1. INTRODUCTION
ESHO-4G Neighbourhood Model is high-
performing comprehensive master plan for a
community.
It has a complete pattern of smart green living
Ecosystem which is integrated with sustainable
socio economic development by taking several
actions of planning and related programs, by
using variety of design metrics to measure success
of a community Neighbourhoods.
The complete neighbourhood model architecture
like habitations, institutions, farms, shops, spaces
etc. design is based on community green
architecture, with having balanced composition
with locally available affordable bio-construction
materials and local ecological technological
methodology, infrastructure and super structure
materials bland with green chemistry. The concept
of Neighbourhood community underlying
exclusive operational mode of ‘Green
Engineering’ design principles as example its
sustainable features include various use of solar
panels, wind turbines, organic compounds or
recycled materials, natural environment friendly
methods of waste management, contributes to a
more cohesive pedestrian oriented community,
large-scale gray water recycling, zero storm water
runoff, use solar hot water for renewable energy.
ESHO-4G Neighbourhood master plan aims to
have combination of living with limit, increase
integrated traditional local ecological knowledge
with present modern scientific living life cycle
and local Environmental resource. It has Common
private venue of united peoples of local
community within the model beneficiary members
live with mixed users and multidisciplinary
professional team which maximise clinical
effectiveness of local sustainable development.

The master plan includes varied types of
professional housing with digital implementation
and new generations networking system which
will have access to allow global jobs, education,
services, recreation, transit and culture.
2. BACKGROUND
Neighbourhood Model Background is building an
equitable, sustainable and peaceful world for
people and their community. These days, more
and more people are moving to dense
metropolises like megacities, seeking the
amenities and opportunities, increase populations
& unemployment, insecure living ecosystem,
leaving low-income residents with fewer choices
for affordable housing. Concrete apartment blocks
are often the only option for low-income residents
of affordable housing which continues to plague
cities. In the ESHO-4G Neighbourhood Model
have designing decidedly alternative solutions of
the modernist era. The model has Passive & Low
Energy, bio constructions Architecture theme. In
Model Sustainable Communities users are
underlying paradigm of energy conservation and
exclusive operation mode which can reduces
dramatically the extent of selective strategies,
promises to be a milestone in the advance of the
individual neighbourhood community. The
universe has been created by Allah (God) with a
specific purpose and for a limited time. The
master plan of the model designed for diverse
population in terms of age, race, ethnicity, and
social-economics. Inclusive leadership
engagement that supports diverse faiths and
cultures, community Practical policy, designed to
encourage good land use, good design and green
building solutions, as well as affordable rents, has
access to community amenities for young
professionals, young families, empty-nesters and
seniors. Stimulus, often in the form of micro-
lending options, designed to help small business
growth and create local jobs. Government
involvement to support social service needs.
3. AIMS AND OBJECTIVES
The ESHO-4G Neighbourhood Model has unique
aims and objectives is to build a strong Global
Social network group, reliable community
ecosystem network, explore futuristic global
environment, promote go green with having SDG
vision -2040 of the Earth. The model is
identifying as an “Enhanced Basement of
community.” After research and identify the
problems and findings from statistical data (see-
Appendix-1) of Bangladesh, India, Russia,
Vietnam, Thailand, China, South Africa etc. the
pilot master plan presents the countries local
communities which are changing in times with
technological updates and replace are the model
focusing area of development based on Global
ecological Footprint accounting measures
the demand on and supply of nature. Without
integrating master plan the people of the present
world will not get sustainable benefit from
Globalization.

So Local Ecological Footprint accounting
measures is the demand on and supply of nature
of a community neighbourhood model. Build
natural ecological asset .On the supply side, a city,
state or nation’s bio capacity represents the
productivity of its ecological assets (including
cropland, grazing land, forest land, fishing
grounds, and built-up land). These areas,
especially if left unharnessed, can also absorb
much of the waste we generate, especially our
carbon emissions.( Figure-5)

or sows a field for a human, bird, or animal eats
from it, but it shall be reckoned as charity from
him. The utilization of all natural resources –
land, water, air, fire (energy), forests, oceans – are
considered the right and the joint property of the
entire humankind. , stressed the importance of
water for agriculture and land reclamation. Local
Community Wildlife and natural resources are
protected by zoning. In such places, industrial
development, habitation, extensive grazing, are
not allowed in the community zone as public
property or common lands managed and protected
by community authority for conservation of
natural resources. Another zone there be placed
on upstream farms to be considerate of
downstream users. A farm beside a stream is
forbidden to monopolize its water. After
withholding a reasonable amount of water for his
crops, the farmer must release the rest to those
downstream. Furthermore, if the water is
insufficient for all of the farms along the stream,
the needs of the older farms are to be satisfied
before the newer farm is permitted to irrigate.
This reflects the sustainable utilization of water
based on its safe yield. Apply principles of the
extraction of groundwater. Any member of the
model has no right to adversely affect his
neighbour’s well by lowering the water table or
polluting the aquifer. Master plan beneficiary
member’s rights to benefit from nature are linked
to accountability and maintenance or conservation
of the resource.
The model administration concept has decision
making process at all levels of the neighbourhood
society which has own members participations. It
applies universally to the decision making on
ecological matters as on political ones.
Established the ecological balance. Among the
prerequisites for effective conservation of the
natural environment are appropriate institutional
arrangements. A number of resource management
institutions have been designed in the model
(a) Land reclamation or revival
Neighbourhood model members who bring life
to un-owned land by undertaking its cultivation or
reclamation or otherwise putting it to beneficial
use acquires it as his private property based on
production sharing ratio. this actions can bring
new life to the farmers of the specific
neighbourhood model and partner of the
neighbourhood community farm invest in the
sustainable use of the land and develop economic
infrastructure.
(b) Zoning and land use planning: Involves
protecting water resources and other utilities,
communal pasturelands and woodlands pertaining
to villages, and lands containing resources that are
indispensable to the welfare of the community.
(c) Involve the governing authorities to
make grants for agriculture, horticulture, building,
and other kinds of development, so as to channel
such developments to suitable locations and away
from unsuitable locations. Take Leased Lands
from land based organization or legal owner to do
all kinds of sustainable improvements to be
undertaken or the crops to be grown, and the
management practices and techniques of fanning,
building, and so forth, to be employed.
Participate in the conservation and sustainable
development of natural resources through various
gifts, inheritance, and loans. may take the form of
a land trust dedicated in perpetuity to charitable
purposes such as agricultural and range research,
wildlife propagation and habitat development, a
village woodlot, or a public cistern, well, or
garden; or it may take the form of a fund or
endowment for the financing of such projects. The
governing authorities may set provisions and

standards for such lands and funds, and for the
qualifications of their managers, so that the
benevolent objectives of such projects may be
effectively fulfilled.
Create the mandate of the governing authorities
with proper communication by individuals;
promote ethics of knowledge that the protection of
model value, conservation and development of the
environment and natural resources is a mandatory
religious duty to which every person should be
committed. This commitment emanates from the
individual's responsibility before God to protect
himself and his community. Promote Social
Responsibility. The ethical system that governs
socio-economic policies which is hinged around
four main principles. They are: 1) Unity in which
individual actions must conform to an integrated
whole; 2) Equilibrium in which individuals have
the freedom to act, but must do so with bearing
the general well-being of the present and future
generations; 3) Free will by which individual
freedom is guided by a broader framework of duty
to community or societ; and 4) Responsibility by
which neighbourhood individuals and society
have the responsibility to use and dispose of
possessions and wealth in a responsible way. The
above ensure that individuals and communities
have a social responsibility towards others. To
institutionalize the social responsibility, model
has created zakat, sadaqa, and the inheritance
system. The charitable treasury , as a State
institution would then redistribute the collection
of charitable fund to the poor.

There are 4479 union of Bangladesh selected
for the model implication area. Each model has
270 beneficiary members in total
(4479x270)1209330 members. Select 40 adjacent
houses of each community neighbourhoods

global group or 4G” within multiple rural and

prosperity, planet, people linkage for sustainable
development. Maintain neighbourhood chain with
community multiple professionals. Master plan
with detail for reduces poverty, identified poor,
unschooled child, unemployed, woman, capacity
building of entrepreneurs, Provide short training
on development, design green model economy
infrastructure module and habitation based on
ecological living style ,climate change , local
environmental resources .Give importance on
Water conservation and sustainably utilization,
Preventing pollution of water resources, urinating
in water (discharging wastewater into water
stream) and washing or having a bath in stagnant
water are forbidden .Efficient use and
Conservation of water, stainable Use of
biodiversity knowledge and education, air
pollution, keep attention on sustainable forestry,
action of planning for Poverty alleviation ,good
governance, cultural and ethnic values. Observed
all type of local environmental impacts,
assessment and mitigation of responsibilities
toward disabled and poor (Unprivileged
Communities).

6. CONCLUSION
Renewable energy sources and storages are rebuilt
existing Community rural habitation models
incorporate sustainable features reduce the cost of
construction maintenance, technologies, promote group
or alliance concept, promote share ownership concept,

features in the future. Initiatives for sustainable living
