Athawale on Tuesday
tested positive for
Covid-19 and was admit-
ted to Bombay hospital,
his party informed on
Tuesday. According to
Mayur Borkar, the PRO of
Republican Party of India
(Athawale) (RPI-A), his
results were released on
Tuesday morning. “Athawale has tested positive
and is now admitted in Bombay Hospital,” he said.
Incidentally, Athawale had held a press conference
on Monday where he had inducted actor Payal
Ghosh in the RPI-A. Though Athawale wore a
mask, it did not cover his nose.

private company KEDL
has emerged as a key
poll issue apart from
other issues like roads,
electricity, water, etc.
While opposition BJP
is cornering the ruling
Congress with its black
paper highlighting the
failure of the govern-
ment in law and order
situation, the Congress
party is hoping to win
elections in both the
Kota north and Kota
south municipal corpo-
rations on the basis of
developmental works
which are being carried
out in Kota at large
scale.
After the bifurcation
of Kota municipal cor-
poration in Kota North
and Kota South munici-
pal corporations, UDH
minister Shanti Dhari-
wal played his trump
card under which the
government is about to
conduct developmental
works worth 3-10 crore
in every ward.
Apart from this, his-
toric development
works that are going on
in Kota with a cost of
nearly Rs 2000 crore is a
major ground for the
Congress candidates in
seeking votes.
Every Congress can-
didate is highlighting
the works saying a new
face of Kota will emerge
after the works are com-
pleted.
Since it is the first
election after bifurca-
tion of municipal cor-
porations, a section of
people believes that de-
velopmental works will
speed up due to small
wards while some think
that there was no neces-
sity of two municipal
corporations in a small
city like Kota.
In the election cam-
paigning, electricity
company KEDL is one
of the prominent issues
in Kota where BJP and
Congress are trading
charges on each other.
While BJP is remind-
ing the Congress of its
promise made in assem-
bly elections that priva-
tisation of electricity
supply will be ended,
Congress is blaming
the former BJP govern-
ment saying the gov-
ernment had put cer-
tain conditions due to
which there are hurdles
in ending the contract
with the company.
During the former
Vasundhara Raje gov-
ernment, the responsi-
bility of power supply
to Kota was given to the
private company Kota
Electricity Distribution
Limited (KEDL), a sub-
sidiary of the Calcutta
Electricity Supply Cor-
poration (CESC), in
September 2016.
It is alleged that
KEDL collected high
electricity bills from
consumers.
Dhariwal said that
the state government is
committed to get the
city rid of the company
and has also filed a po-
lice case on the compa-
ny. Apart from this, sev-
eral other issues like
the closure of factories,
resuming coaching
classes which were
closed due to lockdown
are among other poll is-
sues in Kota.
The opposition BJP
has targeted Congress
over the law and order
situation and has re-
leased a black paper.
Deputy leader of op-
position Rajendra
Rathore released the
black paper and made
deteriorating law and
order and deaths of sev-
eral infants in Kota hos-
pital main issues to tar-
get the ruling Congress.
Polling in Kota north,
where there are 70
wards, will take place
on October 29 while
Kota south, having 80
wards, will go to polls
on 1 November.

draft which he submit-

draft to CS Rajeewa

task of framing the new
PPP policy draft on Sep-
tember 24th and had
been asked to finish the
task in 6 weeks’ time
but he completed his job
in one month and sub-
mitted the draft to the

Policy 2008 draft, Na-

ing for the local body
election, Chief Minis-
ter Ashok Gehlot has
said that the state gov-
ernment is continuous-
ly taking major steps
for the development of
the village, poor and
farmers as well as ur-
ban area. “During the
previous and present
tenure of our govern-
ment, unprecedented
work was done in the
area of urban develop-
ment in Jaipur, Jodh-
pur, and Kota and the
picture of these cities
changed. Our govt has
taken forward the de-
velopmental work by
strengthening the local
bodies. In view of the
increasing scope of the
three cities, two munic-
ipal corporations have
been formed for system-
atic development. The
sequence of develop-
ment should continue
in the same way, and for
this, in the three mu-
nicipal corporations in
the three cities, vote in
favor of the Congress
candidates,” Gehlot ap-
pealed to the citizens.
At the same time, aware
of the threat posed by
Corona, Chief Minister
has appealed to the can-
didates of all parties to
follow all precautions
during the election and
continue to play strong
participation in the
massmovementagainst
Corona even after the
election.
“Cleanliness system
has been strengthened
in all cities in order to
keep our cities clean.
As a result of this, in
the recent cleanliness
survey, Jaipur has been
ranked 28th nationally
and Jodhpur stood at
29th spot. Our main
goal is to develop all
modern amenities in-
cluding sewerage in
cities, development of
pet-free roads, develop-
ment of parking spac-
es, strengthening of
fire fighting systems,
development of beauti-
ful parks so that our
cities can join the best
cities of the world,”
Gehlot stressed.
He said that recently
Indira Rasoi Yojana has
been started in 213 ur-
ban bodies of the state
in which people are be-
ing provided pure, deli-
cious, and nutritious
food for only eight ru-
pees keeping in tune
with our commitment
of no one sleeps hungry.
“We are committed to
fulfill the important
promises made by the
Congress in the Public
Proclamation with a
view to making the local
bodies effective and de-
centralizing power. In
this direction, the notifi-
cation of minimum edu-
cational qualification in
the election of the peo-
ple's representative has
been removed by issu-
ing a notification on 22
February 2019. Simi-
larly, the right of re-
structuring and sub-di-
vision of plots up to 15
square feet has also
been given to the urban
bodies,” the CM said.

Jaisalmer: The desert
state of Jaisalmer is all
set to emerge as the hub
of solar energy in the
country, where an exer-
cise to set up solar en-
ergy projects with
10,000 MW capacity
with an investment
of Rs. 12000 crore has
started.
After wind energy,
the district is moving
forward to become the
leading hub of solar en-
ergy. In the near future,
Jaisalmer will become
the leading district in
energy production.
There are already
many projects of wind
energy and electricity
is being generated
through gas in the gas
based Ramgarh power
plant. In present, sev-
eral solar power plants
are being set up in Jais-
almer with a total ca-
pacity of 10,000 MW.
A government com-
pany RRECL is setting
up a 925 MW solar pro-
ject here. Apart from it,
other companies in-
cluding Adani group
and SBE are also in-
vesting in solar plants
in Jaisalmer.
Adani group is set-
ting up projects with a
capacity of 8000 MW
and a 765 KV GSS.
The group was allotted
12,000 bigha land
in 2002. The huge in-
vestment would gener-
ate job opportunities.

Kota: Kota’s Chambal
river will be rejuvenat-
ed like Ganga under
Namami Gange project
for which the centre
has accepted the de-
mand of the state gov-
ernment. With this, the
exercise for the conser-
vation of rare Ganga
dolphins, alligators, ot-
ter and other species
that have reached the
verge of extinction.
It will be the first ma-
rine wildlife conserva-
tion scheme of the state
desert state for which
all the proposals have
been finalised at the
level of the forest de-
partment.
Under the scheme,
the basic work of giv-
ing life back to the
Chambal river on the
lines of the Ganges will
be done. The govern-
ment has prepared an
action plan with the
help of Union Jal Shak-
ti ministry and Wildlife
Institute of India to
save Chambal, which
flows throughout in Ra-
jasthan.
It is the ecosystem
which is first saved to
conserve any river and
here, the wildlife insti-
tute of India and the
state forest department
will jointly save the
Ganga dolphins, alliga-
tors and otters in
Chambal.
They have been ex-
tinct for a long time,
there is some hope of
their return.

COVID-19 SCARE: RAJASTHAN REPORTS 14 MORE
FATALITIES, WITH 329 FRESH CASES IN JAIPUR

Jaipur: Rajasthan re-
corded 14 more fatali-
ties due to the novel
coronavirus on Tues-
day, bringing the death
toll from the disease to
1,867 in the state, ac-
cording to a health de-
partment bulletin.
The state also report-
ed 1,796 fresh cases,
pushing the infection
count to 1,89,844. The
number of active COV-
ID-19 cases in Rajasthan
stands at 15,949.
According to the bul-
letin, 1,72,028 people
have been discharged so
far after treatment.
The death toll from
the coronavirus is 367
in Jaipur, followed by
180 in Jodhpur; 137 each
in Bikaner and Ajmer;
116 in Kota; 92 in
Bharatpur; 74 in Pali; 68
in Udaipur; 56 in Na-
gaur; 54 each in Alwar
and Sikar; 34 in Bar-
mer; 29 in Dholpur; 28
in Rajsamand; 27 in
Jhunjhunu and 26 each
inBanswaraandBaran.
Of the fresh COVID-19
cases, Jaipur recorded
329, Bikaner 320, Jodh-
pur 159, Alwar 125,
Ajmer 120, Hanuman-
garh 100 while Kota and
Nagaur registered 94
new cases each. There
were novel coronavirus
cases reported in other
districts of the state as
well, according to the
bulletin.
State government in a
bid to fight against the
Coronavirus pandemic,
has launched a massive
campaign, ‘ Corona Jan
Aandolan,’ on the occa-
sion of Gandhi Jayanti
on October 2, 2020 to
create mass awareness,
which would continue
till October 31, 2020.

Bharatpur. In a big ac-
tion taken, in pursu-
ance of the ongoing
‘Shuddh Ke liye Yuddh’
campaign, a team led by
SDM Sanjay Goyal raid-
ed Kansal Dairy in the
Atalbandh Mandi of
the city.
The team found ap-
proximately 1000 kg of
mawa stored at the
dairy. When inquired
about the large quanti-
ty of mawa stored with
him, the dairy owner
said that it was manu-
factured at his own fac-
tory.
SDM Goyal along
with other officers, took
the dairy owner to his
factory, where they
found 40-50 plastic
drums filled with the
ingredients used to
make the mawa.
The team found
sweets being made us-
ing the ingredient at the
venue.
The officers of the
team told that the mate-
rial filled in all the
drums was hard like
stone and when checked
was found to be nega-
tive.
The Sub-Divisional
Magistrate, Sanjay Goy-
al got all the material
destroyed right on the
spot.

paign by Jaipur Police
Commissionerate on its
third day, took religious
and spiritual leaders
along to the walled city
area of the Pink city.
The religious leaders
along with the police of-
ficers, distributed
masks to people in Ram-
ganj, Tripolia and Hawa
Mahal areas of the
walled city. During the
campaign the religious
leaders themselves
made people wear
masks whenever they
found anybody not
wearing one.

the Moon than
we might have
suspected, ac-
cording to two papers
published today in Na-
ture Astronomy that
confirm the presence of
ice on and near the lunar
surface.
It’s a boost for the pros-
pect of extracting water
from the Moon, which can
help support humans, or be
converted to rocket fuel,
although the situation is
far from simple.
The first paper, led by
Casey Honniball of the
University of Hawai’i,
offers confirmation of
the suspected discovery
of water on the Moon. In
previous studies, re-
searchers had examined
frequencies of absorbed
radiation and identified
the presence of chemi-
cals called hydroxyl ions
on the Moon.
Hydroxyl ions (OH-) are
part of the water molecule
H2O, meaning water ice
was a likely, but not defi-
nite, source of the hydrox-
yls detected. But as hydrox-
yl ions are found in many
other compounds too, it
was impossible to be sure.
The new research used
a new technique and has
shown that a significant
proportion of those hy-
droxyls are indeed found
within water ice mole-
cules, possibly bound or
suspended in the Moon’s
surface rocks. More re-
search is needed to de-
duce the precise details,
but the presence of mo-
lecular water is big news.
The second paper, led by
Paul Hayne of the Univer-
sity of Colorado, notes
there are likely to be more
“cold traps” containing
water ice than previously
estimated.
A “cold trap” is a place
in permanent shadow,
where ice can survive be-
cause it never receives
direct sunlight, and
where the temperature
stays sufficiently low.
Elsewhere, sunlight
warms the ice, causing it
to “sublime”: the Moon’s
low atmospheric pres-
sure means solid ice di-
rectly transforms into
water vapour, which may
refreeze somewhere else.
The study showed that at
high latitudes, there were
potentially very high num-
bers of these cold traps
(possibly billions), some as
small as 1cm across.
How much water is on
the Moon? Current esti-
mates, based on the pre-
vious detection of hy-
droxyls, range from 100
million tonnes to the
more recent 2.9 billion
tonnes. According to the
new estimate, up to 30%
of some areas of the lu-
nar surface could be ice
in cold traps.
Even using the conserva-
tive price for water offered
by launch company ELA of
$US3,000 per kg for delivery
tolowEarthorbit,thewater
on the Moon could be worth
billions of dollars a year,
because water can be split
into hydrogen and oxygen
and used as rocket fuel.

The importance of the
new findings is there is
now far more certainty
that the water is there,
and there are more wide-
spread opportunities to
find it.

n just eight months’ time
(March onwards) the Indian
business landscape has cata-
pulted itself with drastic
changes in the Healthcare
systems, Medicines, Vac-
cines, Facemasks and Sani-
tizers becoming the market-
dominating services and
products. The Covid-19 pan-
demic has brought the coun-
try’s usual business world to
a complete stand-still with a
new aligned NORMAL mar-

opinion, the answer to this lies
in the skill that has become the
biggest differentiator in cur-
rent times: ‘Critical Thinking’
So, what is critical think-
ing (CT)? It refers to the abil-
ity to analyze information
objectively and make a rea-
soned judgment. In other
words, “Critical thinking is
the intellectually disciplined
process of actively and skill-
fully conceptualizing, apply-
ing, analyzing, synthesizing,
and/or evaluating informa-
tion gathered from, or gener-
ated by, observation, experi-
ence, reflection, reasoning,
or communication, as a
guide to one’s belief and ac-
tion.” However, a word of
caution needs to be applied
here for the common percep-
tion that CT does not imply
criticizing or interfering
with the major policy deci-
sions, culture, and ethos of
the organization one serve.
Learning to master the skill
of critical thinking can have a
profoundly positive impact on
nearly every aspect of one’s ca-
reer and business. The question
arises, why is critical thinking
so very important in business?
It is significant because busi-
ness leaders have to take major
decisions every day, from hiring
and firing to handling public
relation crises and to assess
market forces & the interest of
all stakeholders. These are the
precise areas in which CT
comes into play to make tough,
timely, and bold decisions.
As part of business acu-
men, many gurus have often
categorized CT to be a part of
one’s desirable corporate be-
havior and an essential soft
skill which can be learned,
practiced, and mastered. The
job market today is increas-
ingly acknowledging the im-
portance of critical think-
ing. In fact, according to a
2016 PayScale and Future
Workplace joint report,
about 60% of hiring manag-
ers believe that the recent
graduates lack problem-solv-
ing capabilities, coupled
with the skills of taking im-
mediate and impromptu so-
lution-driven decisions.
The need of the hour is to
have empowered leaders and
decision-makers who can iden-
tify the bottlenecks and strate-
gize ‘Employee Engagement’ to
train and equip the teams to
take adaptative actions. The
senior managers and execu-
tives need to identify the prob-
lem areas of repeat defaulters
and explore whether the issue
is because of the lackadaisical
analytical approach or, an in-
herentcognitivedisassociation.
Given that Critical Thinking is
most important in business to-
day,professionalsmustmakean
effort to develop this soft skill.
When observed holisti-
cally, the culture at the top
is a good indicator and re-
flection of what is the pre-
sent critical thinking level
in the remaining part of the
organization. If the setup
has an intelligent leader
who has great ideas but gen-
erally lacks the procedural
expertise, then there will be
no buy-ins from other stake-
holders and team commit-
ment. It is therefore advised
that competent leadership
should bank heavily upon
the art and science of CT so
that the pyramidical struc-
ture is efficiently organized
and is driven by fruitful ac-
complishments.
My interaction with the cor-
porate world in over a decade
has established that practicing
CT helps one to arrive not just
at the best answers, but to a so-
lution that most people will em-
brace! Modeling critical think-
ing at the top is helpful in set-
ting an example and dissemi-
nating the skill to the remain-
ing levels of the organization,
no matter the type or size of the
company. With a wide range of
real-world applications, mas-
tering critical thinking makes
us a quick learner, an excellent
problem solver, a creative
thinker, and thus, a successful
individual in the future!

he Rashtriya Swayam Sewak Sangh’s
joint general-secretary, Dattatreya Hosa-
bale has set the cat among the pigeons by
suggesting a nation-wide debate on uni-
form civil code (UCC) to make people
aware of it’s all about. Hosabale said that in the
Constitution the UCC is defined under the Direc-
tive Principles of State Policy in Article 44 but
without any time frame for its implementation. He
left it to the government to decide on the time to
introduce a Bill on UCC, which refers to a single
law applicable to all citizens like the Portuguese
Civil Code of 1867 is applicable in the whole of Goa.
Along with Ram temple in Ayodhya, triple talaq,
and Article 370, the UCC has been on the agenda
of RSS and the BJP, which included it in its 2019
poll manifesto. With the first three objectives hav-
ing been realised, the UCC is now being pushed by
the Sangh.
Interestingly, the idea of UCC was junked by Jus-
tice BS Chauhan, Chairman of the 21st Law Com-
mission, who said that “UCC is not possible and not
even an option”. “Personal Laws can never be done
away with as they have constitutional protection,”
said Justice Chauhan who recommended religion-
wise amendments in family laws. Contrary to Ho-
sabale’sassertion,thelawpanelchief saidthatUCC
“could disturb the essence of the Constitution”.
Muslims are the strongest opponents of the UCC
as they perceive it to be an infringement on their
personal laws as enshrined in the Shariah. Any
attempt to introduce the UCC is bound to stir the
hornet’s nest.

FB’S CONTROVERSIAL
OFFICIAL RESIGNS
nkhi Das, Facebook’s director, public
policy in India, South and Central Asia,
who was at the centre of a controversy
because of her pro-Bharatiya Janata
Party bias in blocking hate content on
the social media site, has resigned. Facebook’s
statement that “Ankhi has decided to step down to
pursue her interest in public service…” is obvi-
ously not the entire truth. To look for the reason
why one of FB’s “earliest employees” chose to step
down one has to refer to the Wall Street Journal’s
August report on how Ankhi was promoting the
BJP’s agenda. The WSJ report said that for busi-
ness reasons Ankhi did not apply “hate speech
rules” on some individuals and groups close to the
BJP for their anti-Muslim posts. The WSJ also re-
ported that Das told her staff members at FB that
“punishing violations” by BJP “would damage the
company’s business prospects in the country, Face-
book’s biggest global market by number of users.”
The FB has over 400 million customers in India.
Because of Ankhi’s blatant bias for BJP’s hate-
mongers, Facebook’s India head Ajit Mohan had to
appear before a Parliamentary Standing Committee
headed by Congress MP Shashi Tharoor. The Con-
gress had earlier accused the social media giant of
“anunholynexuswiththerulingparty.Ontheother
hand, the Union IT Minister Ravi Shankar Prasad
wrote a strongly worded letter to Facebook Mark
Zuckerberg accusing the site of censoring the con-
tent of those supportive of right-of-centre ideology.
One must remember that FB’s “algorithms ex-
ploit the human brain’s attraction to divisiveness”
and be forewarned.

Faridabad:A 21-year-
old woman was mur-
dered in broad daylight
outside her college in
Ballabgarh in Hary-
ana’s Faridabad dis-
trict on Monday. The
incident took place
during a failed abduc-
tion attempt that was
recorded on camera.
The woman, identi-
fied as Nikita Tomar,
had come out of her
college after appearing
for an exam when the
incident took place,
ACP, Ballabgarh,
Jaiveer Singh Rathi
told news agency PTI.
The accused, who ar-
rived at the spot in a
vehicle, tried to pull
the woman inside, in a
possible bid to abduct
her, but she resisted af-
ter which one of the
accused shot her. The
brutal murder was
caught on camera. She
was taken to a hospital,
but succumbed to inju-
ries, the ACP said.
He said during pre-
liminary investigation,
it has emerged that one
of the accused was
known to her.
Both the men alleg-
edly involved in the
murder have been ar-
rested and the main ac-
cused has been identi-
fied as Tausif, police
confirmed. The other
accused has been iden-
tified as Rehan, a resi-
dent of Nuh in Hary-
ana.
The family of the
woman has linked the
killing of the 21-year-
old to so-called ‘love ji-
had’. The family
claimed that the wom-
an was attacked out-
side her college by a
man who was infatu-
ated with her while the
other accused is his as-
sociate.
A case has been reg-
istered and the matter
is being investigated.

New Delhi: The SC on
directed that the Alla-
habad HC will monitor
the probe, being con-
ducted by the CBI, into
the case related to the
alleged gang-rape and
subsequent death of a
Dalit girl in Hathras.
A three-judge bench
headed by Chief Justice
of India SA Bobde,
which was hearing a
plea seeking to transfer
the trial in the case
from Uttar Pradesh to
Delhi, said that the
same will be decided at
a later stage. The bench
said that all aspects of
the Hathras case, in-
cluding security to the
victim's family and wit-
nesses will be looked
after by the Allahabad
High Court.
"So far as the transfer
of the Hathras case to
Delhi is concerned, it is
appropriate for the CBI
to conclude the investi-
gation and it will be de-
cided at the later stage,"
the bench said.
The court observed
that once the investiga-
tion is complete, the
transfer of the case can
be considered. "As of
now, CBI is dealing with
it and there is no cause
of apprehension," it
added. The bench also
asked the CBI to file its
status reports in Alla-
habad High Court.

‘India has max recovered

New Delhi: India on
Tuesday reported its
lowest single-day spikes
in total coronavirus in-
fection tally in over
three months. The daily
jump of 36,838 in total
count was the lowest
since July 18 even as the
tally soared to 7,946,429.
Death toll has mounted
to 119,535.
The Union Ministry
of Home Affairs (MHA)
on Tuesday issued an
order extending the
guidelines for ‘re-open-
ing’ the country, issued
last month, till Novem-
ber 30. The MHA ex-
tended the earlier
guidelines keeping in
mind the ongoing coro-
navirus phase. “There
shallbenorestrictionon
inter-state and intra-
state movement of per-
sons and goods. No sepa-
rate permission/
approval/e-permit will
be required for such
movements,” the guide-
lines read.
A weeklong lock-
down came into force in
Aizawl municipal area
on Tuesday after at
least 34 people, includ-
ing two infants, have
tested positive for the
disease in Mizoram
since Monday, 30 of
which were detected in
Aizawl.
The government, in
an order issued on
Monday night, said,
“in the light of the pre-
sent situation, it is
necessary to impose
fresh restrictions

Meanwhile, Delhi re-

at Gwalior airport as Pilot landed
and Scindia was taking a flight
for Bhopal. Meeting after a long
time, the duo interacted for a bit
and went their ways. However,
interestingly, during his speeches
at the various rallies, Pilot did not
take Scindia’s name even once.

seats in MBBS course in
Rajasthan has been in-
creased by 230 after ap-
proval of a new medical
college and increase in
seatsinthreeothermed-
ical colleges.
The National Medical
Science Commission
has approved the com-
mencement of the Sri-
kalyan Government
Medical College, Sikar
in the session 2020-21
and also announced to
increase 50 MBBS seats
each in Ajmer and
Udaipur, and 30 seats in
Barmer medical college.
Health Minister
Raghu Sharma said that
the approvals have in-
creasedthetotalseatsof
MBBS in the state by 230
seats. Last year there
was an increase of 650
seats. Thus in the last
two years, 880 MBBS
seats have increased in
the state.
Health secretary Vai-
bhav Galriya said that
in the year 2018, there
were a total 1950 MBBS
seats in the state, which
has now increased to
2830. Congress State
President Govind Singh
Dotasara also expressed
happiness over the ap-
proval of the Medical
College in Sikar, which
is native district.
Dotasara tweeted,
“The much awaited Si-
kar Medical College has
received the approval of
the National Medical
Science Commission. It

to Delhi by air on tick-
ets provided by the
complainant to recov-
er the pending bribe
amount. When the
complainant could
not pay Rs 25 lakh due
to corona infection fi-
nally a settlement was
reached for Rs10 lakh.

complaint with ACB

ber detailing the

spite his firm having

based on which the

Bhanwar S Charan Kota: The stage is all set for municipal corpo- ration elections in Kota where privatisation of power supply through a private company KEDL has emerged as a key poll issue apart from other issues like roads, electricity, water, etc. While opposition BJP is cornering the ruling Congress with its black paper highlighting the failure of the govern- ment in law and order situation, the Congress party is hoping to win elections in both the Kota north and Kota south municipal corpo- rations on the basis of developmental works which are being carried out in Kota at large scale. After the bifurcation of Kota municipal cor- poration in Kota North and Kota South munici- pal corporations, UDH minister Shanti Dhari- wal played his trump card under which the government is about to conduct developmental works worth 3-10 crore in every ward. Apart from this, his- toric development works that are going on in Kota with a cost of nearly Rs 2000 crore is a major ground for the Congress candidates in seeking votes. Every Congress can- didate is highlighting the works saying a new face of Kota will emerge after the works are com- pleted. Since it is the first election after bifurca- tion of municipal cor- porations, a section of people believes that de- velopmental works will speed up due to small wards while some think that there was no neces- sity of two municipal corporations in a small city like Kota. In the election cam- paigning, electricity company KEDL is one of the prominent issues in Kota where BJP and Congress are trading charges on each other. While BJP is remind- ing the Congress of its promise made in assem- bly elections that priva- tisation of electricity supply will be ended, Congress is blaming the former BJP govern- ment saying the gov- ernment had put cer- tain conditions due to which there are hurdles in ending the contract with the company. During the former Vasundhara Raje gov- ernment, the responsi- bility of power supply to Kota was given to the private company Kota Electricity Distribution Limited (KEDL), a sub- sidiary of the Calcutta Electricity Supply Cor- poration (CESC), in September 2016. It is alleged that KEDL collected high electricity bills from consumers. Dhariwal said that the state government is committed to get the city rid of the company and has also filed a po- lice case on the compa- ny. When inquired about the large quanti- ty of mawa stored with him, the dairy owner said that it was manu- factured at his own fac- tory. SDM Goyal along with other officers, took the dairy owner to his factory, where they found 40-50 plastic drums filled with the ingredients used to make the mawa. The team found sweets being made us- ing the ingredient at the venue. The officers of the team told that the mate- rial filled in all the drums was hard like stone and when checked was found to be nega- tive. It’s a boost for the pros- pect of extracting water from the Moon, which can help support humans, or be converted to rocket fuel, although the situation is far from simple. The first paper, led by Casey Honniball of the University of Hawai’i, offers confirmation of the suspected discovery of water on the Moon. In previous studies, re- searchers had examined frequencies of absorbed radiation and identified the presence of chemi- cals called hydroxyl ions on the Moon. Hydroxyl ions (OH-) are part of the water molecule H2O, meaning water ice was a likely, but not defi- nite, source of the hydrox- yls detected. But as hydrox- yl ions are found in many other compounds too, it was impossible to be sure. The new research used a new technique and has shown that a significant proportion of those hy- droxyls are indeed found within water ice mole- cules, possibly bound or suspended in the Moon’s surface rocks. More re- search is needed to de- duce the precise details, but the presence of mo- lecular water is big news. The second paper, led by Paul Hayne of the Univer- sity of Colorado, notes there are likely to be more “cold traps” containing water ice than previously estimated. A “cold trap” is a place in permanent shadow, where ice can survive be- cause it never receives direct sunlight, and where the temperature stays sufficiently low. Elsewhere, sunlight warms the ice, causing it to “sublime”: the Moon’s low atmospheric pres- sure means solid ice di- rectly transforms into water vapour, which may refreeze somewhere else. The study showed that at high latitudes, there were potentially very high num- bers of these cold traps (possibly billions), some as small as 1cm across. How much water is on the Moon? Current esti- mates, based on the pre- vious detection of hy- droxyls, range from 100 million tonnes to the more recent 2.9 billion tonnes. According to the new estimate, up to 30% of some areas of the lu- nar surface could be ice in cold traps. Even using the conserva- tive price for water offered by launch company ELA of $US3,000 per kg for delivery tolowEarthorbit,thewater on the Moon could be worth billions of dollars a year, because water can be split into hydrogen and oxygen and used as rocket fuel. The importance of the new findings is there is now far more certainty that the water is there, and there are more wide- spread opportunities to find it. In other words, “Critical thinking is the intellectually disciplined process of actively and skill- fully conceptualizing, apply- ing, analyzing, synthesizing, and/or evaluating informa- tion gathered from, or gener- ated by, observation, experi- ence, reflection, reasoning, or communication, as a guide to one’s belief and ac- tion.” However, a word of caution needs to be applied here for the common percep- tion that CT does not imply criticizing or interfering with the major policy deci- sions, culture, and ethos of the organization one serve. Learning to master the skill of critical thinking can have a profoundly positive impact on nearly every aspect of one’s ca- reer and business. The question arises, why is critical thinking so very important in business? It is significant because busi- ness leaders have to take major decisions every day, from hiring and firing to handling public relation crises and to assess market forces & the interest of all stakeholders. These are the precise areas in which CT comes into play to make tough, timely, and bold decisions. As part of business acu- men, many gurus have often categorized CT to be a part of one’s desirable corporate be- havior and an essential soft skill which can be learned, practiced, and mastered. The job market today is increas- ingly acknowledging the im- portance of critical think- ing. In fact, according to a 2016 PayScale and Future Workplace joint report, about 60% of hiring manag- ers believe that the recent graduates lack problem-solv- ing capabilities, coupled with the skills of taking im- mediate and impromptu so- lution-driven decisions. The need of the hour is to have empowered leaders and decision-makers who can iden- tify the bottlenecks and strate- gize ‘Employee Engagement’ to train and equip the teams to take adaptative actions. The senior managers and execu- tives need to identify the prob- lem areas of repeat defaulters and explore whether the issue is because of the lackadaisical analytical approach or, an in- herentcognitivedisassociation. Given that Critical Thinking is most important in business to- day,professionalsmustmakean effort to develop this soft skill. When observed holisti- cally, the culture at the top is a good indicator and re- flection of what is the pre- sent critical thinking level in the remaining part of the organization. If the setup has an intelligent leader who has great ideas but gen- erally lacks the procedural expertise, then there will be no buy-ins from other stake- holders and team commit- ment. It is therefore advised that competent leadership should bank heavily upon the art and science of CT so that the pyramidical struc- ture is efficiently organized and is driven by fruitful ac- complishments. My interaction with the cor- porate world in over a decade has established that practicing CT helps one to arrive not just at the best answers, but to a so- lution that most people will em- brace! Modeling critical think- ing at the top is helpful in set- ting an example and dissemi- nating the skill to the remain- ing levels of the organization, no matter the type or size of the company. Hosabale said that in the Constitution the UCC is defined under the Direc- tive Principles of State Policy in Article 44 but without any time frame for its implementation. He left it to the government to decide on the time to introduce a Bill on UCC, which refers to a single law applicable to all citizens like the Portuguese Civil Code of 1867 is applicable in the whole of Goa. Along with Ram temple in Ayodhya, triple talaq, and Article 370, the UCC has been on the agenda of RSS and the BJP, which included it in its 2019 poll manifesto. With the first three objectives hav- ing been realised, the UCC is now being pushed by the Sangh. Interestingly, the idea of UCC was junked by Jus- tice BS Chauhan, Chairman of the 21st Law Com- mission, who said that “UCC is not possible and not even an option”. “Personal Laws can never be done away with as they have constitutional protection,” said Justice Chauhan who recommended religion- wise amendments in family laws. Contrary to Ho- sabale’sassertion,thelawpanelchief saidthatUCC “could disturb the essence of the Constitution”. Muslims are the strongest opponents of the UCC as they perceive it to be an infringement on their personal laws as enshrined in the Shariah. Any attempt to introduce the UCC is bound to stir the hornet’s nest. T FB’S CONTROVERSIAL OFFICIAL RESIGNS nkhi Das, Facebook’s director, public policy in India, South and Central Asia, who was at the centre of a controversy because of her pro-Bharatiya Janata Party bias in blocking hate content on the social media site, has resigned. Facebook’s statement that “Ankhi has decided to step down to pursue her interest in public service…” is obvi- ously not the entire truth. To look for the reason why one of FB’s “earliest employees” chose to step down one has to refer to the Wall Street Journal’s August report on how Ankhi was promoting the BJP’s agenda. The WSJ report said that for busi- ness reasons Ankhi did not apply “hate speech rules” on some individuals and groups close to the BJP for their anti-Muslim posts. The WSJ also re- ported that Das told her staff members at FB that “punishing violations” by BJP “would damage the company’s business prospects in the country, Face- book’s biggest global market by number of users.” The FB has over 400 million customers in India. Because of Ankhi’s blatant bias for BJP’s hate- mongers, Facebook’s India head Ajit Mohan had to appear before a Parliamentary Standing Committee headed by Congress MP Shashi Tharoor. The incident took place during a failed abduc- tion attempt that was recorded on camera. The woman, identi- fied as Nikita Tomar, had come out of her college after appearing for an exam when the incident took place, ACP, Ballabgarh, Jaiveer Singh Rathi told news agency PTI. The accused, who ar- rived at the spot in a vehicle, tried to pull the woman inside, in a possible bid to abduct her, but she resisted af- ter which one of the accused shot her. The brutal murder was caught on camera. She was taken to a hospital, but succumbed to inju- ries, the ACP said. He said during pre- liminary investigation, it has emerged that one of the accused was known to her. Both the men alleg- edly involved in the murder have been ar- rested and the main ac- cused has been identi- fied as Tausif, police confirmed. The other accused has been iden- tified as Rehan, a resi- dent of Nuh in Hary- ana. The family of the woman has linked the killing of the 21-year- old to so-called ‘love ji- had’. The family claimed that the wom- an was attacked out- side her college by a man who was infatu- ated with her while the other accused is his as- sociate. A three-judge bench headed by Chief Justice of India SA Bobde, which was hearing a plea seeking to transfer the trial in the case from Uttar Pradesh to Delhi, said that the same will be decided at a later stage. The bench said that all aspects of the Hathras case, in- cluding security to the victim's family and wit- nesses will be looked after by the Allahabad High Court. "So far as the transfer of the Hathras case to Delhi is concerned, it is appropriate for the CBI to conclude the investi- gation and it will be de- cided at the later stage," the bench said. The court observed that once the investiga- tion is complete, the transfer of the case can be considered. "As of now, CBI is dealing with it and there is no cause of apprehension," it added. The bench also asked the CBI to file its status reports in Alla- habad High Court. The Union Ministry of Home Affairs (MHA) on Tuesday issued an order extending the guidelines for ‘re-open- ing’ the country, issued last month, till Novem- ber 30. The National Medical Science Commission has approved the com- mencement of the Sri- kalyan Government Medical College, Sikar in the session 2020-21 and also announced to increase 50 MBBS seats each in Ajmer and Udaipur, and 30 seats in Barmer medical college. Health Minister Raghu Sharma said that the approvals have in- creasedthetotalseatsof MBBS in the state by 230 seats. Last year there was an increase of 650 seats. Thus in the last two years, 880 MBBS seats have increased in the state. Health secretary Vai- bhav Galriya said that in the year 2018, there were a total 1950 MBBS seats in the state, which has now increased to 2830.
