An Evaluation of EIA report of Norochcholai Coal Power Plant Sri Lanka
The Lakvijaya power station or the Norochcholai power plant is the first coal fired power plant in Sri Lanka which is located in Narakkalli, Norochcholai in Puttalam district. It was proposed to establish in 1993 and was suspended the construction due to protests by the villagers and environmentalists. The environmental impact assessment (EIA) was conducted regarding the project in 1998 and the constructions began in 2006. The phase one with a capacity of 300MW was commissioned in 2010.
Ceylon Electricity Board (CEB) was the project proponent and Coast Conservation Department was the project approving agency for the project along with the central environment authority. The EIA Report (EIAR) mainly focused on the power station land, the transmission line land, marine resources and sea water quality, ground water resources and quality, cooling water effluents, solid & liquid wastes, air quality & noise and socio-economic aspects of the area.
The effects from fly ash and bottom ash, emission of SO2, NO2 & other gases, impact from discharging of warm water to the ocean, effects on livelihood of residents were the major predicted impacts of the project. Necessary mitigation measures were also suggested by the EIAR.
But, as the power plant operates, several other impacts which were not mentioned in the EIAR were also identified.
Frequent proper monitoring of emissions and impacts, conducting researches and studies on the power station and the related environment, using fly ash as a raw material for other industries and encouragement of alternative energy sources other than coal power can be proposed as recommendations.

It is measured in decibels (dB) which is a logarithmic ratio of sound pressures. Prolonged exposure to loud noise can cause permanent hearing loss, annoyance, stress, and disrupted sleep and human performance. Noise pollution affects animals through hearing loss, physiological stress, and disruption of behavior and ecosystems. Plants are also impacted through reduced growth. Control measures include reducing noise at the source through improved machinery and mufflers, zoning of industrial areas away from homes, sound insulation of buildings, use of ear protection, legislative bans on loud noises, and planting trees.

Larsen and Toubro (L&T) was awarded contracts to complete two unfinished sections of the Chennai Metro rail project after the previous contractor abruptly pulled out. L&T is responsible for the design and construction of underground stations and tunnels between Government Estate and Saidapet. Extensive surveys and investigations were conducted before construction, including basic surveys, soil investigations, and subsurface investigations to understand the land, topography, and soil conditions. The Environmental Health and Safety department of L&T oversees safety procedures and training to ensure worker and public safety during the large-scale metro construction project.

The location for the proposed Uitm Sentral site are at “Bus Parking Terminal” and is located near the drainage ditch connecting rainwater and water from the UiTM transported to nearby storm drains before the diverted a nearby river (Klang river). WATERQUALITYIMPACT EXISTING ENVIRONMENT Analytical results obtained showed the river water quality of Sungai Klang generally falls within Class III and in good condition
- 10. Noise levels are measured at the site. The main source of noise coming from the main road nearby. Maximum noise levels occurring in the morning and evening for the increased number of vehicles on the road. NOISELEVEL EXISTING ENVIRONMENT
- 11. Causes Air pollution during construction comes from road dust, plant and machineries, of which the leading pollutants are carbon monoxide and hydrocarbons. Action As roads within the project area will be cleaned and sprinkled at regular intervals to reduce fugitive dust. Strengthen maintenance of transportation vehicles, so as to ensure a discharge of vehicle exhaust gas according to relevant standards. EIA DURING CONSTRUCTIONAIRQUALITY

DUST EIA DURING CONSTRUCTION Causes pollutions on ambient air by the proposed project include mainly dusts from surface levelling at the construction site, movements of transportation vehicles and their loading/unloading of construction materials, earthwork by construction machinery and temporary piling of spoils Action Enclosure walls with a height of 2 meters or above will be built around the construction site. A water ditch shall be made at the exit to and from the construction site, so as to reduce the amount of earth on tires of vehicle to and from the construction site. Covers will be made on materials to be transported or they will be transported by enclosed vehicles, routes of transportation vehicles shall avoid residential quarters and other environmentally sensitive areas, and vehicle speed shall also be limited.
- 13. Causes Suspended solid due to soil run off due to heavy rain. Fuel. (oil spill from the plant and machineries on site is also discharged into the drain during rain) Action Run off water from construction site will be routed to a temporary sedimentation tank for settlement of suspended solids. - 14. NOISE EIA DURING CONSTRUCTION Causes Noises in connection with the project include noise by operating port machinery and noise by transportation vehicles. Action Hoarding around the site Limits on working hours Service vehicles and machineries regularly replacing exhaust systems as soon as they become noisy turning off engines when they are not in use
- 15. SOLIDWASTE EIA DURING CONSTRUCTION Causes Waste material on site that are not properly maintained. Action Control the disposal of waste at the site need to be done for the purpose of avoiding contamination of soil and groundwater.
- 16. Proposed Project can be implemented at the proposed site without creating significant adverse impacts on the environment. If all of the action proposed to be made and applied at the project site pollution levels in the surrounding area the project can be reduced. CONCLUSIONCONCLUSION
