A proven change agent with over 15 years experience in all aspects of technology assisted workforce development
services to the behavioral health workforce. Prior experiences includes the provision of learning management systems
to a variety of federal entities, state agencies, universities, provider associations and community based agencies in the
behavioral health services continuum. Extensive expertise working with subject matter experts in behavioral health
field to cost effectively instructionally design, develop and deploy existing face to face training and Masters level
courses for deployment in learning management systems. Dissertation study involved 106 community based
behavioral health administrators and compared their capacity to participate in distance learning to 230 direct services
staff. The findings of this study provided valuable insight into instructional design considerations for effectively
delivering technology assisted competency based training for two distinct targeted audiences, comprising the
behavioral health workforce. ( Link to Study .) Highly motivated to continue research that furthers knowledge and
best practices in the delivery of competency based technology enhanced workforce development to the behavioral
health workforce.
SUMMARY OF PROFESSIONAL EXPERIENCE
Significant research on perception of readiness of the behavioral health workforce to utilize distance learning within a
social constructivist on- line learning environment. (Dissertation 2011). Proven experience applying adult learning
theory to training the behavioral health workforce following the ADDIE instructional design model utilizing
Synchronous, Asynchronous and Blended instructional delivery modalities.

EMPLOYMENT HISTORY
6/96-Present: Vice President, Solutions of Substance, Inc.
Provide consultation services for all phases of deployment of training in an on-line learning environment. Services
provided include: instructional design, web design, curriculum development, competency measures, ROI evaluations,
learning management systems, live training delivery, blended learning environments, online learning collaboratives, blogs
and delivery of training on hand held devices. Also provide consultation for computer training for clients and staff,
internet bases human resource management systems for use within learning management systems.
10/98 - 5/99 - Campus South Director, Key West Housing Authority - Collaborated with the Key West Housing
Authority to develop and implement a welfare reform initiative to move residents in addiction treatment from welfare to
work, and from public housing residency to homeownership. This innovative program was operated “campus style” with
educational classes on life skills, computer training, family skills, credit counseling, budgeting, first time home ownership
and other classes designed for public housing residents to achieve self sufficiency. The program was developed for the
purpose of utilizing technology to provide services.
2/96 - 10/98 - Key West Housing Authority/Boys and Girls Clubs Executive Director - Founded a new Boys and Girls
Club organization in Monroe County. Within 12 months developed an annual operating budget of $470,000 and
established substance abuse prevention and youth development programs in 3 public housing communities. These newly
established services summarily serve 700 youth. Major resource development was also undertaken to include funds from:
the Governor’s office; the Juvenile Justice Department; Housing Authorities; United Way; School Board; Central Child
Care Agency; and city and local government. Duties included developing effective working relationships with public
housing representatives, school board members, local government leaders, Juvenile Justice Boards, Court System, and
other local partners. Other job duties included: board development; contract negotiation; financial development; human
resource management and development; general business management, marketing and strategic planning.
1993 - 1996 - Executive Director, Boys and Girls Clubs of Lee County, Florida - Took over a fledging Boys and Girls
Club organization in Lee County that had only three board members, one unit of service and an extremely poor public
reputation. Developed competent volunteer board leadership, six units of service and an operating budget that increased
from $86,000 annually to $476,000 for a 9-month operating period. Increased youth served annually from 150 to 1200.
1991- 1993 - Executive Director, Boys and Girls Clubs of Anderson County, South Carolina.
Responsible for the overall operation of a Boys & Girls Club organization with an operating budget of $190,000 annually.
Established a new unit of service in public housing with Youth Sports and Drug Elimination Grants. Also provided
technical assistance in the establishment of a new Boys & Girls Club organization in Toccoa Georgia.
1977 -to 1991 - Unit Director of Lafayette Louisiana; Unit Director of Orlando Florida; Program Director of Gaffney
South Carolina; Job Placement Coordinator; Group Home Counselor for delinquent youth; Counselor for a residential
treatment center for autistic adolescents. Active club member Pine Hills Boys & Girls Club Orlando, Florida (1967-1977)
and participated daily in programs.
