The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

1.Girl Scouting is non-sectarian, open to all
girls of all faiths who find the Girl Scout
Promise and Law in agreement with their
own moral and spiritual ideas of living. The
whole Movement , however, I based on
religion that is, realization and service of
God, “and the force behind it which gives life
life meaning to every activity. Is a spiritual

5. 2.Every Girl Scout should be encouraged to
attend the services and observe the practices
otheir own church and resect those of others.
3.The Girl Scout organization organizes that
religious institutions can help deepen and
strengthen the Movement. It is interested,
therefore, in having churches sponsor Girl
Scout troops.
6. TYPE OF SPONSORSHIP OF
GIRL SCOUT TROOPS ARE
OSSIBLE FOR RELIGIOUS
INSTITUTIONS
a. When church wishes to organize troop
primarily for its own members, the troop
becomes an integral art of the religious
institution and the Girl Scouts participate in
the whole program –its religious, social and
welfare activities.
7. b.When a church offer a meeting place for a troop of
Girl Scouts various denominations in neighborhood,
participation in the life of the church is no part of the
troop’s program.
4.Local Girl Scouts groups are required to consider
varying religious opinions and practices in choosing
general meeting places, in selecting dates in making
group menus, in providing opportunities for campers
to attend religious services, and in planning so that
program activities do not conflict with religious
observances.
8. B.POLITICAL
1.The Girl Scout organization believes it is
not a function of the Movement to participate
political or legislative action.
2. The Girl Scout Movement is non-political .
It does not affiliate with the organized group
to promote or oppose any local or national
legislation not directly affecting the aims or
9. program of the Girl Scout Movement or
property rights of the Girl Scout
Philippines.
3.No local unit may engage in political
activity contrary to the state policy of the
Organization.
10. 4.Whereas Girl Scout are pledge to
democratic principles and to being active
citizens of the community, the country, and
the world, the Organization believes that it is
part of the obligation, as a national
movement to be aware of and to study
social issues; but only as individuals to take
action on political and legislative matters,
except in cases as previously stated.
11. C.MEMBERSHIP
1.Membership in the Girl Scout Movement is
voluntary. Girls and adults who believe in the
Movement and who accept the principles embodied
in the Promise and Law have the opportunity of
belonging to the organization.
2. Membership in the Girl Scout Movement carries
with it the following obligations.
12. a. The obligation of subscribing to the
Principles of the Girl Scout Movement as
embodied in the Promise and Law
b. The obligation of giving financial
support to the Organization through the
payment of annual membership dues.
3.Active membership as Girl Scout is
granted to any girl who:
13. a.Is from 4 to is years of age.
b.Is a participating member of a troop
which she has met at least four times.
c.Has made the Girl Scout Promise and
subscribed to the Girl Scout Law of the
program in which she is taking part
(Twinkle, Star, Junior, Senior or Cadet).
14. d. Has been endorsed by the local
council to which she belongs.
e. Has paid annual membership fee and
World dues.

16. B. AUXILLARY MEMBERS
1.Honorary Member- Outstanding Citizens
of the Philippines selected by the Central

17. Trefoil Guiders- former members of the

6.Troop leaders should obtain the written consent of or
guardians parents from every girl wishing to join Girl
Scouting and to participate in an activity or outing that is
held at a different lace and time from the regularly
scheduled troop meeting. For example hiking, swimming,
camping, boating, community projects, etc.
7.Bridging activities should be provided for girls moving on
to the next age level as an effective way of showing what
lies ahead in Girl Scouting.
23. 1.Each troop should have a trained troop
leader and co-leader.
2. Troop camping and other outing activities
should have one adult for every 6-8 girls.
3.The Council must organize Barangay Girls
Scout Committees in areas where
there are troops. They are to provide
assistance and support to troop activities.

environment with the least sign of use.
2. Suitability of campsite/venue shall be a basic consideration.
Adequate facilities , source and supplies to support the camp
shall be provided.
3. The written approval of the Council Office is required of every
group under its jurisdiction intending to hold any type of camp or
Star Holiday.
4. There shall be a separate encampments for the girls and boys, A
few joint activities are allowed with adult supervision such as
Camp Ceremonies( Opening, closing, Campfire, Scouts Own,

required to have

be the primary covsideration in any

11. There shall be no smoking, drinking of liquor,
gambling and other vices in camps.
12. Every Girls Scout shall respect the varying
religious opinions and practices of the membership
in planning and conducting activities in camp /star
holiday/twinkle outdoor activities.
13. The Girl Scout Promise and Law shall be the rule
of all times

32. PROCEDURES
Procedure describe the manner in which an activity is
to be carried out, It states , step by step, how
something is to be done, when, and by whom.
The following are the procedure established in
planning a camping activities.
1. Secure a written approval from the Council Office in
holding any type of camp.
2. Secure necessary permission from the owner (private
or public) for the use of the campsite.
33. 3. Check qualifications of campers before
the star of camp.
4. Identify the leaders and staff who will
manage the camp.
5.Check the program of activities vis-à-vis
the badges to be earned
by the campers
6. Prepare budget for the activity
7.Ensure a well- balanced menu.
34. 8.Daily Camp inspection should be done by
the health officer.
9. Prepare beforehand the necessary
equipment and supplies. Campers should
be properly informed of what things they
are supposed to bring.
10 Evaluate the camping activity After the
break camp.
35. 11. See to it that all equipment rented or
borrowed are returned clean.
12.Losses or breakage should be reported
and replaced or paid.
13.Keep accurate records as needed, such as
health, financial, badge or activity records
and submit written report not later than 2
weeks after the camp.
36. GSP POLICIES ON TRAINING
1. Training should stress the acceptance of the Girl Scout
Promise and Law as a code of behavior and a basic
requirement for membership in Girl Scouting.
2. All training and development activities initiated,
sponsored or participated in by the GSP must contribute
to and consistent with its mission, vision, goals and
objectives.
3. GSP training activities shall be designed and
implemented within the framework of accepted principles
of training and development.
37. GSP POLICIES ON TRAINING
4.Training and development activities shall be
systematically and vigorously pursued by the GSP
to continuously develop its members optimize the
effectiveness of the organization.
5. The National Training Committee with the
Training Division at NHQ shall be responsible for
the promotion and effective implementation of
training and development program of the
organization.
38. 6. GSP training should be conducted only by
certified trainers; however prospective trainers
may serve as members of the training team.
7. The patrol system should be used in carrying
out the activities in the training
Program.
8. In all training, trainers should provide the
opportunity to experience actual Girl Scout
Ceremonies such as Colors. Scout’s own and
Campfire.
39. 9 .Training should provide opportunity for
participants to fulfill their religious
obligations.
10. A GSP member who has completed a
training course shall be expected to perform
effectively ones duties and responsibilities in
the organization,
40. GSP TRAINING STANDARDS AND
PROCEDURES
1. A regular training course must have a minimum of
12 and a maximum of 40 Paticipants.
2. A training fee should be collected from each
Trainee every training course . 60% for training and
other incidental expenses the other 40% will
remitted to the region.
3. All trainings should be informal and should project
the element of fun which is typical Girl Scouting
41. 4. Trainings should be the flexible in design
and adaptable.
5. “Learning by Doing or experiential learning
should be emphasized in all trainings.
6. GSP uniform should be worn during
trainings. The Official or business uniform
should be worn during ceremonies while the
casual uniform may be worn during sessions.
42. 7. A training course is conducted by a team
of trainers composed of a Chief Trainer
and Co Trainer who are certified trainers
and assisting trainers among the
prospective trainers.
8. It is the Trainer’s responsibility to conduct
an evaluation and a follow through of the
people she has trained.
43. 9.There should be a team of staff who should
attend to the mechanics of the of the training
composed of a Training Coordinator, Guider-
in-Charge, Business Manager, Quartermaster,
Encoder and Training Assistant. Additional
staff to serve as assistants to any of the
positions may be done as needed particularly
in cases where 2 or more course are
conducted simultaneously with maximum
number of participants.
44. 10. A training budget should beprepared for
each training events and a financial report
submitted after the training.
11 Chores or kapers should be included in
any training program.
12. Service for mails. Loundry and
communication should be provided.
