Annex 2 - RTE PoliciesA
For the benefit of all the stakeholders concerned, RTE management defines and
pledges to implement policies, including two which are particularly conducive
to power system reliability:
• the "Power System Reliability" policy,
• the "Quality" policy.
These policies are set forth hereafter in their current application version.
A.2.1 THE "POWER SYSTEM RELIABILITY" POLICY
(version signed by the Chief Executive Officer of RTE on 17 November 2003)
Controlling power system operating reliability is at the core of the
responsibilities entrusted to RTE. It is defined as the ability to:
• Ensure the normal operation of the power system,
• Limit the number of incidents and avoid major incidents,
• Limit the consequences of major incidents whenever they do occur.
Controlling reliability comes within a constantly changing context marked by:
- the mesh and complexity of the power system: RTE, responsible for reliability
under all circumstances, must ensure the extensive coordination of all those
concerned, i.e. producers, distributors and consumers in France, so as to
prevent and control major incidents;
- a large number of stakeholders in an open market: the combined concern for
the economic performance of all and reliability requires that contributions be
contracted in addition to having an adapted regulatory framework;
- the increased number of international transactions and the reduced clarity of
physical exchanges related to the development of intraday markets: a high
level of coordination between RTE and foreignTSOs is indispensable so as to
avoid the spread of large-scale incidents.
Reliability is based on in-depth defence, the implementation of which involves
equipment (structure of the power system and performances of its
components) and organisational (quality assurance, management of the human
factor, training, operating reference guide, feedback) domains.
RTE’s actions are structured around the following major themes:

⇒ A KNOWN AND APPLIED RELIABILITY REFERENCE GUIDE
- revised and supplemented regularly to take into account the technical,
contractual and institutional changes, it benefits from feedback organised
systematically to ensure its application and efficiency;
- expressed or transposed by the Units;
- supported in activity coordination actions;
- applied by operators who have received centralised training and training in
the Units.
⇒ CONTRACTS AT THE BASIS OF RELATIONS WITH EXTERNAL STAKEHOLDERS
CONTRIBUTING TO RELIABILITY
- entered into by including the needs of the power system for reliability and
by specifying the commitments of each party and how these commitments
are to be monitored;
- followed up to make sure of compliance with all commitments.
⇒ FEEDBACK, PERFORMANCE MONITORING, RELIABILITY AUDITS
- basic actions of the system to improve the processes which support
reliability.
⇒ ANNUAL POWER SYSTEM RELIABILITY REPORTS
- benchmark giving an overview at the national and regional levels of all the
components of reliability and providing information both internally and
externally communicating on the level of reliability obtained.
The Chief Executive Officer of RTE pledges to implement this policy to develop
the reliability culture and maintain the reliability level of the French power
system.
A.2.2 THE "QUALITY" POLICY
(version signed by the Chief Executive Officer of RTE on 24 February 2004)
The European electricity market is experiencing rapid development. The
expectations of those using the French public transmission network, RTE’s
customers, are now considerable.
RTE has defined its project for the future.The company’s goal is to provide all
its customers with the services they expect, in compliance with mutual
obligations. It aims to ensure that they benefit from reliable and economical
access to the network, under conditions featuring transparency, confidentiality
and non-discrimination.
RTE’s goal is to be acknowledged by the players of the electricity market as the
benchmark Transmission System Operator in Europe for its ability to meet its
customers’ expectations and for the efficiency of its technical and economic
management.

This ambitious progress programme, integrating all of the contractual,
regulatory and legal obligations, placed within a cost reduction context, is
based on three complementary main lines:
- satisfying our customers by meeting our commitments, listening carefully to
their expectations and improving the quality of the services we offer them,
- optimising the performance of our transmission network, while taking into
account all environmental requirements,
- mobilising each RTE staff member on a day-to-day basis, because quality is
everybody’s concern.
The sound quality of our services, perceived and verified on a day-to-day basis,
is definitely a priority for RTE and will ensure our success. Our aim is for 85% of
our customers to express their satisfaction in the next three years and for 20%
of them to state that they are highly satisfied.
Making a success of this goal and reaching the related objectives rely on the
steering of all the processes and business lines concerned.This steering must
be efficient, based on an analysis of the risks and stakes, as well as feature
ongoing improvement.
RTE places its Quality, Safety and Environment Management System under
external scrutiny by maintaining certification according to the international
standard ISO 9001/ 2000 for all of the company’s activities and entities.
The Chief Executive Officer of RTE and the members of the management staff
organise improvement focused on the efficiency of the Quality, Safety and
Environment Management System. The Head of the Quality, Safety,
Environment Section, responsible for its architecture, ensures the coordination
of this system.
The success of this approach depends on the involvement of the management
as a whole and the concrete, everyday efforts of the entire staff of RTE.
The proper application of the quality policy is checked by monitoring a certain
number of performance indicators, such as for example: the customer
satisfaction rate, the number of Significant System Events (operating
reliability), the average interruption time, the cost of the transmitted kilowatt-
hour, etc.

• pooling of the primary frequency reserve.

  • 3. ©RTE 2004 237 Annex 2 - RTE PoliciesA For the benefit of all the stakeholders concerned, RTE management defines and pledges to implement policies, including two which are particularly conducive to power system reliability: • the "Power System Reliability" policy, • the "Quality" policy. These policies are set forth hereafter in their current application version. A.2.1 THE "POWER SYSTEM RELIABILITY" POLICY (version signed by the Chief Executive Officer of RTE on 17 November 2003) Controlling power system operating reliability is at the core of the responsibilities entrusted to RTE. It is defined as the ability to: • Ensure the normal operation of the power system, • Limit the number of incidents and avoid major incidents, • Limit the consequences of major incidents whenever they do occur. Controlling reliability comes within a constantly changing context marked by: - the mesh and complexity of the power system: RTE, responsible for reliability under all circumstances, must ensure the extensive coordination of all those concerned, i.e. producers, distributors and consumers in France, so as to prevent and control major incidents; - a large number of stakeholders in an open market: the combined concern for the economic performance of all and reliability requires that contributions be contracted in addition to having an adapted regulatory framework; - the increased number of international transactions and the reduced clarity of physical exchanges related to the development of intraday markets: a high level of coordination between RTE and foreignTSOs is indispensable so as to avoid the spread of large-scale incidents. Reliability is based on in-depth defence, the implementation of which involves equipment (structure of the power system and performances of its components) and organisational (quality assurance, management of the human factor, training, operating reference guide, feedback) domains. RTE’s actions are structured around the following major themes:
  • 4. ©RTE 2004 ⇒ A KNOWN AND APPLIED RELIABILITY REFERENCE GUIDE - revised and supplemented regularly to take into account the technical, contractual and institutional changes, it benefits from feedback organised systematically to ensure its application and efficiency; - expressed or transposed by the Units; - supported in activity coordination actions; - applied by operators who have received centralised training and training in the Units. ⇒ CONTRACTS AT THE BASIS OF RELATIONS WITH EXTERNAL STAKEHOLDERS CONTRIBUTING TO RELIABILITY - entered into by including the needs of the power system for reliability and by specifying the commitments of each party and how these commitments are to be monitored; - followed up to make sure of compliance with all commitments. ⇒ FEEDBACK, PERFORMANCE MONITORING, RELIABILITY AUDITS - basic actions of the system to improve the processes which support reliability. ⇒ ANNUAL POWER SYSTEM RELIABILITY REPORTS - benchmark giving an overview at the national and regional levels of all the components of reliability and providing information both internally and externally communicating on the level of reliability obtained. The Chief Executive Officer of RTE pledges to implement this policy to develop the reliability culture and maintain the reliability level of the French power system. A.2.2 THE "QUALITY" POLICY (version signed by the Chief Executive Officer of RTE on 24 February 2004) The European electricity market is experiencing rapid development. The expectations of those using the French public transmission network, RTE’s customers, are now considerable. RTE has defined its project for the future.The company’s goal is to provide all its customers with the services they expect, in compliance with mutual obligations. It aims to ensure that they benefit from reliable and economical access to the network, under conditions featuring transparency, confidentiality and non-discrimination. RTE’s goal is to be acknowledged by the players of the electricity market as the benchmark Transmission System Operator in Europe for its ability to meet its customers’ expectations and for the efficiency of its technical and economic management. 238 Annex 2 - RTE PoliciesA
  • 5. ©RTE 2004 239 Annex 2 - RTE PoliciesA This ambitious progress programme, integrating all of the contractual, regulatory and legal obligations, placed within a cost reduction context, is based on three complementary main lines: - satisfying our customers by meeting our commitments, listening carefully to their expectations and improving the quality of the services we offer them, - optimising the performance of our transmission network, while taking into account all environmental requirements, - mobilising each RTE staff member on a day-to-day basis, because quality is everybody’s concern. The sound quality of our services, perceived and verified on a day-to-day basis, is definitely a priority for RTE and will ensure our success. Our aim is for 85% of our customers to express their satisfaction in the next three years and for 20% of them to state that they are highly satisfied. Making a success of this goal and reaching the related objectives rely on the steering of all the processes and business lines concerned.This steering must be efficient, based on an analysis of the risks and stakes, as well as feature ongoing improvement. RTE places its Quality, Safety and Environment Management System under external scrutiny by maintaining certification according to the international standard ISO 9001/ 2000 for all of the company’s activities and entities. The Chief Executive Officer of RTE and the members of the management staff organise improvement focused on the efficiency of the Quality, Safety and Environment Management System. The Head of the Quality, Safety, Environment Section, responsible for its architecture, ensures the coordination of this system. The success of this approach depends on the involvement of the management as a whole and the concrete, everyday efforts of the entire staff of RTE. The proper application of the quality policy is checked by monitoring a certain number of performance indicators, such as for example: the customer satisfaction rate, the number of Significant System Events (operating reliability), the average interruption time, the cost of the transmitted kilowatt- hour, etc.
