This document contains the outline for a session on data management and sharing from the Force 11 Scholarly Communications Institute Summer School. The 30 minute session will discuss what constitutes research data, getting started with data management, and the value and benefits of open data sharing versus closed or restricted models. It provides examples of the economic value of open research data in Australia and the United States. It also explores what types of data may never be openly shared and discusses mediated access to certain types of sensitive data.

11. The data deluge
Huge volumes of research data, largely born
digital and enabled by vast advances in
computing power, are being generated
worldwide.
Research data are increasingly valued by
research funders, institutions, governments,
publishers and researchers themselves.
As the volume and complexity of digital
research data increases, so does the need to
address the challenges of managing,
selecting, retaining and storing it.

13. Value of data
The economic value of [Australia's] research
data is becoming increasingly apparent. At the
heart of unleashing this value is making the data
openly available to stimulate research,
innovation and industry.

14. Potential of data
It is estimated that the value of data in Australia's public research
to be at least $1.9 billion and possibly up to $6 billion a year at
current levels of expenditure and activity. Research data curation
and sharing may well be worth at least $1.8 billion and possibly
up to $5.5 billion a year, of which $1.4 billion to $4.9 billion
annually is potentially yet to be realised. Hence, any policy and
research data infrastructure around publicly-funded research
data should aim to realise as much of this unrealised value as
practicable.
Overall the report shows that a relatively small investment in a
combination of data policy and infrastructure provides a
significant increase in value to Australian innovation, research,
and the broader economy.

15. And in the USA…
The value of Federal Open Data to the United States has been
estimated at hundreds of billions of dollars. The U.S. Department of
Commerce calculates that internet publishing, consulting and market
research firms use this data to generate more than $200 billion in
revenues each year. Other studies have found that U.S. weather,
GPS, Census, and health data support billions more in revenue in
other sectors.
