6. What is a Hate Crime?
With hate crime it is ‘who’ the victim is, or ‘what’ the victim appears to be that
motivates the offender to commit the crime.
A hate crime is defined as 'Any criminal offence which is perceived by the victim
or any other person, to be motivated by hostility or prejudice based on a
person's race or perceived race; religion or perceived religion; sexual orientation or
perceived sexual orientation; disability or perceived disability and any crime
motivated by hostility or prejudice against a person who is transgender or
perceived to be transgender.'
A hate incident is any incident which the victim, or anyone else, thinks is based on
someone’s prejudice towards them( no crime has been committed)

11% increase in Hate Crime across
England and Wales last year – 78,991
recorded offences
76% ( nearly 63,000) were race
related. 14% ( over 10,000) were
categorised as homophobic crime.
Picture mirrored in Merton, 2019/20 –
300 reported race hate crimes and
just under 45 incidents based on
sexual orientation.

18. Why People Don’t We Report Hate
Crime?
Embarrassment/ fear of being outed
Exhausted and judged out of context. E.g. woman barrister Alexander
Poor previous experience of reporting.
Fear prejudicial response from police.
Impact a counter allegation would have on visa or asylum decision.
Some marginalised groups have limited avenues to safely report crime

Listen
How often do you call meetings about an issue or do you brush it under the carpet
Floyd impact – hurting/ pain an mental health issues
Equality policies; are they clear and useful
How many people under the protected characteristics do you have on your board
/leadership team , staff.
Try and overcome fear and replace with love and concern for marginalised groups and it may
surprise you.
