Resource Allocation for an Aging Population
Technological advances in medicine and preventative care means that Americans are living longer lives than ever before. Hayutin, Deitz, and Mitchell (2010) assert that by the year 2030 Americans over the age of 65 will account for 20% of the population. There will soon be more elderly Americans than children, and the number of working adults is expected to decrease concurrently. This shift in the population will yield significant economic, political and social challenges. Healthcare needs are also changing. Death and disability rates are declining, yet the incidence of chronic illness within the elderly population continues to rise (Hayutin, Deitz, & Mitchell, 2010). Crippen and Barnato (2011) contend that 20% of the population assume 80% of all healthcare-related costs. As much as 75% of these costs are attributable to chronic diseases (Crippen & Barnato, 2011). Revenues for healthcare are projected to decrease while expenditures are expected to increase. Healthcare providers, policymakers, and industry experts need to work towards solutions that will optimize healthcare dollars and create sustainability for future generations.
Ethical Considerations
The dynamics of healthcare are complicated; financial resources seem insignificant when making life and death decisions. Nonetheless, resources are finite, and therefore, distribution and allocation of funds must be ethical. According to Craig (2010), the theory of distributive justice requires that people with the same health needs have equitable access to all available resources. However, distributive justice also requires that the associated costs also be shared equitably. Fairness is another ethical principle that should be applied in the allocation of healthcare resources. Policies that are fair must be transparent, understandable, and there must be regulatory process to address complaints and resolve conflicts. The idea that healthcare is a human right is outlined in the declaration of independence which guarantees citizens the right to life, liberty, and the pursuit of happiness. The need of the patient should also be considered. A burn patient needs plastic surgery more than a patient that wants rhinoplasty (Craig, 2010).
Nurses provide the best possible care to every single patient regardless of gender, ethnicity, sexual orientation, ability to pay, or age. The American Nurses Association (2012) provides ethical guidelines for nurses to employ in their practice. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
This is a presentation by Dada Robert in a Your Skill Boost masterclass organised by the Excellence Foundation for South Sudan (EFSS) on Saturday, the 25th and Sunday, the 26th of May 2024.
He discussed the concept of quality improvement, emphasizing its applicability to various aspects of life, including personal, project, and program improvements. He defined quality as doing the right thing at the right time in the right way to achieve the best possible results and discussed the concept of the "gap" between what we know and what we do, and how this gap represents the areas we need to improve. He explained the scientific approach to quality improvement, which involves systematic performance analysis, testing and learning, and implementing change ideas. Statement of Need or Problem to be Addressed The most recent survey of homeless individuals
conducted January 29, 2014 revealed 958 homeless adults with no dependants, 70 of which were
completely unsheltered, and an additional 130 homeless adults who also had dependent children
with them. 208 of these homeless adults are chronically homeless (HUD's 2014 Continuum of Care
Homeless Assistance Programs, Populations, and Subpopulations, 2014).Wayside Christian Mission
reaches approximately 7,000 homeless individuals annually (Wayside Christian Mission, 2007). In
the Journal of General Internal Medicine, a majority of homeless individuals surveyed stated that
they felt discriminated against or that they received lesser care because of their poverty or
homelessness (Wen, Hudak, & Hwang, 2007). Homeless and impoverished individuals suffer
from high rates of depression, psychiatric illness, alcohol and or substance abuse, HIV/AIDS, TB,
Trauma, preterm birth, COPD, low birth weight, musculoskeletal problems, decreased access to care,
foot problems, malnutrition, and high Emergency Room utilization (Stanhope & Lancaster,
2014). Not only do homeless persons have a high rate of illness, but they are also less able to

I request that you accept my topic for the Writing 465 final project. Hopefully, I will be able to use
this project to help alleviate the current parking problem at Winthrop University. Jack Allen, from
Campus Police, and Walter Hardin, Associate Vice President for Facilities Management, have shown
interest in my project.
BACKGROUND
Winthrop University is a small public school with an enrollment of 5,065 undergraduate students

After years more of complaining, they decided to add a parking garage to their campus. Although
this garage eliminated 200 spaces, it added 613. The price of this garage was $5.5 million. Arkansas
State used the parking deck, as well as the reserved parking system to help alleviate their situation.
Many other campuses utilize the same systems, such as: University of Cincinnati, University of
Iowa, University of Louisville, University of Pittsburgh, University of South Florida, University of
Tennessee, University of Wisconsin, and many more.
There are currently only a handful of reserved spaces on campus, and the ground has yet to be
broken for the construction of the parking deck. In fact, Winthrop University does not even have
all the funds needed to build this parking deck. When I approached Jack Allen, of Campus Police,
with my idea of reserved parking spaces, he told me that he thought it was a good idea. Walter
Hardin, when given the same idea, seemed to think that the reserved parking system would not
realistically work out but was open to the proposal.
PROPOSED PROJECT
I am planning to find the funding needed to establish reserved parking at Winthrop University
through Campus Police and the current traffic and parking system. Hopefully, Winthrop University
and Campus Police will recognize the need and responsibility to fund these reserved parking spaces.

The demand for student bus transportation has far exceeded the supply. Also, vandalism and
automotive theft has nearly doubled since 1997. DUI convictions have quadrupled in the city of
Kent since last year. The need for public transportation is quite clear.
Because of this evident crisis in transportation, a solution must be in order.
Scope
This proposal will outline and validate the impending document generally. First the general nature of
the document will be discussed; then the ensuing proposal will be outlined.
DISCUSSION OF PROPOSAL
Proposal
The proposed document must be constructed to demonstrate the need for a new for–profit
transportation service. It will present a business plan, and then go into detail about characteristics
specific to this service.
Methodology
Information about competitive transportation services will be gathered. Questionnaires will be
distributed to students and faculty of Kent State University in order to gather customer insight. Also,
a financial consulting firm will be hired to provide professional assistance. Document Outline

may be adjusted in accord with new developments.

Project to the Instructor.
Week 7 is when I hope to write the Final Project, all depending on the guidance of the Instructor.
