Andrea Marpillero-Colomina, PhD., Sustainable Communities Program Director at GreenLatinos gave this presentation at the Forth How Community Engagement
Leads to Policy Action webinar on August 23, 2022.
The document discusses transportation equity and outlines several key issues:
1) Transportation costs burden low-income households and many rural areas lack options, restricting access to opportunities.
2) Transportation infrastructure projects provide few jobs for minorities and women.
3) Public transit systems face budget cuts that reduce service as costs rise.
4) Past transportation policies have disproportionately impacted the health of disadvantaged communities.
The document calls for transportation reforms that create affordable options, ensure fair access to jobs, promote healthy communities, and invest equitably.
The document discusses tools for measuring and applying location efficiency to deliver community benefits. It summarizes research on the relationship between density, transportation choices, and vehicle miles traveled (VMT). Areas with higher density and more transit options tend to have lower VMT. The document also discusses how accounting for combined housing and transportation costs (H+T) provides a truer measure of affordability than only considering housing costs. Analyzing locations based on their H+T costs can help address issues like foreclosures, inform planning, and promote more sustainable development patterns. Case studies of developments in Illinois that received funding from the Illinois Housing Development Authority (IHDA) show that those near transit tended to have lower transportation costs.
Forth's Roadmap to Achieve a Stronger and Cleaner US Economy by Jeanette Shaw Forth
Forth proposes using future infrastructure stimulus packages to accelerate the adoption of smart transportation technologies like connected, autonomous, shared, and electric vehicles. This would help achieve a cleaner environment and stronger economy. Recommendations include investments in manufacturing and charging infrastructure for electric vehicles, prioritizing transit electrification and equitable access, and workforce training programs centered around underrepresented groups. The goal is to use infrastructure spending to create jobs and transition to more efficient transportation that reduces emissions.

Planning for Climate and Energy Equity in Maryland Final 12-30-2015Marcus Griswold, PhD
This document summarizes a report on planning for climate and energy equity in Maryland. It finds that social inequities leave some communities more vulnerable to the impacts of climate change and the policies aimed at addressing it. It recommends that Maryland develop a climate and energy equity framework to guide strategies that reduce inequities, conduct outreach to empower communities, address disparities in access to benefits from climate policies, and improve support for vulnerable communities through the state's climate programs and policies. Specific policies are identified to promote equity in areas like clean energy access, jobs, ecosystem markets, transportation, and community resilience.
This document summarizes key points from a presentation by Radhika Fox on transportation equity. It discusses how inadequate and inequitable transportation access hinders economic opportunities, with low-income households spending a large portion of their income on transportation. It outlines principles for promoting equitable transportation policies, such as affordable options for all, fair access to jobs, and healthy communities. The presentation argues for a new transportation bill that invests in public transit, complete streets, and sustainable communities to create jobs and improve access, health, and outcomes.

Community Car (Cc) is a proposed transportation service for elderly individuals that would also serve as a job training program for former offenders. Cc aims to reduce traffic accidents involving elderly drivers by providing them transportation alternatives. It would train former offenders to become certified drivers through a state-mandated program, allowing them to work off fines and fees. This would create a skilled labor force for elder care while improving public safety and saving taxpayer dollars. Insurance companies would subsidize the program since it would lower their accident claims costs. The founder argues Cc could be replicated across states to address the growing needs of the elderly population and reform the criminal justice system.
The document summarizes the Alliance to Save Energy, a nonprofit organization that promotes energy efficiency worldwide. It discusses the organization's mission and operations, highlights the importance of energy efficiency in the US, and outlines policy efforts and programs that have helped advance energy efficiency. Gender, energy and policy a review of energy policies in east and southern a...Dr. Jack Onyisi Abebe
Renewable, clean energy and gender equality are preconditions for sustainable development and for tackling climate change. This linkage is tacit in the Sustainable Development Goals (SDGs). Gender equality and women’s empowerment (Goal 5) and women’s and men’s equal access to secure energy services (Goal 7) are central to building more environmentally sustainable and climate-resilient societies (Goals 13 and 15) (UN Women and UNDP-UNEP PEI, 2015).
The document discusses the benefits of renewable energy technologies such as solar, including a triple return on investment for the US Department of Energy's funding of solar research. However, transitioning to renewable energy has faced challenges from politicians supported by fossil fuel industries, who claim it will hurt jobs and the economy. The document argues that clean energy industries are growing faster than traditional sectors and that policies promoting renewable energy can create economic opportunities and jobs.

2. CLEAN INFRASTRUCTURE FOR OUR COMMUNITIES
2
CLEAN
JOBS
GREEN
INFRASTRUCTURE
ENVIRONMENTAL
REPARATIONS
Latinos represent a significant economic engine in this country.
By 2045, Latinos are expected to comprise nearly 25% of the U.S.
population.
Our communities persistently encounter disproportionate
economic and health impacts.
Today, Latinos are overrepresented among people living in poverty
and face poorer health outcomes due to persistent systemic
environmental and economic inequity
Over 67% of Latinos are concerned about climate change.
85% of Latino voters want to see government action on reducing
pollution.
3. CLEAN TRANSPORTATION + ENERGY
Transportation is biggest source of GHG
emissions in the U.S -- in 2018 accounted for
28% of GHG emissions:
- 59% of that from light-duty vehicles (cars)
- Between 2000 - 2018, transportation emissions
increased more than any other sector.
Cleaner and more equitable energy and
transportation infrastructure can significantly
improve health and wellbeing for all people, in
particular Latinx and other communities who
bear the brunt of emissions effects.
Clean infrastructure can also create substantive
economic and social gains by improving
mobility and access for all.
4. EV EQUITY FOR LATINOS
4
Recent nationally representative consumer survey conducted by
Consumer Reports:
71% of drivers were interested in getting an electric car.
48% said lack of access to public charging infrastructure was a
concern
43% cited vehicle cost as a disincentive.
Equity must be central to EV infrastructure planning and how
underserved communities can best be served.
Expanding access to EV infrastructure is crucial for ending reliance on
GHG emission vehicles.
5. - Reduce vehicle emissions, which is crucial for improving
health outcomes and environmental quality of life in
Latino/x and other frontline communities.
- Work directly with relevant federal agencies, including
US DOT, EPA, and Energy to support policy for stronger
fuel efficiency standards and accelerate the transition to
EVs.
- Joined National Electric Vehicle Coalition Initiative, a
national coalition of nonprofits, labor organizations, and
companies that are leading the charge to support federal
action on a national charging network.
- Give testimony, lead letters, work in coalitions
advocating for equitable access to EV infrastructure and
purchase incentives and equitable federal and state
rulemaking.
We collaborated with
Consumer Reports to
