Raj to ‘in principle’ follow Punjab in nullifying farm laws soon: CM

Jaipur: In order to neu-
tralize the three new
agricultural laws of the
Central government,
the Rajasthan govern-
ment will also pass
three new bills in the
Assembly on the lines
of Punjab government.
The state government
will call a special ses-
sion of the Assembly in
the first week of No-
vember for the purpose.
This decision was taken
in the meeting of the
Council of Ministers
held at the Chief Minis-
ter’s residence on Tues-
day night under the
chairmanship of Chief
Minister Ashok Gehlot.
Congress President
Sonia Gandhi and party
leader Rahul Gandhi
had instructed the Con-
gress-ruled state gov-
ernments to call the As-
sembly session and
pass a resolution to by-
pass the laws of the
Centre in their respec-
tive states.
Rajasthan govern-
ment was awaiting Pun-
jab government’s move
in this matter. On Octo-
ber 12, there was a meet-
ing of Gehlot govern-
ment’s Council of Min-
isters on this matter,
but no decision could be
taken then.
However, the Punjab
government, on Tues-
day, passed a resolution
against the Centre’s
Laws in a special ses-
sion of the Assembly.
Also, three new bills
were passed by Punjab
Assembly. On receiving
this information, Chief
Minister Ashok Gehlot
immediately convened
a meeting of the Coun-
cil of Ministers and
asked to take a decision
for Rajasthan on the
lines of Punjab itself.

resolution in the As-
sembly, under which the
government has passed
three new laws which
included different pro-
visions from the Centre.
During the meeting
on Tuesday, the Council
of Ministers empha-
sized on the need of pro-
curement of crops at

discussion was also
held on restoration of
the rights of the civil
court for settlement of
disputes between farm-
ers and traders related
to purchase of crops.

Punjab Legislative As-
sembly on Tuesday
unanimously passed
four Bills to negate the
Centre’s three conten-
tious farm laws. The
legislations were
backed by the Opposi-
tion parties, including
SAD, AAP and MLAs of

The Bills seek to
amend the Farmers Pro-
duce Facilitation Act,
the Farmers Agreement
and Farm Services Act,

ment’s legislative coun-
ter provides for impris-
onment of not less than
three years and fine for
sale or purchase of
wheat or paddy under a

party prez Shahzad
Khan joined the BJP
ahead of the municipal
corporation elections.
The development is con-
sidered a setback to the
Congress and is likely to
benefit BJP in the mi-
nority-dominated areas.
Khan, who joined the
saffron party in the
presence of state BJP
president and MLA
from Amer Satish Poo-
nia, said he resigned
from the Cong in view
of the anti-Muslim poli-
cies of Congress in tick-
et distribution. “I will
now work for the BJP
under the leadership of
Satish Poonia,” he said.
Khan also applauded
PM Narendra Modi’s
‘Sabka Saath, Sabka Vi-
kas, Sabka Vishwas’ slo-
gan. He said he would
work to connect the mi-
nority communities
with the BJP.
The ruling Congress
has started the manage-
ment of rebels most of

Jaipur: More than 21
lakh voters have a
chance to use their fran-
chise to select the local
government in six mu-
nicipal corporations.
Though a large number
of new voters have been
added, the major influ-
ence in the Jaipur mu-
nicipal corporation
elections will be of vot-
ers aged between 26 to
59 who form the largest
chunk of the franchise.
Of these, the voters
aged between 36 and 59
form more than 45 per-
cent of total voters in
both JMC Heritage and
Greater. This means the
fate of 250 candidates is
in the hands of these
mature voters, rather
than the youth.
According to the dis-
trict election office sta-
tistics, there are a total
of 21 lakh, 61 thousand
901 voters, in both mu-
nicipal corpora-
tions. Of these a total of
12 lakh 29 thousand 60
votersareinJMCGreat-
er while in JMC Herit-
age more than nine
lakh voters are regis-
tered. A total of 28
transgenders are also
registered in both cor-
porations.
This time the candi-
dates have got very lit-
tle time for canvassing.
There is also a chal-
lenge before the elec-
tion officials as the
number of wards have
been increased from 91
to 250 by bifurcating the
JMC into two. The elec-
tion department offi-
cials are, however, con-
fident of holding free
and fair elections as re-
cord polling was report-
ed in recently held pan-
chayat elections despite
the corona scare.
In JMC Greater, the
BJP and the Congress
have fielded 22 and 24
candidates respectively
less than 30 years. In
JMC Heritage, 50 candi-
dates are between 31
and 45 years of age. The
youngest candidate is
21-year-old.

Udaipur: A panther at-
tacked and killed
a four-year-old girl on
Monday evening in
Peepar village of
Gogunda area in
Udaipur district, said a
police official. The
predator caught the
victim from the neck
and dragged her inside
the forest area near the
farms where she was
sitting. After the inci-
dent, the forest staff
has been searching for
a predator and have in-
stalled cages to catch it.
The incident oc-
curred a few days af-
ter a woman, who had
gone to collect grass
from a forest area
near Udaipur-Ban-
swara highway, on Oc-
tober 15, was mauled
by a panther. The
woman was about 300
meters inside the for-
est areas and badly
mauled. The post mor-
tem took place on
Tuesday morning.

was arrested for alleg-
edly taking a bribe of
Rs 3,500 for mutation
work in Jodhpur dis-
trict. The accused Pat-
wari Pavan Kumar,
posted in Sanvreez un-

from one Pappu Ram
for the mutation work.
After verification of
the complaint, a trap
was laid by the anti-cor-
ruption bureau and the
accused was held while
accepting the bribe
amount in his house lo-
cated in Sanjay Nagar
near Rai ka bagh in Pha-
lodi. He had put the
bribe amount in the

and found unaccounted

ers gave a quick mes-
sage that the party had
given them a chance af-
ter consultations and
discussions as such
they should not leave
any stone unturned to
emerge victoriously.

and mutual discussions
at the organisation lev-
el. There are other eli-
gible candidates also
and it is not that only
those given tickets are
eligible. But the organi-
sation gives responsi-
bility after mutual con-
sultation and discus-
sion and it is now your
responsibility to fulfill

The candidates were
directed to reach out to
the rebels who have
filed nomination as in-
dependents and to per-
suade them to support
the party candidates.
“You should visit their
houses and talk to them

the organisation all
were workers and no
one was above or below
anyone. All BJP work-

of Corona on Tuesday
continuing with the
new trend on the third
consecutive day.
According to the health
bulletin, 1,55,095 people
have been discharged
after treatment.
So far, the maximum
COVID-19 deaths have
been reported from
Jaipur (353), followed
Jodhpur (169), Bikaner
(131), Ajmer (129), Kota
(113) among others.
Maximum 386 new cas-
es of Covid-19 were re-
ported from Jaipur, as
usual, followed by 233
from Jodhpur.
155 cases were from
Alwar, 148 from Bikan-
er, 121 from Ajmer, 102
from Udaipur, 101 from
Sikar, 99 from Gangana-
gar, 90 from Nagaur, 74
from Kota, 70 from
Bharatpur, 66 from
Jhunjhunu, 43 from
Jaolre, 37 from Pali, 28
from Barmer, 23 from
Churu, 18 from Hanu-
mangarh, 17 each from
Bhilwara & Dausa, 12

The tally for the total
infected so far has

jaipur, Kota, Rajsa-

while 2,522 patients re-
covered in the past 24
hours.

In pre- Covid times, it
was the ‘price war’ be-
tween the airlines but
post Covid, the passen-
ger hungry airlines
have targeted railway
tracks too. The strategy
of this ‘price war’ can
be understood from the
train connectivity to
Chennai, which is zero
as of now and therefore,
the air fare is as high as
Rs7-8000, but on all the
train routes with good
connectivity, the air-
lines are charging a pre-
mium of 15-30%.

induced hearing in the
matter of notices for
disqualification issued
by Assembly Speaker
to rebel Congress
MLAs during which an
application was moved
for rejecting all peti-
tions.
The application was
moved by Mohanlal
Nama through his
counsel which was op-
posed by the Advocate
General, who argued
that the division bench
has kept two legal
points in the matter
under consideration
and no decision on the
petitions should be
taken till the legal
points are not decided.
In the application, it
was prayed that it was
a political matter and
both the factions are
now united and there-
fore, all petitions in-
cluding one filed by
Prithviraj Meena
should be rejected with
heavy penalty.
During the hearing,
justice Sabina made a
verbal remark whether
there is anything left in
the petitions.
After the hearing,
the High Court posted
the matter for next
hearing on December 2
this year.

The hearing over

The ban on recov-

estival season is here. And the end
of the lockdown has given the fes-
tive spirit the buoyancy it de-
serves. Lest the people lower their
guard to enjoy the festive mo-
ments, Prime Minister Narendra Modi in his
short address reminded them that while the
lockdown may have ended but the novel coro-
navirus has not gone. He warned them
against throwing caution to the wind as they
celebrate Durga puja, Dussehra, Diwali,
Chhath Puja, and Eid Milad un Nabi and ad-
vised them to follow the necessary pandemic
protocols of wearing masks and maintaining
a safe distance with one another.
The prime minister said that corona cases
in India were on the decline, the recovery rate
was high and the fatality rate was low. He com-
pared the situation in India with that in Bra-
zil, the US, Spain, and Britain where the fatal-
ityratewas600outof every10lakhpopulation
against India’s 83. The PM emphasized that
despite the recovery rate being high, compla-
cency could ruin the success story.
“In this festive season markets are bright
again but we need to remember that the lock-
down might have ended but coronavirus still
persists. With the efforts of every Indian over
the last seven-eight months, India is in a sta-
ble situation, we must not let it deteriorate,”
the PM said.
The “bright markets” have brought with
them the fervent hope of an economic re-
vival and a boost in consumer demand dur-
ing the festival season will help the green
shoots visible in the economy take firm
roots. Indicators show that there is an in-
crease in electricity and fuel consumption,
inter and intra-state movement of goods, and
retail financial transactions. Driving the up-
swing is the agriculture sector which expects
a bumper Kharif harvest.

peopledonotheedtheprimeminister’sadvice.
And the people have really stopped fearing the
virus probably because of the high recovery
rate and low fatalities. That the people just
don’t seem to care can be seen in markets that
are bustling with crowds without masks and
social distancing. It was also demonstrated at
the Banke Bihari temple in Vrindavan. With
more than 25,000 devotees turning up to offer
prayers after the temple was opened, it had to
be shut indefinitely just after two days.
Puja pandals in West Bengal and elsewhere
could turn into hotspots if the Banke Bihari
temple incident gets repeated there. The Kol-
kata High Court has decreed that the pandals
will remain out of bounds for visitors but
puja organizers have sought a review of the
order. Thankfully, Ramlilas have either gone
digital or are being performed sans crowds
without any fuss.
In Europe, America and Britain Covid-19
has made a comeback leading to fresh lock-
downs. It is up to us to ensure that we do not
face another phase of confinement.

US President
Donald Trump issued exec-
utive orders purging criti-
cal race theory (CRT) from
diversitytraining inUS fed-
eral agencies. According to
the first order issued on
September 4, “The divisive,
false,anddemeaningpropa-
ganda of the critical race
theory movement is con-
trary to all we stand for as
Americansandshouldhave
no place in the Federal gov-
ernment.” The order refers
to diversity training that
involves discussions of
white privilege and the sys-
temic forms of racism that
are embedded within US
history and institutions.
Accordingtothepresident’s
most recent Executive Or-
der on Combating Race and
Sex Stereotyping issued on
September 22, the so-called
“destructive ideology” of
white privilege is “ground-
edinmisrepresentationsof
our country’s history and
its role in the world.”
It is significantthatthese
directives follow months of
nationwide protests
against racism in policing
and the criminal justice
system. The interdiscipli-
nary field of critical race
theory occupies an impor-
tant position in the ideo-
logical basis of the Black
Lives Matter movement.
Activistsprotestingagainst
systemic racism have made
a point of acknowledging
the many important criti-
cal race theorists and phi-
losophers of the past and
present who have advanced
struggles for racial justice.
The radical right has taken
note of the relationship be-
tween CRT and Black Lives
Matter. Breitbart News, for
example, defines CRT as
“the leftist, racist doctrine
that forms the intellectual
underpinnings of Black
Lives Matter, Antifa, and
other radical organizations
currently engaged in un-
rest on America’s streets.”
CONTEXT AND
REACTION
The Trump administra-
tion’s censorship of CRT is
an effort to counter the
scholarly and intellectual
critique that has been inte-
gral within advocacy and
policy change to advance
racial, sex and gender jus-
tice. It is the ability of CRT
to name and challenge sys-
temic racism that makes it
confrontational to the abil-
ity of white and male priv-
ilege and power to remain
unmarked, unnamed, and
unchallenged. In their re-
sponse to Trump’s direc-
tive, the deans of all five
California’s law schools
stated that “CRT invites us
to confront with unflinch-
ing honesty how race has
operated in our history
and our present, and to rec-
ognize the deep and ongo-
ing operation of ‘structur-
al racism,’ through which
racial inequality is repro-
duced within our econom-
ic, political, and education-
al systems even without
individual racist intent.”
Critical race theory has
been put into practice
through diversity educa-
tion and training, showing
how racism and sexism are
not merely beliefs held and
perpetuated by individu-
als, but that these and oth-
er forms of discrimination
and exclusion are institu-
tional and systemic. To
eliminate CRT is to censor
words and concepts like in-
tersectionality, implicit
bias, stereotyping, stigma,
whiteness, white privilege,
and systemic and institu-
tional racism, which effec-
tively closes down process-
es of naming and unlearn-
ing unearned privileges
associated with one’s race
and gender.
CRT and cognate forms
of diversity training have
become important means
of advancing the equal rec-
ognition and rights of
those who have been his-
torically excluded and vic-
timized on the basis of
their race, gender, disabili-
ty or sexual orientation not
only in the United States
but in many parts of the
world. In South Africa (the
main context in which this
author conducts research
and teaching), CRT has
been integral within ef-
forts to name and challenge
the persistence of white
supremacy and white priv-
ilege in public and private
sectors. Critical diversity
studies has also emerged as
arecognizedacademicfield
and area of professional
development and training
in South Africa.

Undeniably, management
has focused on profits. This is
what they are supposed to do. It
is the fiduciary bargain that
gets struck. Their creed is to
maximise shareholder value.
Social responsibility is mostly
a matter of compliance with
the law. Now that thinking has
to change. For corporate insti-
tutions to flourish it is impor-
tant to always adapt to the con-
text. Corporations that endure
for generations have a cohesive
corporate community with a
strong sense of identity. They
have loved brands with strong
consumer communities. They
are prudent and conservative
in financial matters.
TheFortune500wasfirstpub-
lishedin1955wasledbyGeneral
Motors, a company that held the
top position for more than 30
years. It was a pillar of the US
economy. In 2009 it went bank-
rupt. Through the Troubled As-
set Relief Program, the US
Treasury invested a total of $51
billion into the GM bankruptcy.
Today, capital is abundant.
The skills, capabilities, and
knowledgeof peoplearescarce.
Learning is tomorrow’s capi-
tal. Data is the new oil. Every
company needs to grapple with
continuous change.
To survive and flourish -busi-
ness owners, executive man-
agement, corporate boards, and
senior operations executives
must dedicate a great deal of
time to nurturing their people.
The essence of wealth crea-
tion in the new economy is the
deployment of creative capabil-
ity. All companies desperately
need high learning and innova-
tion. Corporations have to turn
into networks. They have to
look beyond being limited lia-
bility companies, a legal frame
dating back to the 19th-century
industrial enterprises. They
have to see themselves as living
systems composed of other liv-
ing systems — the people who
worked for them and their allies
and partners. A company’s suc-
cess no longer depends primar-
ily on its ability to raise invest-
ment capital. Success depends
on the ability of its people to
learn together and produce new
ideas. The corporations that are
ready to survive and thrive for
long do not see themselves pri-
marilyaseconomicunitstopro-
duce profits.
Today, in the Fortune 500, the
companies which consistently
rise —Amazon, Facebook, eBay,
Microsoft, Google, Netflix, —
have relatively few capital as-
sets. The difference between
their high capitalized share val-
ues and the low values of capi-
tal assets on their balance sheet
represents a valuation of the
intellectual capability of their
humancomponents.Inthemost
successfulcompanies,thisvalu-
ation is comparatively high.
Most of the longest surviving
corporations –Unilever, Nestle,
GE, Coca-Cola - now recruit top
people from the outside, which
they rarely did before. They
have gone past the logic of
growing their own timber.
If society thinks of compa-
nies primarily as limited-liabil-
ity organizations, with power-
ful fiscal legislation protecting
them — and if managers have
been taught at business school
only about efficiency and bot-
tom-line return on investment
capital — then we will struggle
with the more profound con-
cept of work communities. We
will have a hard time making
the transition to a world where
capital only has a secondary
role to play, and where people
shouldn’t pay more for capital
than its market value.
Conventional business must
recognize that the new busi-
ness reality is about people.
They must see that their criti-
cal competitive success factor
is producing more talented out-
put than their competitors.
They can only accomplish this
by getting people to learn and
to work together better.
We all must pay heed to the
human side of the enterprise
and ensure that companies
must be fundamentally hu-
mane to prosper.

New Delhi: India has
the largest number of
COVID-19 recovered
cases in the world and it
stands second in terms
of the number of tests
conducted in any coun-
try, Union health secre-
tary, Rajesh Bhushan
said on Tuesday.
“We have the largest
number of COVID-19
recovered cases in the
world and we stand sec-
ond in terms of the
number of tests con-
ducted in any country.
The COVID-19 recover-
ies have crossed 67
lakhs in India. We have
conducted more than
9.6 crore COVID-19 tests
in the country,” Bhush-
an said during a press
conference on COV-
ID-19 situation in the
country. While many
countries have reported
a surge, India has re-
corded 310 cases per
million in the last 7
days, which is amongst
the lowest globally,
Bhushan said.
“Similarly, India has
recorded 83 deaths per
million in the same pe-
riod, which is also
amongst the lowest
globally. The recovery
rate, at present being
88.63 per cent and con-
tinues to improve. Si-
multaneously, active
cases are now below 7.5
lakhs and continue to

78% of new recovered COVID-19
cases emerge from 10 states/UTs
New Delhi: Union Min-
istry of Health on Tues-
day said 78 per cent of
the new recovered coro-
navirus cases are ob-
served to be concentrat-
ed in 10 states/Union
Territories (UT) and 75
per cent of the new con-
firmed cases are from
10 states and UTs.
Maharashtra, Karna-
taka and Kerala con-
tribute more than 5,000
to the new confirmed
cases, according to the
ministry. India has
leaped across several
significant milestones
in its fight against COV-
ID-19. The new con-
firmed cases in the last
24 hours have fallen be-
low 50,000 (46,790) for
the first time in nearly
three months. The new
cases were 47,703 on
July 28. With a high
number of COVID-19
patients recovering eve-
ry day and the sus-
tained fall in the mor-
tality rate, India’s
steady trend of dipping
active cases continues.
The percentage of ac-
tive cases has fallen be-
low 10 per cent. The to-
tal positive cases of the
country are less than
7.5 lakh (7,48,538) and
comprise merely 9.85
per cent of the total
cases.
The ministry said,

‘6 prisoners infected with COVID-19 in Delhi jails’
New Delhi: The jail
authorities submitted
before the Delhi High
Court on Tuesday that
six prisoners, who are
lodged in several jails
in the national capital,
are currently infected
with COVID-19. The

mitted that there are
2,318 prisoners in-
volved in heinous
crimes who have been
granted interim bail
by the High Court and

port said another 2,907
prisoners involved in
minor crimes have

to curb illegal sand min-
ing in the state is wit-
nessing positive results
in the first week. Strict
action has been taken in
variousdistrictsleading
to FIRs being registered
andpeoplebeingbooked
under the law. not just
tonnes of sand have
been seized, several ve-
hicles engaged in dig-
ging and transportation
have also be confiscated.
As many as 60 FIRs
have been registered in
connection with illegal
sand mining, transpor-
tation in 8 districts of
Rajasthan under a spe-
cial campaign.
In the campaign
which was started from
October 15, two more
districts of Pali and
Udaipur too have been
included.Withtwomore
districts, the campaign
is now being run in 10
districts, additional
chief secretary (mines)
Subodh Agarwal said.
Of the total 119 mat-
ters of illegal mining,
transportation and stor-
age, 36 are in Bhilwara,
25 in Jaipur, 15 in Tonk,
6 in Chittorgarh, 12 in
Rajsamand, 14 in Sawai
Madhopur, 1 in Dholpur
and 10 in Jodhpur.
Agarwal informed
that 36 FIRs were regis-
tered in Bhilwara, 1 in
Jaipur, 13 in Tonk, 4 in
Chittorgarh, 2 in Rajsa-
mand, 3 in Jodhpur and
1 in Sawai Madhopur.
A total penalty
amount of Rs 7,79,383
including Rs 6.26 lakh in
Jodhpur and Rs 1.52
lakh in Rajsamand, was
recovered.
81 vehicles and ma-

The project was to be
started in April this
year but even before
the first brick
could be laid, Cov-
id-19 pandemic
shut the tour-
ism not only

the globe.

ated so much strain on
the economic resources
that now the project has
been put on the back
burner.
Covid-19 pandemic
has affected the whole
world but tourism is
one of those sectors
which has been most af-
fected by the pandemic.
In Rajasthan, all the
tourist destinations

Industries department holds stakeholders meet to discuss logistics

Jaipur: The state in-
dustries department
has initiated efforts to
address the logistic is-
sues of local business-
es in post COVID sce-
nario. The department
has invited sugges-
tions and grievances
from various stake-
holders and is extend-
ing raising them ahead
of concerned state and
central government
authorities. As a first
step in the direction, a
webinar was held on
Tuesday involving ex-
porters and senior of-
ficials from CONCOR,
AAI, Customs, sales
tax, transport, Agri-
culture Marketing
Board, RSIC and other
concern departments.
“Increasing exports
is a focus area of state
and central govern-
ment. The process has
been impacted by COV-
ID and the state indus-
tries department is
making efforts to fa-
cilitate restoring the
disrupted trade. The
webinar is an effort in
the direction provid-
ing platform to the ex-
porters and we look
forward to more such
interactions in fu-
ture,” said Industries
Commissioner, Archa-
na Singh.
Logistics cost is esti-
mated to be around 14
percent on goods in In-
dia, government vi-
sions to reduce it to 8
-10 percent. This webi-
nar hosted by indus-
tries department is an
initiative in the direc-
tion. The state govern-
ment under Chief Min-
ister Ashok Gehlot has
laid out new invest-
ment scheme and in-
dustrial policy. The
government has re-
laxed norms for new
startups and has been
working to strengthen
the logistic network.
The webinar drew
concern towards the
shortage of containers
being experienced in
several depots. It was
informed that a de-
cline in imports due to
COVID has disrupted
the balance of contain-
er availability. On the
issue Chief General
Manager of CONCOR,
Sunil Gupta gave in-
sights of the present
situation and efforts
being made to restore
balance of demand and
supply. This year the
CONCOR depot at
Jaipur has received
nearly 8 thousand less
containers due to de-
cline in imports, how-
ever, the situation has
shown some improve-
ment since second half
of September.
Speaking at the we-
binar, Director of
Jaipur International
Airport JS Balhara
also suggested of im-
provement in Air Car-
go transportation fa-
cility. He informed that
the development of air
cargo terminal is in
full swing and domes-
tic cargo transporta-
tion facilities from ter-
minal are expected to
commence from De-
cember this year. The
international cargo
facilities are expected
to commence by Feb-
March from new ter-
minal. The air freight
from Jaipur airport
has increased by four
folds from between
2014-20. Though there
is a considerable im-
pact of COVID this
year, the situation has
been gradually im-
proving.

reaucrats such as MD
Rajasthan Small In-
dustries Corporation,
Dr Samit Sharma. The
industries department
further asked the ex-
porters and importers
to submit their logistic
related grievances
with the department.

Jaipur: Chief Minis-
ter Ashok Gehlot has
written a letter to
Prime Minister Shri
Narendra Modi said
that the amendments
made in the provi-
sions of the Banking
Regulation (BR) Act
will adversely affect
the basic spirit of the
Cooperative Banks
and the Cooperative
movement in the
states. He requested
the PM to reconsider
the said amendments
and restore the ear-
lier system.
Gehlot wrote that re-
cently the BR Act was
amended to make Sec-
tions 10 and 10A of the
Act operational for the
Cooperative banks by
passing a bill in the
Parliament. It has
been made compulso-
ry for 51% members of
the Board of Directors
of Cooperative Banks
to have professional
experience. This con-
dition is not practical,
he wrote.
The Chief Minister
further wrote that in
the new regime, allo-
cation of sharehold-
ing and the right to
issue shares and secu-
rities by the share-
holders of the Coop-
erative Banks would
be determined by the
Reserve Bank of India
(RBI) under Section
12 of the Act. This
provision of keeping
the Cooperative banks
at par with the com-
mercial banks, is con-
trary to the basic prin-
ciple of the Coopera-
tive that is ‘One Per-
son - One Vote’.
Gehlot stated that in
the situation of the of-
fice-bearers of the Co-
operative Society hav-
ing dereliction in duties
or maintenance of
standards, the Regis-
trar, Cooperative Socie-
ties vested the rights to
dissolve the Board of
Directors of the con-
cerned Cooperative
bank under various
provisions of the Ra-
jasthan Cooperative So-
cieties Act, 2001. Also,
on finding any financial
irregularity by a coop-
erative bank, there is a
provision for the Regis-
trar, Cooperative Socie-
ties to dissolve the
Board of Directors on
recommendation of the
RBI. But, through the
said amendments in the
BR Act, all such rights
have been vested with
the RBI. In the new sys-
tem, the Cooperatives
Department of the state
government will have
no effective control on
the Cooperative Banks.
The Chief Minister
wrote that such amend-
ments were against the
basic principles of the
very idea of coopera-
tives. He requested the
Prime Minister that
in view of rural back-
ground of the mem-
bers of Cooperative
Banks, the earlier sys-
tem of shareholding
and monitoring and
regulation of these
banks be restored.
Also, the mandatory
provision for profes-
sional experience of
the Cooperative mem-
bers and other such
amendments should
be reconsidered in
the interest of basic
spirit of Cooperative
Banking.

sion on Tuesday.

with full quorum took
place at the RPSC office.
The meeting which last-
ed for around 2 hours
took up many impor-
tant pending issues of
the RPSC.
Chairman Dr Bhu-
pendra Yadav said
that the decision to
hold the pending ex-
ams as soon as possi-
ble was taken in the
meeting and the task
to timely prepare the
calendar for the com-
petitive exams was
also decided.
Dr Yadav assured
that all the pending
technical issues will
also be resolved soon.
Although the most crit-
ical issue of the inter-
view of the successful
RAS (Mains) candi-
dates could not be de-
cided in the meeting
but Dr Yadav assured
that a decision on the
RAS interviews will
also be taken very

days when his friends
and family members
were close to him to aid
