Sarà celebrata il prossimo 17 gennaio l’udienza preliminare del procedimento penale a carica del sindaco di Isola delle Femmine Gaspare Portobello e dell’Assessore alla Pubblica Istruzione Napoleone Riso. Per il primo cittadino è stato chiesto il rinvio a giudizio per il reato di abuso d’ufficio, mentre all’assessore Riso, all’epoca dei fatti Presidente Presidente del Consiglio Comunale di Isola delle Femmine, viene contestata l’omissione di atti d’ufficio e la minaccia grave ai danni dell’allora capogruppo di opposizione Antonino Rubino. La vicenda finita in Procura ruota attorno ad una concessione edilizia rilasciata dall’Ufficio Tecnico Comunale il 6 giugno del 2006, in favore di un costruttore locale che avrebbe poi volturato il progetto al genero Napoleone Riso, cugino del sindaco Portobello; quest’ultimo, nonostante i legami di parentela, non si sarebbe astenuto dal partecipare alla Commissione Edilizia, e avrebbe approvato il provvedimento di concessione.

Il Piano regionale per la qualità dell'aria presentato dalla regione Sicilia nel 2007 somiglia stranamente a quello del Veneto. Semplice coincidenza?
E' da un pò che in Sicilia non si respira più la stessa aria. Da Palermo a Gela, da Catania a Caltanisetta ci sono segnali di cambiamento che vengono dalla società civile, dai commercianti, dagli industriali che si ribellano contro la mafia e il pizzo. Anche la burocrazia regionale se n'è accorta. Per questo nel "Piano Regionale di Coordinamento per la tutela della qualità dell'aria", pubblicato sulla Gazzetta Ufficiale della Regione Siciliana, sono state introdotte importanti novità. Ora siamo più europei e lo conferma il rigido clima dell'isola. In più abbiamo un "bacino aerologico padano" e "piste ciclabili lungo gli argini dei fiummi e dei canali" presenti nei centri storici dei comuni siciliani. A leggere il piano in questione si può fare a meno anche dell'autonomia, dato che anche il Parlamento , l'Assemblea Regionale, è diventato un normale Consiglio regionale come quello del Veneto.

Rendiconto 2011:
1. notevole ritardo nell’approvazione del rendiconto 2011 rispetto ai termini di legge (1 ottobre 2012);
2. volume dei residui attivi di nuova formazione provenienti dalla gestione di competenza e relative ai titoli I e III (con l'esclusione dell'addizionale Irpef) pari a 52,09% dei valori di accertamento delle entrate dei medesimi titoli I e III (esclusi i valori dell'addizionale Irpef);
3. ammontare dei residui attivi di cui al titolo I e al titolo III superiore al 65 per cento (pari al 120,28%) (provenienti dalla gestione dei residui attivi) rapportata agli accertamenti della gestione di competenza delle entrate dei medesimi titoli I e III;
4. volume dei residui passivi complessivi provenienti dal titolo I superiore al 40 per cento (pari a 88,32%) degli impegni della medesima spesa corrente;
5. anticipazioni di tesoreria non rimborsate al 31 dicembre 2011, superiori al 5% della spesa corrente;
6. presenza di debiti fuori bilancio non segnalati dai Responsabili dei servizi, emersi in fase di approvazione del Rendiconto di gestione 2012, per € 629.000 ai quali si aggiungono passività potenziali per €2.300.000 e spese per incarichi legali per €392.000 solo in minima parte impegnati. I debiti riconosciuti nell’esercizio 2012 ammontano a €3.300;
7. necessità di verificare il rispetto del parametro di deficitarietà n. 6, relativo al rapporto della spesa per il personale sulle entrate correnti, la percentuale indicata del 36,69% è impropriamente determinato rapportando la spesa per il personale depurata delle componenti da escludere sulle entrate correnti;
8. irregolare utilizzo dei capitoli afferenti ai servizi conto terzi e mancato rispetto del principio di tassatività di cui al principio contabile 2.25 delle “altre spese per servizi conto terzi” in particolare:
- liquidazione borsa di studio,
- liquidazione fatture relative al servizio di pulizia dei locali;
- spese per pagamento manifestazioni santo patrono;
9. bassa capacità di riscossione dei proventi derivanti da proventi da recupero evasione tributaria,

The Mars Orbiter Mission (MOM), also called Mangalyaan ("Mars-craft" from Sanskrit मंगल mangala, "Mars" and यान yāna, "craft, vehicle"), is a spacecraft orbiting Mars since 24 September 2014. It was launched on 5 November 2013 by the Indian Space Research Organisation (ISRO)
