Centers of Excellence in Monitoring and Evaluation: An Approach to Improving ...
The USAID-funded MEASURE Evaluation project supported the Ministry of Health in the Democratic Republic of the Congo (DRC) to establish centers of excellence (COE) to improve data quality and use at health facilities. The COE program provided training to healthcare workers on health information systems, data collection and analysis. It equipped facilities with data management tools and implementation support. Initial results found improved health information management at COE facilities, though data use for decision making was still limited. The COE model was then expanded to additional health facilities in targeted health zones.

Dispersed populations and hilly terrain in Rwanda make access to health facilities difficult. The country has implemented several e-Health and mHealth systems to address this, including mUbuzima, a community health information system called SISCOM, and RapidSMS. SISCOM data is now used for performance-based financing payments to facilities. Sustainability challenges include costs of phones, communication fees, and infrastructure like electricity. Lessons learned include the need for careful planning given the enormous scale of rollouts and opportunities for public-private partnerships to reduce costs.

Objectives:
To strengthen/maintain decentralized laboratory based IT enabled disease surveillance system for epidemic prone diseases to monitor disease trends and to detect and respond to outbreaks in early rising phase through trained Rapid Response Team (RRTs)

Integration and decentralization of surveillance activities through establishment of surveillance units at Centre, State and District level.
Human Resource Development – Training of State Surveillance Officers, District Surveillance Officers, Rapid Response Team and other Medical and Paramedical staff on principles of disease surveillance.
Use of Information Communication Technology for collection, collation, compilation, analysis and dissemination of data.

Remote sensing and GIS- role in IPM

Using mobile phones for nutrition surveillance a review of evidence

It identifies 9 studies that assessed the impact of mobile phone-based surveillance systems, mostly in sub-Saharan Africa. The information technology played an important role in information
and knowledge dissemination in the last decade. The usage of IT to
transfer information and knowledge in the animal health care domain
using expert systems is one of the areas investigated by many
institutions. The current era is witnessing a vast development in all
fields of animal health care. Therefore there is a need for an
unconventional method to transfer the knowledge of experts in this
domain to the general public of livestock holders, especially that the
number of experts in new technologies is lesser than their demand in a
certain domain. The transfer of knowledge from veterinary consultants
& scientists to livestock holders represents a bottleneck for the
development of animal health care in any country. Expert systems are
simply computer software programs that mimic the behaviour of human
experts. They are one of the successful applications of the Artificial
Intelligence field, a branch in Computer Science that investigates how
to make the machine think like human or do tasks that humans do.
Expert Systems are very helpful to ensure an effective and nationally
coordinated approach in response to emergency incidents and in routine
bio-security activities. Such systems enable better management of the
information and resources used to manage animal’s diseases and
emergency responses to incursions.
Real-Time Biosurveillance Program Pilot - India & Sri Lanka
The Biosurv program was tailored for a range of functions. Its main objective program was the rapid detection and
notification of any possible health outbreak using cutting edge information processing technology. The
mHealthSurvey application takes a few seconds to enter each patient's disease information. This rich dataset is sent over the existing commercial GPRS channels to
a centralized database. With such techniques, the
incoming health data can be automatically monitored for unusual changes in the numbers of reported disease
cases. The same data is also used to characterize statistical relationships between all available combinations of reported genders, locations, ages, symptoms and signs, etc., even if the number of such combinations is
prohibitively large for humans to process. That enables epidemiologists to pin down a potential outbreak of, for
instance, a gastrointestinal disease among children living in the Southwestern suburbs of the city, before it
spreads to other areas or to other demographic groups. T-Cube Web Interface (TCWI) and its underlying disease
outbreak detection algorithms are capable of reducing time-intensive calculations involved in such analyses from
hours or days down to as quick as turning on a light switch.

Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.
