Identification of poor people in society:
Poverty has no category, as rich and poor people are there in all categories,
hence identification of genuine needy below poverty people are suggested
to be identify
How to identify and scope for uplifting the livelihoods of the poor
people:
Coordination with all ministries & departments both at centre& states till
village level staff in rural areas to identify and report to national register
of poverty (NRP) and help early priority list of poor(HELP) may operated
by centre & state & district level helpline nos the road side house
less/sheds & street children’s & orphan and poor people in wards in
municipalities/towns/cities.
1. Property: properties worth less than 10lakhs and the people not
even holding land for house (>150*25 sq.fts) in urban areas and
rural areas with maximum upper limit of less than 1 Ha land.
Support recommended for landless uneducated agri/fishing
depended poor people livelihoods: if targeted poor people are in
coastal areas fishers they may be provided with support of Rs. 10
Lakhs/family and 1 acres of coastal land on lease basis/own for
growing coastal aquaculture, agriculture/horticulture or ornamental
crops or any small scale revenue generating business integrated
models for their livelihoods is recommended.

dwellers/street children’s.

House less below poverty people may provided with Govt.
apartment for all poors at nearby district to enable them to visit and
monitor prevent if any conflicts arises due to any third party
influences on poor people district apartment residential complex,
idea behind it will reduce land use & constructions cost and prevent
corruption and waste Govt. money on the name of house for poor
people. As poor people are less and misusers influencers getting
benefitted due to contracts , tenders and poor quality construction
materials. As poor people also need to live with their family
members in safer shelters or house, corruption free schemes
implementation is recommended.
3. Type & extent of house: Earthen huts/sheds/small house building

i. Based on physical health condition:
a. Physically handicapped (40% disabilities) unable to
stand/walk alone/cont see/hear/partially injured any other
with critically handicapped and had no caretakers in family
(below poverty line less than 3 lakhs family income/year)
and any other with critical health condition as certified by
the Doctor& district collectors/not less than Village
secretary (without corruption & political influence for
issuing certificate or making delay for actual poor eligible
people with above condition.
Support recommended:
Based on their extent of physical fit they may
trained/skilled in their respective area of interest,
provided with fianancial assistance to grow in their
respective area of interest with innovative approaches,
Physiological/mentally handicapped: severe
unconscious:
Any individual poor people which are falls under mentally
/psychologically handicapped with unknown reasons in
critical health condition as certified by the Doctor& district
collectors/not less than Village secretary (without
corruption & political influence for issuing certificate or
making delay for actual poor eligible people with above
condition.

Old age/orphans/street childrens including girls or
womens discriminated by parents due to dowry related
threats any other considerable/justified reasons of
severity/widows facing poverty in most priority.
Support expected: Old age home at every mandal/Tehsil
level old age & orphans home cum traditional skill learning
centre with recreational and relevant infrastructure facilities
set up; old people home may considered as traditional
knowledge centre-generation learning centre innovative
linking for old age people to present generation filling the
gap of ethics missing in social life of youths for caring
parents/elders in fastest generation, employability skill
centre for socially & ethically peaceful life among young
generation.
This centre will helpful to create the atmosphere among
orphans children’s to fill the parents touch &care
emotional gap filling and learning from old age poor
elders residing in old age cum orphans tradition
learning centre.
ii. Based on scale of business dependent livelihoods
a. Business building ownership (own/rent size & business turnover:
max less than Rs.10lakhs/year. May considered for tax exemption
on business if rented business with single room & rent reduction
benefits by uniform rent regulation norms committee as per
representation from poor small scale business dependent on rent
and business income and considering socio-ethical norms prior to

Recommended measures: i. connect with concerned skills
required nearby or distance workers safety following
employers (industries/companies/offices any others public
or private within the govt observations, to prevent harmful
treatment of uneducated youths in industries ensuring
ethical use of their skills and poor workers welfare in any
organization with empathic view, not sympathy. Ii. If they
required to set up any small scale buisness support may be
provided till 5 years with a grant of 10 Lakhs based on most
eligible below poverty line, irrespective category all poors
may ethically promoted under poverty upliftment based on
humanity grounds, without any corruption throughout the
selection and sanction of grants to most eligible below
poverty poor for setting up of small scale business. Or
collateral free loans if no property holding by poor upto 5
lakhs may supported instead of giving insurance after death,
prior to death of poor people may supported with real time
support initiatives under various schemes & exceptional
poor people’s fund.
b. Educated & unemployed poor students qualified above
degree
a. Identifying educated degree holders area of
interest/national/state level services priority and skill
up as per their aspiration for serving
country/state/concerned ambition
Based on priority of students may provided with
efficient skilled programmes to enable them for meeting

growing in their careers. As majority of poor students
are very good readers but not skilled enough with soft
&innovative research skills due to they are exposed
/studied in past with poor quality teaching/training
facilities due to their poverty they can’t reach out to the
standards to meet the industries required skills.
Hence all the poor and unemployed students may be
given priority.
Recommended transformative changes in system:
i. Corruption and influence free in selection/recruitment
process/system, may recommended in transparent manner if
qualified individuals are with orphan/or living with the extreme
poverty, as job will help them to live in society with minimum
respect and dignity and support their family growth contribute
possible for the country on voluntary basis. It only happens when
govt. of any country recommended to take initiatives transparently
on ethical basis instead of corruption based recruitment system
which polluted the air, water and atmosphere and majority of the
natural ecosystem destroyed by irresponsible developments and
irresponsible selfish cruel rich leaders in various areas of the world,
by issuing irresponsible licensing system.
 How to prevent corruption in recruitment system:
 Making all recruitments/notifications centrally monitored
with state high courts by setting up of state recruitment
cum judicial commission (SRJC) if state recruitments system

retirement & no of cadre’s wise vacancies open in recruitment
portal. It will help Govt. to timely recruit vacant positions in

 Prevent money & any unfair means of influence/illegal routes
of all including political influence on recruitment
 All notifications and vacancies and expected date of
notifications for filling up of vacancies may updated in portal
with specific cadres wise and qualifications wise, it will helps
the poor unemployed students to be prepared for in their area
of interest. As many states recruitment stopped or not open as
results students suicides increased due to their honesty in long
term waiting for jobs with average time of over 3 to 10 years
waiting for jobs with or without coaching based on their below
poverty and getting older, loosing hopes on jobs & life, due to
non-support of parents & there is no respect in house/village in
their residing society.
 Prevent bias in categories recruitment:
As richer people in respective all categories are in ruling with
money or background influence power, poor people in all
categories are suffering from injustice in all categories
especially critical in SC/ST’s category, it is may be better if
not follow blindly with categories instead it may recommend
based on their extent of poverty in respective categories, it will
be helpful to provide justice to actually needy poor from all
categories, expected this may be the aim of social justice as
