• EU-maiden hallitukset jakoivat päästöoikeuksia

päästöoikeuksien määrää.
• 2013 alusta vain sähköntuotanto joutuu
maksamaan kaikista päästöistä, valmistava
teollisuus saa ilmaiseksi alakohtaiseen
vertailuarvoon asti.
• CDM-hyvitysten käyttöoikeus.
• -> Päästöjä ei tarvitse alentaa vuoteen 2020.

27 kansallisen järjestelmän tilkkutäkkiin
• Niin kauan kuin päästöoikeuden hinta
alhainen, houkuttelee investoimaan hiili-

elinaikanaan virheinvestoinneiksi (vrt IEA).

• Intia: pakoll energiatehokkuuskauppa, suunn

23. Australia: Green Energy Bill 2011
• Koskee yrityksiä, joiden vuosipäästöt yli
25 000 tn CO2-ekv.
• 2012-13 tonnin hinta A$23 (18 €), määrä
ei rajoitettu.
• Sen jälkeen hinta nousee 2,5%/v,
siirtyminen päästökauppaan 2015–16,
jolloin päästöoikeuksien määrällä
asetetaan yläraja.
24. Uusi Seelanti: Climate Change
Reponse Act 2008
• Kattaa
– metsät (nielu),
– energian (43 % vuoden 2010 päästöistä),
– teollisuuden (7 %/ 2010),
– jätehuollon (3 %/ 2010),
• Ulkopuolella karjankasvatus (47%/ 2010).
• Päästöjen vastineena pitää olla joko
kansainvälisiä “Kioto-yksiköitä” (1 kpl/2tn) tai
NZn hallituksen ilmaiseksi jakamia yksiköitä.
Vaihtoehtoisesti voi ostaa päästöoikeuksia
kiinteään hintaan NZ$25 (15 EUR)/tn.

Note the tight correlation between greenhouse gases and temperature (red). The temperature curve shows natural variations with cycles related to variations in earth’s orbit around the sun, amplified by feed-back effects. All scientists agree that we have raised CO2 level 30% above the highest experienced for the last 1 million years (blue line), and probably for the last 30 million years. All scientists also agree that this must have a climate effect. The disagreement is on the future balance between anthropogenic effects and natural climate variations, which have many poorly known elements. There are also important uncertainties related to feed-back processes.

Four-fifths of the total energy-related CO2 emissions permitted to 2035 in the 450 Scenario are already locked-in by existing capital stock, including power stations, buildings and factories. Without further action by 2017, the energy-related infrastructure then in place would generate all the CO2 emissions allowed in the 450 Scenario up to 2035. Delaying action is a false economy: for every $1 of investment in cleaner technology that is avoided in the power sector before 2020, an additional $4.30 would need to be spent after 2020 to compensate for the increased emissions.
