 Formal completion and closure protocol formulated in consultation
with NITI Aayog and MoWR, RD & GR and conveyed to States on
12.07.2017
 The protocol inter alia includes
a) a checklist of physical and financial documents and
certifications to be furnished by the SLNA,
b) an apt, quick and low-cost / cost-effective end-line evaluation
of the project or a group of projects within the approved cost
norm for M&E component.
◦ The protocol envisages to ensure (i) the due completion of
unfinished works (if any), (ii) maintenance, (iii) security and (iv)
sustainability of the watershed development projects
◦ Protocol has to be duly adopted by the States in respect of
Projects administratively reported as completed

 Objective: To provide technical assistance as well as
implementation support.
 Decision by DEA and World Bank:
• DoLR to adopt DRIP model (Ref. Water Resources Ministry)
• Concept Note has been prepared and approved by WB & MoRD
• Karnataka to act as the light house and the participating States to
get direct loan from the World Bank under separate agreements.
• Loan and State Contribution will be 70:30
 DoLR will anchor, coordinate, monitor, make available National &
International Knowledge exchange and report overall progress.
World Bank Assisted Project: REWARD
(Rejuvenating Watersheds for Agriculture Resilience through
Innovative Development )
 Himalayan States, peculiar problem: too much rain but
scarcity of water during lean period.
 Need for rejuvenation of traditional water sources like
Springs.
 NITI Aayog: Himalayan States Chief Ministers Conclave
 WDC-PMKSY already having Institutional arrangement in
States
 Proper planning and technical know how including mapping
of springs / aquifers required. Sikkim experiences ‘Dhara
Vikas’.
 Suitable interventions in the Common Guidelines being
revised by NRAA

 Reduction in the project period from 4-7 years to 4-5 years
 Cost Revision (existing Rs 12k -15k to Rs 22 k to 25 k)

  • 12. 12  Formal completion and closure protocol formulated in consultation with NITI Aayog and MoWR, RD & GR and conveyed to States on 12.07.2017  The protocol inter alia includes a) a checklist of physical and financial documents and certifications to be furnished by the SLNA, b) an apt, quick and low-cost / cost-effective end-line evaluation of the project or a group of projects within the approved cost norm for M&E component. ◦ The protocol envisages to ensure (i) the due completion of unfinished works (if any), (ii) maintenance, (iii) security and (iv) sustainability of the watershed development projects ◦ Protocol has to be duly adopted by the States in respect of Projects administratively reported as completed Completion and Closure Protocol (to be suitably included in proposed revision)

  • 17. 17  Objective: To provide technical assistance as well as implementation support.  Decision by DEA and World Bank: • DoLR to adopt DRIP model (Ref. Water Resources Ministry) • Concept Note has been prepared and approved by WB & MoRD • Karnataka to act as the light house and the participating States to get direct loan from the World Bank under separate agreements. • Loan and State Contribution will be 70:30  DoLR will anchor, coordinate, monitor, make available National & International Knowledge exchange and report overall progress. World Bank Assisted Project: REWARD (Rejuvenating Watersheds for Agriculture Resilience through Innovative Development )
  • 18.  Himalayan States, peculiar problem: too much rain but scarcity of water during lean period.  Need for rejuvenation of traditional water sources like Springs.  NITI Aayog: Himalayan States Chief Ministers Conclave  WDC-PMKSY already having Institutional arrangement in States  Proper planning and technical know how including mapping of springs / aquifers required. Sikkim experiences ‘Dhara Vikas’.  Suitable interventions in the Common Guidelines being revised by NRAA Springshed Development
