Noel Gaffney
Hackpen Hill was founded in 2011 by Andrew
Lennox and Noel Gaffney, who boast a combined
50 years’ experience in construction project
management and have delivered complex
infrastructure solutions for some of Britain’s
major companies, including Heathrow Airport

Noel Gaffney - Director
With over thirty-years’ experience in the construction
industry Noel and Andrew have had roles varying
from site engineer to construction director for a
major UK main contractor. Noel founded Hackpen
Hill Associates in 2011 with the intention of offering
clients a construction delivery consultancy that
focused on getting the right people into the right
roles to execute commissions efficiently.
Having worked with both large and small teams, and
on projects up to £4.5 Billion, Noel believes that if
the scope, schedule and cost plan are aligned with
good communication to the team and first class
leadership, great results can be achieved.
Andrew Lennox - Director
Andrew is one of the founders of Hackpen Hill and
has worked on a number of complex and major
construction projects throughout the UK. He works
hard with Clients to understand what a successful
project will give them and has a track record of
delivering what they want.
Having just led the team that successfully completed
all retail in Heathrow Terminal 2, Andrew is now
engaged on the enabling works for a major Hotel
development in the Heathrow area.
This involves in depth stakeholder management
and a thorough knowledge of the Client’s technical
standards, as to clear the footprint of the building
many major service diversions are required.
Dave Jones - Associate
Dave has been with Hackpen Hill almost from the
start of the company. He is an experienced Project
Manager both for Clients and for construction
delivery so he understands construction from
many perspectives.
Dave has great stakeholder management skills
and these coupled with his detailed knowledge of
the schemes he works on makes him an invaluable
team leader or member. Having just completed an
Interface Manager role at Heathrow Terminal 2,
Dave is now halfway through the Heathrow T5
Luxury project which to date has delivered some
fantastic new retail outlets.

Mark Wilkinson - HSE Manager
Mark is a dedicated and passionate health
and safety professional with extensive Airport
experience, Mark has also worked in Oil & Gas &
the Middle East. Mark focuses on the employer’s
and client’s requirements to create a safe
working environment. He has a versatile set of
skills developed through training and experience
and an immense passion for the safety and well
being of others.
He is also a strong advocate of behavioural
safety and his work on this during his HSE
career has made a positive difference.
Ian Molloy - Project Manager
Ian has over 20 years experience in
architecture and project management.
His career spans the United Kingdom,
Hong Kong, China, Australia and India, and
demonstrates flexibility and adaptability
from working in different cultural backdrops
and changing environments. His expertise
lies in strategic project and programme
management of complex projects - often
in sensitive and occupied locations -
within the retail and hospitality sector,
managing the interests of multiple
stakeholders, and is committed to

at Heathrow Terminal 2
We delivered seventy-three retail outlets from shell and
core to commissioning and handover with a team of
Managers, Construction Managers, Interface Managers
to HSE Managers and Commissioning Managers.
Over forty fit-out suppliers with over twelve hundred operatives were
required to deliver these retail units by the project completion in
March 2014.
Our scope included Health and Safety Management along with the
management of all handovers and the final commissioning.
A degree of change was required as concessionaires needed amendments
in the retail shell and core to maximise use of the footprint.
The value of the works managed was £75 million.
Airports
Having been appointed to this role in 2013 we provide
a Health and Safety service at Heathrow across all the
works they carry out within their retail and property
portfolio for the entire Heathrow campus.
Making clear the requirements at the pre-start meeting with the
concessionaire suppliers, we then monitor them at all stages of their
project lifecycle.
Our HSE Manager inducts all new starters, which can involve up to one-
hundred and twenty operatives and managers per week.
As the works progress on site, regular inspections of the works are carried
out to ensure compliance with the standards required. Whilst the HSE
Manager carries these out he also makes sure that the other Heathrow
managers are carrying out audits on the projects they are responsible for.

Heathrow Airports Terminal T2A Luxury Project
When Heathrow decided that a stand-alone ‘Luxury’ area was
needed within the new Terminal T2A, we were commissioned with
Chapman Taylor to provide scheme design for this project.
This meant reworking the shell and core on nine existing retail units to provide
a discrete space for all the Luxury brands along with new circulation areas.
An enhanced level of finishes was required within this area to reflect the luxury feel.
The value of the works managed was £10 million.

Heathrow Airports Terminal 5 Luxury Project
Existing retail space at Heathrow’s Terminal 5 is being
reworked to create a Luxury area.
Here we manage the completion of all the shell and core space which is being modified
through design up to handover to the concessionaire’s fit-out supplier.
We also manage changes that the concessionaires require to accommodate their various
offers within the retail shell and core.
Twenty units are being reconfigured with a works value of £7.5 million.
