families and single adults who are offered coverage through an employer. The Employer Coverage Tool
can be found in Appendix A (at the bottom) of this application.
These applications will be used in states with a federally facilitated Exchange (FFE). States that are operating their
own Exchanges will have the option of using these applications or developing their own.
Enrollment in the Exchanges for eligible individuals and small businesses is expected to begin on Oct. 1, 2013.
EMPLOYER COVERAGE TOOL
The Employer Coverage Tool can be found in Appendix A (at the bottom) of the 12-page paper application. This
form is intended to assist employees in gathering information about health coverage offered by an employer.
Although the Employer Coverage Tool will not be submitted to the Exchange with the individual’s application,
employees can use the information provided in this form to help them answer questions in the Exchange application.
Required Information
The Employer Coverage Tool asks employers to provide information on their health plan’s eligibility requirements,
applicable waiting periods, premium costs, whether the plan provides minimum value and whether any changes will
be made to the plan for the new plan year. Employees will need this information to complete the Exchange application
and to determine their eligibility for affordability programs (such as advance payment of premium tax credits, cost-
sharing reductions, Medicaid and CHIP coverage).
