This document discusses research into structurally adopting open data practices within governmental organizations in the Netherlands. It describes two research programs conducted with the Province of South Holland and Municipality of The Hague. The research explored international and national open data developments and lessons learned from key expert interviews. Some challenges to adopting open data included standardizing publication processes, changing collaborations, addressing legal issues, and ensuring accessibility and reliability of data. The conclusions call for centralized open data systems, stimulation of an open data culture through corporate policy, thinking in terms of technical infrastructures and automated data, and coordination through a central open data representative position.
In the third part of the workshop series Smart Policies for Data, we will focus on two central building blocks – interoperability and balanced data sharing.

The presentation analyses the open data movement across the world and in India. The current experiments in benchmarking open data initiatives are also briefly mentioned.
Professor Rob Kitchin from the Programmable City and Maynooth University presents the possible pitfalls to opening data in addition to the costs associated with this practice.
This slide set examines the contention that opening data is an inherently good thing - that the case for open data is an open and shut case. It sets out a contrary view that whilst open data is desirable, much more critical thinking is required as to what this means in practice and the possible negative implications of opening data, and calls for a wider debate about the relative merits and politics of open data and how we go about opening data.

Open Government Data (OGD) has gained momentum and a large number of portals have become available providing all kind of data. There are many practices available and all kind of technologies enabling the opening of data. Yet the field is fragmented and effective use of open data requires knowledge found in different communities. The goal of the proposed workshop is two-fold. First it aims to contribute to better and shared understanding of concerns across core stakeholder groups in the OGD community. Second, it intends to show and discuss how some emerging technological solutions in the social semantic web and linked data technology domain could effectively address some of these concerns when considered as a part of a socio-technical ensemble.

Links-up is a two-year research project that is co-financed by the Lifelong Learning programme
of the European Commission. The project started in November 2009 and is carried out by an international project team. The overall aim of Links-up is to combine and enhance the know-how of existing projects in the field of inclusion with learning 2.0 in order to promote better future e-inclusion projects and policies...
The objective is the effective dissemination, exploitation and sustainability of the Links-up project objectives, outcomes and deliverables. It supports the research results by dissemination actions promoting cross-national and cross-sectoral collaboration. The dissemination, exploitation and sustainability building activities included the following measures:
•‘Public space’ on the online ‘Innovation Laboratory’ at www.links-up.eu with a large number of resources for policy, practice and research;

situation:
internal procedures are inefficiently cluttered
immediate ‘data hunt’ is an effective supplier of data sets and applications
opening up data is not a natural process
solution:
standardized formats for up-to-date, automatically reachable data sets are a necessity
attitude and dissemination of open data policy by management is a must
invest in the quality, quantity and sustainability of data sets
create awareness and necessity of opening data by source owners and holders

despite ‘Open Data, unless’ policy still a lot of cold feet
explaining and convincing source holders is very time consuming
