Fire Safety Systems and Measures - Governance
1. FIRE SYSTEMS / MEASURES AND THE
RESPONSIBILITIES TO YOUR CLIENTS IN ALL STATES
2. Legislative Frameworks
Did you know there are 27 separate Acts/Regulations across
Australia that legislate and enforce mandatory compliance
requirements in relation to essential fire safety measures and
commercial building occupancy.

relating to fire systems and measures? Read On.
NATIONAL COMPLIANCE
8. Each Essential Safety Measure is operating at the
required level of performance and has been
maintained in accordance with the relevant
occupancy permit or maintenance determination/
schedule and will fulfil its purpose.
NATIONAL COMPLIANCE
9. In the case of an Essential Fire Safety Measure
applicable otherwise than by virtue of a fire safety
schedule, to a standard no less than that to which
the measure was originally designed and
implemented.
NATIONAL COMPLIANCE
10. The main objects of the regulation to ensure
persons can evacuate buildings safely and quickly
if a fire or hazardous materials emergency
happens and to ensure prescribed Fire Safety
Installations for buildings are maintained.
NATIONAL COMPLIANCE
11. The Safety Measures in each part of the
building are capable of performing to a
standard set out in the relevant building
standards for the part.
NATIONAL COMPLIANCE
12. Certify that maintenance and testing have been
carried out in respect of each of the following
essential safety provisions for the above building
in accordance with the standards /codes /
conditions of approval as specified in the schedule
of Essential Safety Provisions issued in respect of
the building
NATIONAL COMPLIANCE
13. The occupier of the prescribed building must
ensure that the fire protection equipment is
maintained so as to be capable of operating to
the standard to which it was designed.
NATIONAL COMPLIANCE
14. • Demonstrate the fire systems and equipment
installed in a building are achieving a standard of
performance to which they were designed (the
approved design)
NATIONAL COMPLIANCE
15. • Safety Measures maintenance can be
considered as a reference to activities including
monitoring, reporting, repair, replacement or
testing ensuring safety measures, are capable of
performing to a standard no less than that which
they were originally required to achieve.
NATIONAL COMPLIANCE
16. A Way Forward Prior to Harmonisation
• Simplify processes and turbo charge the provision of routine
servicing to national portfolios to achieve a clear point of
difference for your organisation – automation of risk scoring
ISO31000 and defect classifications
• Automate annual certification and condition reporting
obligations through integration of a simple up loadable
effective data matrix into your organisations established
systems
NATIONAL COMPLIANCE
17. 1. Translation of the state requirements to
national standards to report in state
jurisdiction statutory compliant format and an
automated manner?
2. Reduction of delivery systems duplicate effort
and provision of inconsistent output exposing
you and your clients to risk ?
3. A service delivery system needs more relatable
data?

Editor's Notes
Hello
This is Geoff Director of Pro-Governance Intelligence
I have created a presentation to provide you with some valuable insight that may assist fire services organisations with some governance information in the Australian legislative environment.
Let me take you on a little journey that will take about 10 minutes to explain my theories and methodologies to improve your organisations service delivery and risk mitigation processes
As you may be aware there are numerous differing Acts and Regulations in Australia that legislate mandatory requirements on how fire services and measures must be routinely serviced and certified
There are approximatly 27 acts and regulations in fact.
Most importantly getting annual certification right to achieve community safety expectations in accordance with the law is paramount in this process
Comparing requirements for enforcement internationally our national legislative environment relating to fire services and measures and building control is a jigsaw for those organisations servicing clients with national commercial property portfolios.
We have a consistent national construction code and Australian Standards that specify how to routinely service systems and measures and similarly fire safety audit and risk assessment standards.
Problematically our state and territory jurisdictions legislate inconsistently in terms of terminology and mandatory requirements for annual certification reporting.
A major disrupter in the literal sense to our industry
To achieve compliance there are a number of documents and factors to consider.
The most important step in the process of mapping out a methodology is translation of state laws and terminologies
Definition of Translation in this scenario is: one-to-one correspondence between two sets of points
Example for this a translation matrix for STATE SAFETY MEASURES TERMINOLOGY-AUSTRALIAN STANDARDS TERMINOLOGY
Landing point must be CERTIFICATION REPORTING USING CORRECT TERMINOLOGY AND MATCHING PERFROMANCE REQUIREMENTS mandated by state legislation

Some say what’s in a word!
Incorrect terminology in statutory documentation may make your organisation liabile in todays litigious society
Let me summarise with next few slides what the intent is for all the state legislation, the National Construction Code and Australian Standards
