Community Car (Cc) is a proposed transportation service for elderly individuals that would also serve as a job training program for former offenders. Cc aims to reduce traffic accidents involving elderly drivers by providing them transportation alternatives. It would train former offenders to become certified drivers through a state-mandated program, allowing them to work off fines and fees. This would create a skilled labor force for elder care while improving public safety and saving taxpayer dollars. Insurance companies would subsidize the program since it would lower their accident claims costs. The founder argues Cc could be replicated across states to address the growing needs of the elderly population and reform the criminal justice system.

“Our goal is to offset risk for the insurance industry by reimagining automotive
transportation for the elder community”
A licensed insurance product, Community Car, is a socially responsible transportation service,
replicated by municipalities and states, purchased by insurance carriers. As an automobile insurance
rider, insurance agents sell our product. Loss claim payouts and a decrease in automobile accidents
are the function of Cc’s value to insurance companies. We take a licensing fee and a negotiated (8-
12%) of annual insurance premium. Cc uses an insurance-based model, monthly premiums acting as
a subscription or annuity-based revenue stream.

8. FROM THE FOUNDER
My name is Miles Moriarty and I am the founder of Community Car. My goal is to offset risk for the insurance
industry by reimagining automotive transportation for the elder community. The byproduct creates:
market of skilled laborers through criminal justice reform,
safer driving conditions,
community supervised rehabilitation subsidized by insurance companies,
billions in taxpayer dollars saved, and a growth potential with unlimited scalability.
The social value of Community Car will be enormous and progressive legislation should push the product into market state by
state as the need evolves. We are reinventing the wheel by making those behind them safer. This is the future of elder automotive
transportation.
A New York native and former restaurant owner in Delray Beach, Florida, I enrolled in this program after
hearing what Chad Howser had done with Café Momentum in Dallas, Texas. Owning a business in the state
of Florida. I lost a number of excellent employees, associates, to a penal system with 100 minimum
mandatories: Florida's Department of Justice is in need of more than "First Step Act" reform. I have an idea

Proposed Legislation: Licensed drivers potentially unfit for safe driving:
I. Mandatory Community Car certified training for offenders of the state (Fla Proposal
SB642/HB 705, discretionary) 166,000 Florida drivers (2018) enrolled in a form of
community service for the state.
II. A three-prong license renewal program (audio, visual, spatial) for citizens 70 years
of age and older (State of California) .
III. Community Car integration into a state regulated public/private transportation
program, constitutionally.
IV. The safest class of drivers 25-60 will be first time offenders certified and
supervised through community service rehabilitation (SB 334/CB 397) enrolled as
licensed workers for the elder community.
V. They will provide automobile transportation and care for population age range 70
and older.

11. THE BRASS TAX
There are 166,000 non violent minor offenders in Florida in some form of community service, that owe debt to the penal system.
Approximately 35% -40% would be qualified to help the elder community with transportation, and daily tasks, when certified
through a state-mandated training program.
Certified Cc drivers use their own car after inspection, with Go-Pro licensed cameras as secure oversite.
Liability insurance is built into the business model, as with Uber and Lyft. The cost is free for the passenger once enrolled
through their insurance carrier.
78% of senior citizen’s primary source of income is Social Security.
Community Care is here to liberate the elder population, providing a helping hand with their daily activities. A symbiotic
relationship is formed. We are bridging the gap. This conversation is way overdue.
Approximately $2000USD is the average fine owed by a person penalized for a nonviolent misdemeanor in the state of Florida.
26% of the population living below the poverty line. Most have lost their driving privileges without committing offenses while
behind the wheel, which is remarkably ineffective.
Minimal mass transportation in South Florida compounds the problem of finding employment. What happens when payments are
missed? Warrants are issued and offenders are put back in the system.
Community Car is not giving handouts. It is as a paid training program where the payment goes back to the penal system.
Mandated training in on a discretionary basis, of the court.
The two largest burdens on the state of Florida is what you do with an aging population without a skilled labor for care and a
penal system overpopulated and ridden with debt.
Cc satisfies both!
