The document discusses conventional bureaucracy and the new public management (NPM) approach and their implications for public policy implementation. Conventional bureaucracy is characterized by hierarchy, career administrators influencing policymaking, and policies being less public than in legislatures. NPM emerged in the 1980s and uses private sector techniques in the public sector, shifting the focus from administration to management, service delivery, and making public services more responsive to citizens and politicians. NPM advocates privatization and private sector provision of public goods and services where possible. It has also driven reforms to public employment systems and professional norms in public service.
It is probably fair to say that public administration scholarship has been more successful in demonstrating the need for theories of bureaucratic politics than in actually producing those frameworks. It has been more than half a century since scholars such as Waldo and Gaus exposed the rickety foundations of the politics administration dichotomy and made a convincing brief that administrative theory had to share common ground with political theory.

action gives you your results. It works every time, with no exceptions. The above steps will help you to become better attractors. But you can also apply the law of attraction in your business life as well.
When you use the law of attraction, you do not worry about where it is coming from or how you will get it. All you do is your part and the Universe will do its part. The Law of Attraction is very powerful and forceful in the way it works. The Law of Attraction works. You just have to accept it, act on it, and be in harmony with it. Visualize you getting a check for 10,000 dollars. Or perhaps you want to go lower? But you have to gear your mind so you can vibrate to it.
Chapter 2
Your Thoughts Control You
Did you know your thoughts control what happens to you? There are three classes of thoughts we experience each day: positive, action, and worry. Thoughts help us create the reality we experience, whether it's good or bad.
When we worry about something we have no control over, what we have is fear turned inside. Some people think that if they don't worry, they can't prevent what will happen from occurring. If you focus on positive thoughts instead of negative or worrying thoughts, your health would improve immensely.
You must learn to use the right types of thoughts that enter your mind daily. Only those thoughts that we dwell on predominately are what will lead to results for us. When in a stressful situation, stop and evaluate your present thoughts and think of what your next thought will be.
As stated in this chapter, thoughts are dangerous, because they can lead you to get whatever you think. When you think, you vibrate to it; the universe receives your transmission and delivers. If you aren’t careful, you may not like what you get back.
Chapter 3
Visualize Your Thoughts
The Law of Attraction says that thoughts lead to feelings that lead to actions. But you just don't think of a thought as a thought, you visualize it. If you visualize a red convertible sports car, for instance, you will get it. Practice this daily, up to three times a day. Visualization is used in all aspects of life from schoolwork to business. It can be applied to any area of our lives and work every time. The steps are not that complicated. You just have to perform certain routines and stick to them.
Picture yourself stopping at a beautiful beach with the one you love sitting next to you. See yourself getting out of the car and taking the keys with you. Lock this complete vision in your mind and send it to your heart for emotional processing.
Chapter 4
The Law of Vibration
The Law of Vibration states that everything in life moves or vibrates. To vibrate to something you must have positive thoughts. When you are in a positive frame of mind, you will vibrate toward what you wish to achieve. Unless you stop doubting or having negative energy, you won't get it. The Law of Vibration is the theory that all matter vibrates at a certain frequency. Thought is considered the hig
Since the adoption of the Millennium Development Goals at the United Nations Millennium Summit in 2000, the goals have become the international standard of reference for measuring and tracking improvements in the human condition in developing countries. The Goals are backed by a political mandate agreed to by the leaders of all UN member states. They offer a comprehensive and multidimensional development framework and set clear quantifiable targets to be achieved by 2015. ( Alam : 2006 )
The importance of a well-performing public administration was reiterated in Resolution 57/277 of the General Assembly on Public Administration and Development which states that “an efficient, accountable, effective and transparent public administration, at both the national and international levels, has a key role to play in the implementation of internationally agreed goals, including the MDGs”.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

CONVENTIONAL BUREAUCRACY AND
NEW PUBLIC MANAGEMENT
APPROACH ON THE PUBLIC POLICY
IMPLEMENTATION
CONVENTIONAL BUREAUCRACY
The bureaucratic institution has their origin in ancient time and its
developed to became most large organization both public and
private. There are many meaning of bureaucracy. Generally, it
refers to organizing principles that are intended to achieve
coordination of work in large organization. Max weber (1864-
1920) in his book, the theory of social and economic organization
gave the name ‘BUREAUCRACY’ to describe a name of
organization o applicable to both public and private sector. In his
analysis he identifies three basic types of authority, which is
useful in describing the legal rational authority/legitimate authority
in organization.
2. TRADITIONAL AUTHORITY

tradition.
CHARISMATIC AUTHORITY

The society as a whole must be in a position of
supply the resources for support of bureaucratic organization. As
such, society is expected to underwrite bureaucratic activities.
Theoretically, therefore, the bureaucracy has to pursue socially
acceptable goals.
NEW PUBLIC MANAGEMENT
New public management (NPM) is a management/development
system that is utilized in companies, agencies and countries in
their entirety. The new theory, which came to be called ‘NEW
PUBLIC MANAGEMENT’ was proposed by David Osborne and
Ted Geabler in there book reinventing government. New public
management refers to a duster of contemporary ideas and
practices that seeks, at their core, to use private sector and
business approaches in the public sector.
THE NEW PUBLIC MANAGEMENT
APPROACH AND CRISIS STATES
o Over the past couple of decades, the new public
management has literally swept the nation and the world.
o As a result, a number of highly positive changes have been
implemented in the public sector.
4. o New public management (NPM), management techniques
and practices drawn mainly from the private sector, is
increasingly seen as a global phenomenon.
o New public management reforms shift the emphasis from
traditional public administration to public management.
o New public management have been driven by a combination
of social, political and technological factor.
ROLE OF NEW PUBLIC MANAGEMENT
‘new public management’ has shifted the focus from public
service to service delivery. The principles associated with new
public management have been informed by the idea that public
service needs to be more responsive to both the preferences of
beneficiaries, citizens who pay for service provision through tax,
and politicians who represent the collective will and make policy
choices. From this perspective, ministers are seen as analogous
to customers, and citizens to consumers. New public
5. management has been informed by economic doctrines that have
advocated privatization, contestability in the delivery of public
goods and services and, where possible, the provision of these
goods and services through the private sector. For the core
public service, this has also been associated with significant
reforms to public employment systems and the norms of what
constitutes professional public service.
