As per the terms of agreement with the Coast Guard, each state must submit accident reporting data – but if that’s your only interaction with this important information you’re “missing the boat.” In this must-see session, we’ll be exploring why accident reporting and quality data collection are important (including an overview of federal mandates and current use of existing data at the state and federal levels); identification of problems with the data that has been collected to date (including data gaps and analysis issues); what is currently being done or recommended in the future to resolve data issues and make the information collected more valid and valuable (including important changes coming to the accident reporting processes); and how YOU can use past, present and future boating accident data – at the state and federal levels – to identify trends and issues, improve your programs, and measure the success of your efforts in recreational boating safety.

Our model predicts the risk of injury onboard commercial ships compared to historical injury data using ship characteristics data. By determining correlations between characteristics like tonnage, size, age and route type with past injury events, the model can identify ships with an elevated risk level to help inform safety efforts. The data science pipeline involves ingesting accident and ship properties data from various sources, cleaning and wrangling the data, selecting relevant features, building classifiers like random forest models, evaluating performance, and making predictions to power interactive visualizations and applications for maritime organizations. Continued improvements can make the tool more effective for mission planning by maritime agencies.
Improvements to the Category 1 and 2 Vessel Emission Inventory
Eastern Research Group's Richard Billings presented on improvements to the Category 1 and 2 Vessel Emission Inventory for EPA's 2011 National Emission Inventory. Why GAO Did This Study
U.S. maritime ports handle more than
$1.3 trillion in cargo annually. The
operations of these ports are
supported by information and
communication systems, which are
susceptible to cyber-related threats.
Failures in these systems could
degrade or interrupt operations at
ports, including the flow of commerce.
Federal agencies—in particular DHS—
and industry stakeholders have
specific roles in protecting maritime
facilities and ports from physical and
cyber threats.
GAO’s objective was to identify the
extent to which DHS and other
stakeholders have taken steps to
address cybersecurity in the maritime
port environment. GAO examined
relevant laws and regulations;
analyzed federal cybersecurity-related
policies and plans; observed
operations at three U.S. ports selected
based on being a high-risk port and a
leader in calls by vessel type, e.g.
container; and interviewed federal and
nonfederal officials.
What GAO Recommends
GAO recommends that DHS direct the
Coast Guard to (1) assess cyber-
related risks, (2) use this assessment
to inform maritime security guidance,
and (3) determine whether the sector
coordinating council should be
reestablished. DHS should also direct
FEMA to (1) develop procedures to
consult DHS cybersecurity experts for
assistance in reviewing grant
proposals and (2) use the results of the
cyber-risk assessment to inform its
grant guidance. DHS concurred with
GAO’s recommendations.
What GAO Found
Actions taken by the Department of Homeland Security (DHS) and two of its
component agencies, the U.S. Coast Guard and Federal Emergency
Management Agency (FEMA), as well as other federal agencies, to address
cybersecurity in the maritime port environment have been limited.
• While the Coast Guard initiated a number of activities and coordinating
strategies to improve physical security in specific ports, it has not conducted
a risk assessment that fully addresses cyber-related threats, vulnerabilities,
and consequences. Coast Guard officials stated that they intend to conduct
such an assessment in the future, but did not provide details to show how it
would address cybersecurity. Until the Coast Guard completes a thorough
assessment of cyber risks in the maritime environment, the ability of
stakeholders to appropriately plan and allocate resources to protect ports
and other maritime facilities will be lim.
Safety In Numbers
The document analyzes safety incident data reported by observers in the North Pacific Observer Program between 2013-2014. It finds that rates of reported wheelwatch infractions, groundings, and loss of steering were much higher in the partial coverage fleets compared to the full coverage fleet. Meanwhile, rates of fires, crew injuries, and gas leaks were higher in the full coverage fleet. The data provides insights into improving observer safety through fleet education, safety gear improvements, and training. Continued analysis of safety data in future years can help further promote observer safety on fishing vessels.

This document discusses navigational incidents and collisions based on analysis from a P&I club. Some key points:
- Navigational claims are the largest single cause of claims in terms of cost, and this trend is increasing. Over 50% of claims over $1 million in the past 5 years were due to navigational issues like collisions and allisions.

Abstract: This accident report discusses the June 9, 2009, accident involving an Agusta S.p.A. A-109E
helicopter, N606SP, which impacted terrain following visual flight rules flight into instrument
meteorological conditions near Santa Fe, New Mexico. The commercial pilot and one passenger were
fatally injured; a highway patrol officer who was acting as a spotter during the accident flight was
seriously injured. The entire aircraft was substantially damaged. The helicopter was registered to the New
Mexico Department of Public Safety and operated by the New Mexico State Police (NMSP) on a public
search and rescue mission under the provisions of 14 Code of Federal Regulations Part 91 without a flight
plan. The safety issues discussed in this report include the pilot’s decision-making, flight and duty times
and rest periods, NMSP staffing, safety management system programs and risk assessments,
communications between the NMSP pilots and volunteer search and rescue organization personnel,
instrument flying, and flight-following equipment.

Our model predicts the risk of injury onboard commercial ships compared to historical injury data using ship characteristics data. By determining correlations between characteristics like tonnage, size, age and route type with past injury events, the model can identify ships with an elevated risk level to help inform safety efforts. The data science pipeline involves ingesting accident and ship properties data from various sources, cleaning and wrangling the data, selecting relevant features, building classifiers like random forest models, evaluating performance, and making predictions to power interactive visualizations and applications for maritime organizations. Continued improvements can make the tool more effective for mission planning by maritime agencies.
Improvements to the Category 1 and 2 Vessel Emission Inventory
Eastern Research Group's Richard Billings presented on improvements to the Category 1 and 2 Vessel Emission Inventory for EPA's 2011 National Emission Inventory. These improvements provided a more accurate assessment of port and underway emissions using data ERG developed for the 2007 Category 1 and 2 Census study.

Why GAO Did This Study
U.S. maritime ports handle more than
$1.3 trillion in cargo annually. The
operations of these ports are
supported by information and
communication systems, which are
susceptible to cyber-related threats.
Failures in these systems could
degrade or interrupt operations at
ports, including the flow of commerce.
Federal agencies—in particular DHS—
and industry stakeholders have
specific roles in protecting maritime
facilities and ports from physical and
cyber threats.
GAO’s objective was to identify the
extent to which DHS and other
stakeholders have taken steps to
address cybersecurity in the maritime
port environment. GAO examined
relevant laws and regulations;
analyzed federal cybersecurity-related
policies and plans; observed
operations at three U.S. ports selected
based on being a high-risk port and a
leader in calls by vessel type, e.g.
container; and interviewed federal and
nonfederal officials.
What GAO Recommends
GAO recommends that DHS direct the
Coast Guard to (1) assess cyber-
related risks, (2) use this assessment
to inform maritime security guidance,
and (3) determine whether the sector
coordinating council should be
reestablished. DHS should also direct
FEMA to (1) develop procedures to
consult DHS cybersecurity experts for
assistance in reviewing grant
proposals and (2) use the results of the
cyber-risk assessment to inform its
grant guidance. DHS concurred with
GAO’s recommendations.
What GAO Found
Actions taken by the Department of Homeland Security (DHS) and two of its
component agencies, the U.S. Coast Guard and Federal Emergency
Management Agency (FEMA), as well as other federal agencies, to address
cybersecurity in the maritime port environment have been limited.
• While the Coast Guard initiated a number of activities and coordinating
strategies to improve physical security in specific ports, it has not conducted
a risk assessment that fully addresses cyber-related threats, vulnerabilities,
and consequences. Coast Guard officials stated that they intend to conduct
such an assessment in the future, but did not provide details to show how it
would address cybersecurity. Until the Coast Guard completes a thorough
assessment of cyber risks in the maritime environment, the ability of
stakeholders to appropriately plan and allocate resources to protect ports
and other maritime facilities will be lim.
Safety In Numbers
The document analyzes safety incident data reported by observers in the North Pacific Observer Program between 2013-2014. It finds that rates of reported wheelwatch infractions, groundings, and loss of steering were much higher in the partial coverage fleets compared to the full coverage fleet. Meanwhile, rates of fires, crew injuries, and gas leaks were higher in the full coverage fleet. The data provides insights into improving observer safety through fleet education, safety gear improvements, and training. Continued analysis of safety data in future years can help further promote observer safety on fishing vessels.
Navigational incidents and collisions
This document discusses navigational incidents and collisions based on analysis from a P&I club. Some key points:
- Navigational claims are the largest single cause of claims in terms of cost, and this trend is increasing. Over 50% of claims over $1 million in the past 5 years were due to navigational issues like collisions and allisions.
- Analysis of collision statistics from 2000-2010 found the average number of collisions per ship is steadily increasing by nearly 50%. Tankers had fewer collisions on average than container/cargo ships.

Abstract: This accident report discusses the June 9, 2009, accident involving an Agusta S.p.A. A-109E
helicopter, N606SP, which impacted terrain following visual flight rules flight into instrument
meteorological conditions near Santa Fe, New Mexico. The commercial pilot and one passenger were
fatally injured; a highway patrol officer who was acting as a spotter during the accident flight was
seriously injured. The entire aircraft was substantially damaged. The helicopter was registered to the New
Mexico Department of Public Safety and operated by the New Mexico State Police (NMSP) on a public
search and rescue mission under the provisions of 14 Code of Federal Regulations Part 91 without a flight
plan. The safety issues discussed in this report include the pilot’s decision-making, flight and duty times
and rest periods, NMSP staffing, safety management system programs and risk assessments,
communications between the NMSP pilots and volunteer search and rescue organization personnel,
instrument flying, and flight-following equipment.

Regulatory Framework in Europe & the Changes Related to Brexit for PFD's
This session will focus on the regulatory framework surrounding placing PFD’s on the market within the European Union and what is legally required by manufacturers in order to attach the CE mark or Wheelmark to their products. The session will then focus on the legislative changes for placing product on the market in the UK following Brexit with guidance on how to use the UKCA or Red Ensign mark and what is required in order to affix these marks to products for placement on the market. The presentation will also provide service offerings from UL which helps customers to meet their legal obligations when looking to place PFD products on the market in the UK and Europe.

UL R&D Manikin Project Update
The purpose of this presentation is to update the conference attendees on the R&D project that was conducted by UL to compile data on infant and child manikins currently incorporated into various life jacket certifications standards. With manikins not currently an acceptable path towards certification in North America, this project was conducted to start compiling in-water performance to compare to existing human subject data for currently USCG Approved devices and USCG reference test devices.

UL Business Updates
This document provides an overview of UL's business updates for May 2022. It discusses UL's brand presence and leadership in certifying products for safety and sustainability. In 2021, UL issued over 19.8 million personal flotation device labels in the US. The Success & Future Plans for the Sea Tow Foundation's Life Jacket Loaner P...
The Sea Tow Foundation’s Life Jacket Loaner Program began in 2008 and, while there were a number of other loaner programs operating decades before, the Sea Tow Foundation learned from them and has developed a robust program that is easy for local organizations to implement and maintain. As we enter our 14th summer, the Sea Tow Foundation has been able to establish life jacket loaner stations in all 50 states as well as in D.C., American Samoa and the Virgin Islands and that is something that no other life loaner program can claim. Our other successes will be presented as well as discussion of our future plans for the Life Jacket Loaner Program in this session.

LJA and the U.S. National Water Safety Action Plan
The U.S. National Water Safety Action Plan (USNWSAP) will be a strategic, evidence-informed plan, created by experts in drowning prevention and informed by water safety stakeholders and practitioners from across the country, aimed at preventing drowning in the USA. Considering that most prevention needs to happen at the subnational level, the USNWSAP will be a model- based plan, focusing on providing guidance on what a model water safety community, county, and state should look like, as well as identifying national level activities that guide and support subnational efforts. The Life Jacket Working Group has identified 23 recommendations to be included in the USNWSAP.

Life Jacket Website
The Life Jacket Association website provides information about life jackets to recreational boating safety professionals and the public. The website was launched with grant funding from the US Coast Guard. For professionals, it offers training tools, outreach materials, and information on legal requirements and new life jacket labels. For the public, it explains life jacket styles, purchasing tips, and state laws. It aims to educate about the importance of life jacket use through comparison of old and new label systems. Frequently asked professional questions center around terminology changes and ensuring state law and compliance updates with the new labels.
State Boating Safety & Marine Law Enforcement Outreach
We will briefly discuss how two players on the same team approach life jacket messaging. Our officers enforce life jacket laws and encourage the wearing of life jackets. As an outreach coordinator, we remind people of the legal requirements for life jackets when boating, but our main focus is on encouraging everyone to wear a life jacket. This is a different message than delivering the message of mandatory carriage or wear. Our goal is to give a better perspective on the opportunities and challenges the states have in the world of PFDs.

Healing can occur in two ways: Regeneration and Repair
There are 4 phases of wound healing: hemostasis, inflammation, proliferation, and remodeling. This document also describes the mechanism of wound healing. Factors that affect healing include infection, uncontrolled diabetes, poor nutrition, age, anemia, the presence of foreign bodies, etc.
Complications of wound healing like infection, hyperpigmentation of scar, contractures, and keloid formation.
